Question Answer Reference

Please provide the name of the incumbent, contract number, contract value and period of performance. Has a contractor performed similar work to this for the government in the past?

Please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

AFE services are currently being provided by Dyncorp, Intl. as part of aircraft maintenance services; FA3002-09-C-0024, $283 mil., 1 Oct 09 - 30 Sep 16. After this contract was awarded the USAF separated aircrew flight equipment maintenance into its own career field, apart from aircraft maintenance, so this is the first contract solely for AFE services.

Please provide the number of personnel supporting the current effort and their CBA job classification and seniority date.

Number of personnel is proprietary information and cannot be disclosed.

Personnel are classified under the CBA as survival equipment specialist, senior and lead. Seniority is proprietary but it does affect the wage rate under the current CBA.

Please provide the anticipated contract start date.

1 October 2016, preceded by a mobilization period beginning 12 September 2016 - 30 September 2016.

1.2.11.

Will the Government provide all consumable parts, supplies and materials required to provide all services described within the description of services? If no, will the Government provide a summary of parts, materials and supplies to be provided and priced by the offeror?

Consumables will be ordered using IMDS through the USAF supply system and purchased by the Government. Anything not available through supply can be purchased the the government card holder (COR). Consumable parts can be found in the parts break down of Technical Orders.

We understand that our technicians will be required to perform daily inspections of all equipment prior to start work;

however, who is responsible for the maintenance, repair and calibration of the T-6 and T-38 parachute presses?

The presses are GFE, as such responsibility for the maintenance and repair is assumed by the service provider upon assumption of ownership. Generally the contracted technicians are responsible for the maintenance, repair and calibration of the T-6 and T-38 parachute presses, with support from Martin Baker representatives and PMEL.

PWS 1.1.1.

Will the government confirm that the repair of flight suits and flight jackets is still a valid requirement under the new contract? Is this requirement only in support of "emergency repairs"?

Minor repair of flight suits and flight jackets is still a valid requirement under the contemplated contract, IAW AFI 11-301.

PWS 1.1.4.

Is the current staff performing maintenance, repair and sewing machine overhauls at this time? Will the Government fund all parts and supplies necessary to perform this work?

Currently technicians utilizing the machines conduct routine timing and maintenance. Parts are available through the supply system or they can be purchased with the government purchase card.

Will the Government please provide clarity on this performance requirement? Is this for local manufacture of AFE tools? Repair parts? Or local manufacture of aircraft flyaway gear? i.e. Engine covers, pitot tube covers.

Local manufacture is limited to AFE-specific items and does not include manufacturing any type of aircraft coverings.

PWS 1.1.6.

Does the Government provide janitorial services? If no, will the Government provide clarification on the level and type of supplies to be provided by the offeror? i.e. floor wax, industrial buffer, etc.

"Housekeeping" in the PWS refers to: maintaining work areas, maintaining neat and orderly reference documentation and technicians cleaning up after themselves. I.e. putting trash in appropriate trash receptacles, cleaning up spills, etc.

Does the Government provide all automation required to support the contract? Is the contractor required to pay for any software, or periodic software upgrades?

Government-supported software is in place. The Government provides IMDS and related software upgrades as well as computers.

Are the PM, or any of the AFE employees required to maintain a Secret security clearance?

Background checks are required for any individual to work on a military installation. Special clearances are not required.

Is the offeror's PM or alternate required to be at Sheppard AFB?

No, so long as the PM or alternate is available by phone or email as specified in the PWS.

Will the Government confirm the requirement to submit 52.212- 3, Offeror Reps and Certs and within Part I, Part II or Part III?

Yes, offerors are required to submit annual representations and certifications as specified in FAR 52.212-3. IAW 52.212-3, this requirement is satisfied if the offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website and the offeror has verified, by submission of an offer, that the representations and certifications posted there are current, accurate, complete and applicable to the solicitation.

Will the Government review, and provide clarification on the offeror/service providers responsibility in terms of the management of TO distribution accounts?

The AFE superintendant will ensure that AFE sections, i.e. the contracted technicians, maintain a current file of publications, TOs and manuals pertaining to issue, inspection, maintenance and use of assigned AFE, and ensure compliance with instructions contained therein. Institute a familiarization program exists to ensure AFE personnel are knowledgeable of TOs and publications, IAW AFI 11-301V1, para. 2.11.3.

Will the Government confirm that both of these PWS requirements are valid, and that offerors should staff appropriately to perform this work?

Local manufacture is limited to AFE-specific items and does not include manufacturing any type of aircraft coverings.

Will the government provide guidance on where to post extended pricing?

See revised Attachment 1 - Price Exhibit.

Will the Government adjust, to incorporate 30 September 2021?

Funds will be allotted per fiscal year. Funds will be planned for 30 September 2020 for the period of performance beginning 1 October 2020 - 30 September 2021, which, if utilized, would be the final period of performance for this contract. No additional funds are contemplated beyond the latest possible period of performance for this contract.

How can a small business be expected to recruit/train the skilled personnel required for this contract in the time allotted?

IAW FAR 52.222-17, "[t]he Contractor and its subcontractors shall, except as otherwise provided herein, in good faith offer those service employees employed under the predecessor contract whose employment will be terminated as a result of award of this contract or the expiration of the contract under which the service employees were hired, a right of first refusal of employment under this contract in positions for which the service employees are qualified." This will help to ensure employees are qualified on the start date. Further, it is the responsibility of the offeror to include in its proposal how it will provide qualified employees.

Quality control provided by SP or Government?

Government will provide contract oversight to ensure the SP's quality control system is effective.
