STATEMENT OF WORK
1. DESCRIPTION OF WORK:
1.1 Work to be done:
The work to be performed under this contract and in accordance with these contract documents shall consist of furnishing all necessary plant, labor and materials; and constructing, installing and performing all work shown and described in the contract documents, all of which are made a part thereof.
1.2 Character of Work and Mechanics:
The work shall be executed in the best and most workmanlike manner, with the least inconvenience to the government, by qualified, careful, and efficient mechanics skilled in the trade. The work shall be in strict accordance with the contract documents and standards of the industry. Only certified journeymen in respective trades, or apprentices under the direct supervision of certified journeymen, will be permitted to install, supervise installation of, or alter or repair electrical and mechanical systems. Electrical and mechanical systems include but are not limited to: pipe, plumbing, electrical wiring, fire protection systems, welding, equipment and devices. A current state or municipal, tested and issued plumbing/gas and electrical license, will be recognized as certification upon approval by the Contracting Officer. License shall be available for government inspection at the pre-work conference and from mechanics and electricians at the job site throughout contract operations.
1.3 Location:
Sheppard Air Force Base is located in Wichita County, approximately five miles north of Wichita Falls, Texas. The project is VNVP 021170, Repair Hangar Doors, Hangars 1010, 1060 & 1090.
2. PRINCIPAL FEATURES:
2.1 General:
All work shall be done with the building occupied and the work area occupied.
The contractor shall coordinate all work with the occupants, the Civil Engineering contract inspector, and the Contracting Officer. Work area is the northwest, northeast and southeast hangar bay doors on Hangar 1010, southwest, northwest and southeast hangar bay doors on Hangar 1060 and the southwest, northwest, northeast and southeast hangar bay doors on Hangar 1090 as shown on the drawings. Existing doors roll or slide horizontally on wheels guided by rails and are manually operated. Heavy railroad track type rails fixed to the concrete floor guide the doors at the bottom and support the door weight. Vertical “knife edge” tracks affixed to the building guide the doors at the top. Each hangar bay door consists of 10 each individual door leaves as shown on the drawings.
Each leaf is 12’- 0” in width and 28’ -0” in height.
2.2 Existing Conditions:
Hangar 1010, Northwest Bay: SEE Sheet 3 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture L-3.
Mechanical room exists, but is offset south such that it does not interfere with door operation. No personnel doors exist. Interior partitions are not connected to doors. All 10 door leaves, #1 thru #10, are fully operational, opening and closing the full width of the hangar bay.
Hangar 1010, Northeast Bay: SEE Sheet 4 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture L-4.
Only door leafs #3 thru #10 are currently operational. Personnel doors have been installed in the southernmost door leaf (#1) and the door fixed in the closed position. An asphalt threshold has also been placed across the rails at the personnel doors. SEE picture R-4. The adjacent #2 door leaf is not fixed, but, due to the personnel doors, has been rendered nonoperational. This #2 door leaf is in its closed position and cannot be opened further to overlap the #1 leaf as a concrete fabricated pocket stop bulkhead has been set astride the rails. The #2 leaf cannot be closed further as the rails terminate. SEE pictures general, Sheet 4. The personnel doors enter under the mezzanine access stairs and gypsum walls have been erected to partition the hangar bay from the stairwells. The absence of a mechanical room addition on the east elevation makes it feasible to return door leafs #1 and #2 to full operation should the need arise in the future. Consequently, the interior gypsum wallboard partitions are involved in the work and their construction/configuration is discussed more fully below. When personnel doors were installed in the #1 hangar door leaf, interior gypsum board partition walls were erected above and below the mezzanine to create an enclosure isolating the personnel doors and the mezzanine stairwell from the main hangar bay. See Pictures B-4 & C-4. Above and below the mezzanine, the partition wall abuts door leaf #1. The eastern edge of the partition wall abuts the #1 hangar door leaf and ties in flush with its’ northern edge. Due to the absence of as-built drawings, and short of destructive investigation, it cannot be determined the method used to attach the vertical partition wall and interior gypsum wallboard sheathing to the inside face of door leaf #1. Since it is feasible to return door leafs #1 and #2 to full operation, the work scope in this bay includes all 10 door leafs #1 thru #10.
Hangar 1010, Southeast Bay: SEE Sheet 5 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture L-5.
No mechanical rooms, personnel doors or interior partitions exist and all 10 door leaves, #1 thru #10, are fully operational, opening and closing the full width of the hangar bay.
Hangar 1060, Southwest Bay: SEE Sheet 6 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture K-6. Only door leafs #3 thru #10 are currently operational. Personnel doors have been installed in the northernmost door leaf (#1) and the door fixed in the closed position. The adjacent #2 door leaf is not fixed, but, due to the personnel doors, has been rendered non-operational. The #2 door leaf is in its closed position and cannot be opened further to overlap the #1 leaf as a steel pocket stop bulkhead has been set astride and welded to the rails. The #2 leaf cannot be closed further as the bottom rails terminate. See pictures general, Sheet
6. The personnel doors enter under the mezzanine access stairs and interior gypsum wallboard partitions have been erected to separate the hangar bay from the stairwells. See Picture E-6 & F-6. A masonry mechanical room has been constructed north of the hangar bay, centered on the west hangar elevation.
Note that the mechanical room was constructed flush with the exterior hangar wall and partially over the space originally occupied by the door pocket. Picture K-6 shows the south wall of the mechanical room and the personnel doors. The mechanical room interferes with fully opening the doors on the north half of the hangar bay. The lack of offsets in the mechanical room addition makes it infeasible to return door leafs #1 and #2 to full operation at this time.
Consequently, work scope in this bay is limited to door leafs #3 thru #10.
No interior partition wall work is required, thus, the interior gypsum partitions are not shown or discussed in detail.
Hangar 1060, Northwest Bay: SEE Sheet 7 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture K-7. Only door leafs #1 thru #8 are currently operational. Personnel doors have been installed in the southernmost door leaf (#10) and the door fixed in the closed position. The adjacent #9 door leaf is not fixed, but, due to the personnel doors, has been rendered non-operational. The #9 door leaf is in its closed position and cannot be opened further to overlap the #10 leaf as a steel pocket stop bulkhead has been set astride and welded to the rails. The #9 leaf cannot be closed further as the bottom rails terminate. See pictures general, Sheet
7. The personnel doors enter under the mezzanine access stairs and interior gypsum wallboard partitions have been erected to separate the hangar bay from the stairwells. See Picture B-7 & C-7. A masonry mechanical room has been constructed south of the hangar bay, centered on the west hangar elevation.
Note that the mechanical room was constructed flush with the exterior hangar wall and partially over the space originally occupied by the door pocket. Picture O-7 shows the north wall of the mechanical room and Picture Q-7 shows the adjacent personnel doors. The mechanical room interferes with fully opening the doors on the south half of the hangar bay. The lack of offsets in the mechanical room addition makes it infeasible to return door leafs #9 and #10 to full operation at this time. Consequently, work scope in this bay is limited to door leafs #1 thru #8. No interior partition wall work is required, thus, the interior gypsum partitions are not shown or discussed in detail.
Hangar 1060, Southeast Bay: SEE Sheet 8 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture J-8. Only door leafs #1 thru #8 are currently operational. Personnel doors have been installed in the northernmost door leaf (#10) and the door fixed in the closed position. SEE picture P-8. The adjacent #9 door leaf is not fixed, but, due to the personnel doors, has been rendered non-operational. The #9 leaf is in its closed position and cannot be opened further to overlap the #10 leaf as a steel fabricated pocket stop bulkhead has been set astride and welded to the rails. The #9 leaf cannot be closed further as the rails terminate. SEE pictures general, Sheet 8. The absence of a mechanical room addition on the east elevation makes it feasible to return door leafs #9 and #10 to full operation should the need arise in the future. Consequently, the interior gypsum wallboard partitions are involved in the work and their construction/configuration is discussed more fully below. When personnel doors were installed in the #10 hangar door leaf, interior gypsum board partition walls were erected above and below the mezzanine to create an enclosure isolating the personnel doors and the mezzanine stairwell from the main hangar bay. SEE pictures E-8 & F-8. Above the mezzanine, the walls and ceiling of the upper enclosure are separate from, and not physically connected to door leaf #10. Below the mezzanine, the eastern edge of the partition wall abuts and ties into the #9 hangar door leaf. Due to the absence of as-built drawings, and short of destructive investigation, it cannot be determined the method used to attach the vertical partition wall to the inside face of door leaf #9. Since it is feasible to return door leafs #9 and #10 to full operation, the work scope in this bay includes all 10 door leafs #1 thru #10.
Hangar 1090, Southwest Bay: SEE Sheet 9 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture L-9.
9. The personnel doors enter under the mezzanine access stairs and interior gypsum wallboard partitions have been erected to separate the hangar bay from the stairwells. See Pictures E-9 & F-9. A masonry mechanical room has been constructed north of the hangar bay, centered on the west hangar elevation.
Note that the mechanical room was constructed flush with the exterior hangar wall and partially over the space originally occupied by the door pocket. Picture Q-9 shows the south wall of the mechanical room and the personnel doors.
Hangar 1090, Northwest Bay: SEE Sheet 10 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture L-10.
10. The personnel doors enter under the mezzanine access stairs and interior gypsum wallboard partitions have been erected to separate the hangar bay from the stairwells. See Pictures B-10 & C-10. A masonry mechanical room has been constructed south of the hangar bay, centered on the west hangar elevation.
Note that the mechanical room was constructed flush with the exterior hangar wall and partially over the space originally occupied by the door pocket. Picture P-10 shows the north wall of the mechanical room and Picture R-10 shows the adjacent personnel doors.
Hangar 1090, Northeast Bay: SEE Sheet 11 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture L-11.
Only door leafs #3 thru #10 are currently operational. Personnel doors have been installed in the southernmost door leaf (#1) and the door fixed in the closed position. The adjacent #2 door leaf is not fixed, but, due to the personnel doors, has been rendered non-operational. This #2 door leaf is in its closed position and cannot be opened further to overlap the #1 leaf as a steel fabricated pocket stop bulkhead has been set astride and welded to the rails. The #2 leaf cannot be closed further as the rails terminate. SEE pictures general, Sheet

Below the mezzanine, the eastern edge of the partition wall abuts and ties into the #2 hangar door leaf. Due to the absence of as-built drawings, and short of destructive investigation, it cannot be determined the method used to attach the vertical partition wall to the inside face of door leaf #2. Since it is feasible to return door leafs #1 and #2 to full operation, the work scope in this bay includes all 10 door leafs #1 thru #10.
Hangar 1090, Southeast Bay: SEE Sheet 12 for pictures, general. Door leafs are number designated #1 thru #10 from left to right as shown in picture L-12. Only door leafs #1 thru #8 are currently operational. Personnel doors have been installed in the northernmost door leaf (#10) and the door fixed in the closed position. The adjacent #9 door leaf is not fixed, but, due to the personnel doors, has been rendered non-operational. This #9 door leaf is in its closed position and cannot be opened further to overlap the #10 leaf as a steel fabricated pocket stop bulkhead has been set astride and welded to the rails.
