Occupied and Unoccupied Dormitory Cleaning Services

Q1: How many rooms total does the dormitories have?

Answer Q1: 196 dormitory rooms, 1 lounge and 5 Laundry Rooms.

Q2: Is any one currently cleaning dorm rooms?

Answer Q2: Yes

Q3: Can the Contract be subcontracted?

Answer Q3: Yes

Q4: Are we required to purchase ALL of our cleaning products from Ability One?

Answer Q4: No, only items provided to government personnel.

Q5: If we are required, then what is the pricing of each product?

Answer Q5: At this time only HIGH DENSITY TRASH CAN LINER, 10 GAL are provided to government personnel; as of publication 1 BX of 1000 count is approximately $38.36

Q6: What is the name of the current contractor for this contract?

Answer Q9: $404,930.09 (Base + Four Option Years)

Q10: Have funds been appropriated for this opportunity?

Answer Q10: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

Q11: Are we required to clean the inside and outside of the room windows?

Answer Q11: Inside of windows are required to be cleaned but not outside of windows.

Q12: How often do you expect us to perform carpet cleaning/shampooing?

Answer Q12: Full carpet cleaning/shampooing are required during Change of Occupancy Maintenance (Vacant Room) clean (PWS para 1.3). Spot carpet cleaning/shampooing are required during Major Clean (PWS para 1.1) and Lounge Clean (PWS para 1.5).

Q13: Will the gazebo outside need to be hard-washed?

Answer Q13: Yes, the contractor is expected to remove spills and foreign substances from outside common areas (PWS para. 1.8).

Q14: The government is tax-exempt correct? We shouldn't expect to pay taxes on the work performed?

Answer Q14: The Government has immunity from paying taxes from this contract, like all other Government contracts. However, there is no flow down clause in the contract. FAR 29.303 states that Prime contractors and subcontractors shall not normally be designated as agents of the Governments for the purpose of claiming immunity from State or local sales or use taxes. Additionally, it states that when purchases are not made by the Government itself, but by a prime contractor or by a subcontractor under a prime contract, the right to an exemption of the transaction from a sales or use tax may not rest on the Government’s immunity from direct taxation by States and localities.

Answer Q15: Please see Performance Work Statement (PWS) APPENDIX A HISTORICAL DATA - FY21 ALLIED STUDENT COUNT for average weekly/monthly Major, Minor and Vacant Cleans.

Q17: Is the current contract’s PWS the same as this PWS, if not what is the difference?

Answer Q17: The PWS requirements remained the same as the current PWS. However, this amendment updates the PWS to include carbon monoxide detectors in addition to smoke detector checks.

Q18: What is the type of flooring in the dorm rooms?

Answer Q18: Vinyl flooring in the Kitchen area, tile in the Bathroom area and Carpet in living area.

Q19: What is the square footage of the carpet?

Answer Q19: 186.7 sq. ft. per room

Q20: Is PWS 1.3 representative of CLIN 05 of Attachment 1?

Answer Q20: Yes, Change of Occupancy Maintenance and Vacant Room clean are used interchangeably.

Q21: PWS 1.9 how many smoke detectors are there to be checked?

Answer Q21: 196 smoke detectors. 196 carbon monoxide detectors have been added to the PWS.
