SITE VISIT CONTRACTOR QUESTIONS WITH GOVERNMENT RESPONSE

Solicitation FA3020-09-R-0008 Repair Hangar Doors, Building 1010, 1060 & 1090

Sheppard AFB, TX

1 April 2009 QUESTION 1: In the synopsis for this project it says that the scope covers 11 sets (openings) but I only count 10 openings. I show 3 sets (openings) for Hangars 1010 and 1060, and 4 sets (openings) for hangar 1090. Is this correct or have I missed an opening somewhere?

· ANSWER: The synopsis was in error…..The project includes only 10 sets (openings).

QUESTION 2: Would it be possible to schedule another visit to the site?

· ANSWER: Another site visit cannot be conducted due to time limitations.

QUESTION 3: What is the time duration that a contractor would have to close-up the hanger doors should the Air Force require?

· ANSWER: We don't want the doors open during freezing weather. It is our intent to time the work such that the hangars may be closed during freezing weather using the existing doors. We won't approve a work schedule that has work underway and doors open when freezing temperatures are probable. There is really no duration as such, we're not going to permit the inside of the hangars to be exposed to freezing temperatures.

QUESTION 4: Could alternate structure be used to close-up hanger if removal of door or doors is required for repair?

· ANSWER: Yes, subject to approval by the government. The objective is to prevent the inside of the hangars from being exposed to freezing temperatures

QUESTION 5: Ref. 3.3.1 Demolition (pg 25) - They say we can only use hand operated jack hammers. Can we question this so we can use a breaker on a backhoe or use a brock with a breaker without disturbing the surrounding concrete?

· ANSWER: After the bid, the contractor is free to request approval to use demolition equipment other than the hand-operated jackhammers specified. The objective of this requirement is to prevent damage to adjacent concrete to remain. If the contractor demonstrates his equipment, other than hand-operated jackhammers, can remove concrete scheduled for demolition without damaging adjacent concrete to remain, we'll allow its use.

QUESTION 6: I also saw they want 6" of concrete under the cross ties. It looks like we will have to do some saw cutting to the depth of 10" to demo out the old concrete for new cross ties.

· ANSWER: The adjacent concrete pavement, both inside and outside the hangars, is not a part of the work. Slabs in some locations have settled creating a lip where the slab abuts the rail encasement. It is not our intention to correct that deficiency with this project. The contractor should install the new rails such that their top surface is flush with the surrounding rail encasement to remain and complete the work IAW Sheet 2 of the drawings and para. 3.3.2, Section 08342 of the specifications.

QUESTION 7: The slab grade of the exterior concrete slab and the rail height is about 1" in spots. Will they accept that much of a rise in less than 6"? (ref 2599 picture)

· ANSWER: The adjacent concrete pavement, both inside and outside the hangars, is not a part of the work. Slabs in some locations have settled creating a lip where the slab abuts the rail encasement. It is not our intention to correct that deficiency with this project.

QUESTION 8: Also would it be possible to receive a listing of the contractors that were at the site visit?

· ANSWER: Yes
