STATEMENT OF WORK
AMUSEMENT, MUSIC, OR VENDING MACHINE CONCESSION
1. Concessionaire will provide a minimum of the following: one (1) music machine, one (1) pool table, two (2) pinball machines, and three (3) video games at Sheppard AFB Annex Lake Texoma, Whitesboro, Texas.
2. All amusement machines must not be older than three (3) years.
3. The age requirement for amusement machine equipment remains in effect during the period of the contract. 20 percent of the total amusement machines installed will be replaced with newer models on an annual basis. The replacement will be based on the age of the machine unless authorized by NAFI representative.
4. Machines will be set at the manufacture's fee play setting and adjusted as required to maintain an interesting challenge to the player while remaining rewarding for reasonable skills.
5. Music machines will be equipped with coin mechanisms that will accept dollars and coins.
6. Regulation pool tables and other table-type games in good operating condition may be installed unless specified below. Minimum overall dimensions for regulation pool tables will be at least 4' x 6'. A minimum of four (4) cue sticks per pool table and appropriate size, cue stick racks will be provided.
Chalk will be available at all times.
7. Machines will be equipped with a dual lock system. The Concessionaire will maintain a key to the access door of the machine, and the NAFI will maintain a key to the coin box; thereby requiring a NAFI representative and a concessionaire representative to remove money from all machines.
8. The concessionaire will:
a. Provide coin boxes designed to allow the NAFI to install a padlock to secure the box independent of other locking controls. If coin boxes cannot be locked in this manner, the Concessionaire will make adjustments required and the machines will not be put in use until adjustments are made. The NAFI can exempt certain machine where it is impractical to comply with this requirement.
b. Provide machine having manufacturer-installed internal meters (continue register). NAFI representatives must be permitted to read and record meter readings.
c. All electrical equipment will be installed in accordance with standards of the national electrical code and the standards of the basic civil engineer.
9. Concessionaire will service and maintain amusement machines as follows:
a. Clean exterior of equipment and glass surfaces when machines are serviced and collections are made. Replace glass surfaces promptly if cracked or broken.
b. Clean play fields for amusement machines as needed or a minimum of once a month. Replace machines if the play field becomes cracked, splintered, or badly worn.
c. Replace burned out light bulbs in machines. Replace rebound rubber bumpers, plunger springs, and flippers to pinball machines if worn or broken.
d. Brush pool table when taking collections. Rebuild cushions and recover tabletop as necessary. Maintain cue sticks and tips in good serviceable condition.
e. Clean music machine inside and outside once a month. Select a minimum of 80 percent of the records used from current listing of popular songs in current issue of "Cashbox" or "Billboard" magazines. Provide a minimum of five new records per month with 100 or 200 selection. Print (commercially or type) title strips for record identification.
10. Concessionaire will service machines within 24 hours of notification and replace machines within 48 hours if machine becomes unserviceable or otherwise fails to comply with the equipment specifications. Service shall be on a 7-day basis.
11. Concessionaire operates said services and provides machines of quality satisfactory to the NAFI manager or duly authorized agent. When a machine has been identified as a "slow-play" by the NAFI manager or duly authorized agent, concessionaire removes and replaces it with one selected by the NAFI manager.
The concessionaire changes the number or types of machines only on the written request of the Contracting Officer notwithstanding any language in this contract with regard to- replacement or repair. Coins are collected before taking any machine off the premises for repair or replacement.
12. Concessionaire submits to the NAFI manager or duly authorized agent for review and approval or disapproval a schedule of prices to be charged. On approval of such prices, provides the Chief, Resource Management Flight with a copy of same. The concessionaire will then adhere to such prices.
13. Concessionaire keeps the machines in proper mechanical working order at all times, including any meters and special attachments thereto; makes all necessary repairs and replaces parts and ensures the machines are properly identified.
14. Concessionaire conforms to the requirements of the applicable NAFI manager as to physical location of machines in use.
15. Concessionaire will not remove monies from the machines unless accompanied by a NAFI representative.
16. The concessionaire and NAFI shall make collection at the end of each month representative. A Vending/Amusement Machine Collection Report will be used to record collections. The collection report lists the amount collected and the meter reading for each machine and must be signed by both parties. A copy of the collection report will be furnished to the concessionaire. The amount due to the activity as reimbursement for refunds made to patron for inoperative machines will be deducted from the gross receipts. Receipts then are divided according to the percentage set.
17. Contractor will be required to have liability insurance.
18. Income shall be a split percentage of income with the NAFI.
