Questions / Answers
Regarding solicitation:
· Is Sheppard AFB requesting MRI Equipment Manufacturers to quote a New MRI in a Trailer that will be purchased or is Sheppard AFB simply looking for a temporary “Rental” type agreement from a Mobile Provider company?
Sheppard AFB is requesting a service provider to provide start to finish MRI services. The service provider is to provide a MRI machine and personel to perform scans as stated in the PWS. Sheppard AFB MDG pays by the number of scans performed.
· Questionnaires, # b states we the bidders are to send the questionnaires in CD-ROM to the CO. However #a states the customer is to send the questionnaire to the CO. Please verify which is the correct filing.
The bottom of page 2 of the solicitation, “Part III- Past Performance Information” addresses (a) Past Performance List of References- Attachment 4 and (b) Past Performance Questionnaire- Attachment 5. The Past Performance List of References will be submitted by the service provider as part of the proposal. Submit one (1) electronic copy on CD-ROM of PART III. The Past Performance Questionnaire is to be submitted by the respondent by e-mailing a PDF file to lauren.scheidegger@us.af.mil, Contract Specialist, 82 CONS, Sheppard AFB.
· Can more than one proposal be submitted per contractor?
No, per solicitation page 1, Addendum to 52.212-1 (b) Paragraph 52.212-1(e), Multiple Offers is deleted.
· Is there currently a contract in place? If so who is the incumbent?

Regarding customer requirement:
· Would you prefer a standard MRI or a wide bore?
A standard MRI is sufficient.
· What are the specifications that need to be met for the MRI?
a. Table weight ect.
We will not require any table weight limits beyond standard manufacturers recommended weights.
· No MRI systems have “auto-shim” are you looking for an Advanced Shim for this MRI? No
Regarding the “scheduling process” for the Mobile MRI:
· Could Sheppard AFB please elaborate on this scheduling process?
When a patient is told they have an MRI order in the system, they go to the front desk and the clinic personnel verify and print the order. Then the order is faxed to the scheduling company and the patient is given the contact info for the scheduling company. The scheduling company then calls the patient and sets their exam appointment. While the patient is there at the front desk, they will fill out the screening questionnaires and any other necessary forms.
· Is it managed on the MRI Coach or Off-Site?
Scheduling is preferred to be off-site, this way the current days services aren’t interrupted. When a patient shows up to the Radiology front desk with an MRI ordered, the clinic submits the ordered paperwork and the scheduling company calls/schedules the patient and then sends the clinic a schedule the week before to be protocolled.
a. Is the scheduling process integrated with the VA Computer network or is it handled separately?
No
· Could Sheppard AFB expand on what is expected (per patient) regarding documentation?
There is a pre-screening questionnaire to find out if the patient has any retained foreign metal (joint replacements, pacemakers) and a contrast consent form with contrast product information and what to expect after a contrast injection if it is a contrast exam.
0. Will the contractor be required to pull/view data within the VA’s network?

0. Is this a duty that is required to be on the MRI coach?
No
· Can Scheduling & Documentation be performed from a remote/off-site location?
Scheduling may be performed from an off-site location (preferred). However, documentation is done on-site and the clinic is only queued that a patient has an MRI ordered when they arrive to schedule.
· The RFP states 30-100 exams/month. If we assume and average of 50 exams/month. That is ~12 patients/week. Under routine operations that is one day of service. In the SOW 1.3.4 it states 2-3 days/week. I believe this is high estimate give the patient load as stated. Can you change spec to say 1-3 days per week?
Due to the number of scans performed on a weekly basis, 2 days a week is a must. Current performance includes 3 days a week every other week. This schedule fits the patient load perfectly. Any less and 82 MDG would begin to see patient wait time increase continuously.
· In the SOW it states the following, section 1.2.2:
“The contractor will schedule, change and cancel appointments” Is this correct, the contract does all the patient scheduling? If so, how is this accomplished from a mobile performing one day a week service. Is the contractor to have an admin on site full time?
The contractor is to complete all scheduling as identified in the PWS. It is preferred that scheduling be conducted off-site. The mobile MRI unit is the be present and in service 2-3 days per week, as stated in the PWS.
· Are more than one certified technician required to be on site?
It is required that one Certified/ Registered MRI Technician and 1 Patient Coordinator be on site to ensure promptness of service and standard of care as outlined in PWS/ Service Summary.

· Does Sheppard AFB anticipate moving MRI Services to the hospital pad from the current front entry location?
The new facility is a clinic only, not a hospital. Once the new clinic is completed and the staff moves in, the MRI Services will be conducted at the new facility on the indicated MRI parking pad.
· Is there or was there ever a mobile imaging system operating at this facility and on the proposed pad?
The current MRI service operates at this facility on a schedule basis and will be continued at the new clinic once the clinic is operational and coordinated with the Radiology department.
· Can you provide the exact mailing address for this location?

· Are we able to park the mobile MRI unit there full time?
Yes Regarding clauses:
· Is it needed to include the entire 52.212.3 Reps and Certs with the proposal or will paragraph B suffice?
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u)) of this provision.
52.219-14 -- Limitations on Subcontracting. (DEVIATION 2019-O0003)
(e) Agreement. By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for—
(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded;
(2) Supplies (other than procurement from a non-manufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded;
· What specific criteria/proof will offerors be required to provide to confirm compliance with the 50 percent rule?
The contractor will self-certify its Small Business status.
· Will on-going audits be conducted in the out years to confirm compliance?
The government may ask for proof of compliance at any time during contract performance.
· As long as the service provider is within the guidelines for subcontracting would they be allowed to sub contract an agency for the technician?
Yes. The Similarly Situated Entity rule applies.
