1. Reference PWS paragraph 2.6: the AMOM can’t be a union employee.

Question (a): Will the SP be allowed to have the AMOM work the counter?

Question (b): If so, can the AMOM be scheduled to work the counter on a re-occurring basis?

· This is not optimal IAW AFI 13-204 vol 3. However, the AMOM can be used as a temp fill to work counter for members that are sick or on vacation.

1. Reference PWS Paragraph 3.11: The SP could be tasked to provide additional inspections as requested by the AOF/CC.

Question: Can you provide historical data that reflects how many additional inspections the SP can expect annually?

· No, historical data is not maintained, but this is an as needed requirement.

1. Reference PWS Paragraph 2.3:

Question: Will the SF be required to provide any supplemental staffing at the Frederick Regional Airport or will the SF only be required to inspect the runway periodically?

· No additional staffing is required. The SP will be required to inspect the runway periodically, when pavement deficiencies are noted preventing use of runway.

1. Reference PWS Paragraph 3.1.2.1: Two AMOPS personnel will be on-duty during scheduled opening hours Monday through Friday and Sunday to provide AM services required by the PWS. It then states that it “May be reduced to one body on duty if prior coordinated and approved by the AOF/CC and FC”. AFI 13-204v3 (para.16.2.2) does state that the AOF/CC is delegated the authority to waive the shift staffing requirement to one qualified AMOS/AMSL on duty “during mid-shifts, low flying periods or airfield quiet hours….” HOWEVER, Para. 16.2.4. further clarifies that shift staffing waivers do not apply to contract locations.

Question: As an SP would we meet the regulatory requirement to request the shift staffing requirement?

· Yes, the SP would meet the standard staffing requirement, two qualified personnel on shift.

1. Reference PWS Paragraph 3.13: The SP shall provide bioacoustics.

Question: Is the contractor also expected to provide pyrotechnics or depredation?

· No, bioacoustics only.

1. Reference PWS Paragraph 6.2: The SP personnel shall wear a uniform or standardized clothing.

Question: Does the SP company button down or polo shirt meet this requirement?

· Yes

7. The PWS 3.13. Bird/Wildlife Aircraft Strike Hazards (BASH) Services. states The SP shall follow BASH procedures as outlined in AFPAM 91-212, Bird/Wildlife Aircraft Strike Hazard (BASH) Management Techniques, AFI 13-204, Volume 3, SAFB AOI, and the SAFB BASH plan. The SP shall provide bioacoustics that broadcast distress calls used with a vehicle equipped sound system producing 30 to 50 watts of distortion-free sound in 90 to 100 decibel (db) with a frequency response between 12,000 and 14,000 Hertz (Hz).

3.13.1. Personnel performing BASH duties must have the ability to use wildlife control devices, including firearms, as well as any other necessary equipment. NOTE: SAFB has an interagency agreement with USDA Wildlife Services (USDA_WS) to mitigate wildlife hazards to aviation safety. IAW the SAFB BASH Plan, USDA-WS and 82 TRW/SE are the only organizations authorized by 82 TRW/CC to shoot birds/wildlife on SAFB.

This is an expensive piece of equipment used for a Bird Animal Aircraft Strike Hazard.

Also, AFI91-212, BIRD/WILDLIFE AIRCRAFT STRIKE HAZARD (BASH) MANAGEMENT PROGRAM, dated 31 MAY 2018, paragraph 3.2.4.4. Ultra-sonic Devices states. Ultra-sonic devices have proven unsuccessful in deterring wildlife from colliding with aircraft or inhabiting hangars. No birds, and very few wildlife species encountered in the typical airport environment are capable of detecting/hearing ultra-sonic sound, rendering these devices useless for dispersal.

Question: Has SAFB reviewed more effective BASH methods? If yes they should be used in lieu of purchasing the above?

· Sheppard has a dedicated USDA Wildlife representative.

Question: Can the government advise on an approved and authorized vendor?

· Yes, this may be something the government can provide assistance. However, there is no AF approved or required vendor list.

Question: This was purchased with government funds, shouldn’t be GFE?

· There is no anticipated GFE on this requirement. The SP will be responsible for the procurement, maintenance, and disposition of any equipment needed to perform contract requirements and conform with the AFI requirements for that equipment.

Question: Why is this an Airfield Management equipment requirement when, Sheppard AFB Tx has The Bird Animal Aircraft Strike Hazard (BASH) Working Group at Sheppard Air Force Base?

· The BASH Working Group is an AF requirement for AF installations. IAW 13-204 vol 3, Airfield Management is required to have a BASH program, respond to BASH notifications, and serve as a member for the BASH Working Group. The working group identifies BASH issues, trends, and areas of concerns.

Question: Why is the contractor using wildlife control device to include firearms when 82 TRW/SE is the only one’s authorized to use them? Suggest changing language whereby the use of firearms be limited to 82 TRW/SE only.

· SP only use bioacoustics wildlife control device. AM does not have firearms nor munitions account. This will happen only in the event of USDA Wildlife services are no longer active.

9. Combined Synopsis/Solicitation, Part II, Technical Proposal, Subfactor 1, (d); The proposal shall detail prior experience, current experience, and job descriptions for the Airfield Manager, Assistant Airfield Manager, Airfield Training Manager, and Airfield Management Operations Manager.

Question: Can Government please clarify this requirement? Is the Government requiring prior and current experience for Airfield Manager, Assistant Airfield Manager, Airfield Training Manager, and Airfield Management Operations Manager as it relates to each job description or prior and current experience of the contractor as it relates to staffing the positions referenced?

· Yes, IAW the PWS and AFI 13-204 vol 1, 3 All AM positions require prior qualification and experience in the position being filled.

10. Combined Synopsis/Solicitation, Part II, Technical Proposal, Subfactor 2, (b); The offeror's plan must specifically address the Airfield Driving Training Program and all other functional areas specified in the PWS.

Question: Can the Government please clarify the context of “all other functional areas specified in PWS.” Is this related to Training Program requirements or is the Government requiring additional language to ensure PWS compliance on all other areas besides the training program?

· Yes, IAW the PWS and AFI 13-204 vol 3 The Assistant Airfield Manager is responsible for managing the Airfield driving program to include airfield driving training. AM SP as a whole are responsible for complying with the PWSs as it is written.

11. PWS 3.1.2.1 Hours of Operations. The SP's hours of operation shall support the published airfield operating hours and last until the closure of ATC facilities. The daily airfield inspection shall be accomplished prior to the start of wing flying. Two AMOPS personnel will be on-duty during scheduled opening hours Monday through Friday and Sunday to provide AM services required by this PWS. May be reduced to one body on duty if prior coordinated and approved by the AOF/CC and FC. Night flying weeks will be annotated in advance and after hours will likely be required during those times. AMOPS operating hours will be no more than 17 hours per day Monday through Friday and no more than 7 hours on Sundays. Any time that the SP exceeds 17 hours per day Monday through Friday and 7 hours on Sundays is considered overage.

Question: Does the 17 hour and 7 hour timeframes provided include time allocated to airfield inspection prior to start of flying window? Can you confirm airfield inspection time before opening is one hour?

· Answer to 1st question is Yes. Part-2 Unable to confirm, it depends on what is found during the inspection. First takeoff is usually 0730L to allow 30 min flex time.

12. PWS 3.1.2.1 Hours of Operations. ... AMOPS operating hours will be no more than 17 hours per day Monday through Friday and no more than 7 hours on Sundays. Any time that the SP exceeds 17 hours per day Monday through Friday and 7 hours on Sundays is considered overage. The AOF/CC, FC, and/or Contracting Officer (CO) may authorize exceptions.

Question: Is the overage referenced in this section considered after hours support in accordance with 3.1.2.4? If not, please confirm how the Government would like this documented.

· After hours/overage is considered when anytime the SP exceeds 17 hrs per day Monday through Friday and 7 hrs on Sundays as stated in the PWS.

13. PWS 3.6. AMS Vehicle Support. Third Bullet Item: Equipped with a base station radio and/or a tunable multi-channel UHF/VHF radio to conduct two-way communications with other agencies and monitor aircraft operations such as IFE/GEs.

Question: Is the contractor responsible for purchasing and supplying radios? If so, can the Government confirm the specs and quantity listed in Appendix G Shared Use Items?

· The 80th OSS has a PWCS account and will issue radios similar to the process for issuing computers that will be connected to the AF network.

14. 3.13. Bird/Wildlife Aircraft Strike Hazards (BASH) Services. The SP shall follow BASH procedures as outlined in AFPAM 91-212, Bird/Wildlife Aircraft Strike Hazard (BASH) Management Techniques, AFI 13-204, Volume 3, SAFB AOI, and the SAFB BASH plan. The SP shall provide bioacoustics that broadcast distress calls used with a vehicle equipped sound system producing 30 to 50 watts of distortion-free sound in 90 to 100 decibel (db) with a frequency response between 12,000 and 14,000 Hertz (Hz).

Question: Can the Government confirm the bioacoustic specs provided? Also, can the Government confirm this is CFE? If the contractor is sourcing this item, can the Government provide a list of Air Force approved vendors?

· The bioacoutstics specs are provided in the PWS 3.13. In regards to vendors, this is something the government may be able to provide assistance.

15. PWS 3.13.1. Personnel performing BASH duties must have the ability to use wildlife control devices, including firearms, as well as any other necessary equipment. NOTE: SAFB has an interagency agreement with USDA Wildlife Services (USDA_WS) to mitigate wildlife hazards to aviation safety. IAW the SAFB BASH Plan, USDA-WS and 82 TRW/SE are the only organizations authorized by 82 TRW/CC to shoot birds/wildlife on SAFB.

Question: Are there any Contractor licensing requirements required to comply with this requirement?

· SP only use bioacoustics wildlife control device. AM does not have firearms nor munitions account. This will happen only in the event of USDA Wildlife services are no longer active.

16. PWS 3.13.2. The SP will not be required to operate firearms unless the 82 TRW/CC authorizes them to in the local SAFB BASH Plan. In that event, SP personnel must be trained and certified on weapons handling, discharge, and safety procedures prior to operating a firearm.

Question: Who provides the required training and certification for weapons handling?

· AM does not have firearms nor munitions account. This will happen only in the event of USDA Wildlife services are no longer active.

17. Combined Synopsis/Solicitation, Proposal Preparation Instructions

Question: The Government references that a CD and email submission is due on 6/26/20. We understand both an email and CD are required. Would the Government allow the email to be sent by the requested date and time (6/26/20 no later than 4 p.m. CST) but the CD to be mailed 6/26/20 to be received later as a follow on item?

· Page 6 of the solicitation clarifies that all parts of the proposal must be received by the deadline date and time.

Question: Should each Part (I, II, and III) be saved on individual CDs? Or, should all Parts (I, II, and III) be saved on one CD?

· All parts can be saved on one CD

Question: Tabbing is mentioned in Proposal Instructions. Since the submission is via electronic methods (email and CD), will the Government accept Bookmarks in the PDF?

- PDF portfolios or bookmarks are acceptable

Question: Will the Government confirm whether or not a Cover Page, Table of Contents, and Glossary are excluded from page count in all Parts (I, II, and III)?

· Yes, those are excluded from the page count.

18. Combined Synopsis/Solicitation, Part III Past Performance Information, (a)

Question: Attachment 9 is referenced in the Combined Synopsis/Solicitation. Is there an Attachment 9 missing from the solicitation materials? If not, can the Government clarify this section?

· Will update to replace "Attachment 9" with "Past Performance volume"

19. Combined Synopis/Solicitation, Part III Past Performance Information, Performance Questionnaires

Question: For Contracting Officers that are unable to accomplish PPQs, will a copy of latest CPARS meet the requirement?

- PPQs are only part of the past performance evaluation, as the Government will also utilize CPARS and other past performance information in making the past performance evaluation.

20. PWS 6.8 Listing of Employees. The SP shall maintain a current listing of employees. The list shall include employee's name, social security number, and level of security clearance. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the contracting officer and sponsoring unit’s security manager prior to the contract start date. Updated listings shall be provided when an employee's status or information changes.

Question: Security Clearances are mentioned in this section. Are clearances required for this contract? If security clearances are required, can the necessary clearances be listed by position?

- This is not a classified contract. Security clearances/history is requested for informational purposes only. SP employees are required to have a favorable background check in order to receive a Common Access Card and access to AF networks.

21. PWS Appendix G; Shared Use Items

Question: Can the Government clarify if all Shared Use Items in Appendix G are GFE? If not all GFE, can the Government provide a list of all required CFE?

- Shared use item listing is provided for informational purposes only. These items are located in the work area but once they are no longer serviceable they will not be replaced by the Government. The SP is responsible for providing all items necessary for performing functions, except for typical "incidental to the workplace" items such as AF computer workstations, phones, etc.
