About this file

This is a Questions and Answers document clarifying requirements for an HVAC and generator rental contract at a military kennel facility. The contract is a Firm-Fixed-Price (FFP) engagement with a 1-year base period and 1-year option period, set aside for small businesses under NAICS 238220. The awardee must be active in SAM.Gov and independently qualify as a small business.

The contractor must provide temporary site preparation including aggregate base, grading, and compaction to level and stabilize terrain for equipment placement, with all leveling materials removed upon contract completion. The contractor is responsible for furnishing and installing temporary framing and structural supports for exterior-rated duct board enclosures on kennel roof gables, using wood material anchored to existing kennel framing with temporary ties, all to be removed at service end. The contract requires 12 trailer-mounted or portable skid-mounted HVAC units and 12 generators (revised from initial PWS specification), with continuous 24/7 operation and fuel provision. All fuel and refueling costs must be incorporated into monthly rental and maintenance pricing; the Government estimates approximately 120,000 gallons of fuel annually, though contractors should calculate based on their specific equipment. The contractor assumes all fuel-price escalation risk with no price-adjustment mechanism provided. Additional responsibilities include maintaining temperature gauges, managing drainage systems (front 4 kennels into existing storm drains; back 2 kennels to grass areas), providing generator spill containment, relocating plastic tubing as needed, coordinating with the incumbent contractor (MH Contracting) during transition, and obtaining approval from the kennel master for HVAC shutdowns. The contractor may work outside normal duty hours for setup and is authorized to install emergency temporary covers for retractable side panels to maintain temperatures. The large existing fuel tank on-site is not available for contractor use.

MWD HVAC Questions

1. The PWS states that the Contractor shall ensure the terrain can support the HVAC equipment and that “building up terrain is required to ensure a level surface.”

Please clarify the extent of site work the Government anticipates. Specifically, is the Contractor required to provide aggregate base, grading, compaction, concrete pads, or other permanent site improvements, or is only temporary leveling and stabilization necessary for placement of the leased HVAC units, generators, and auxiliary fuel tanks?

Government Answer: The Government anticipates that all contractors submit their proposal to build up existing terrain where necessary and provide all materials and labor. Contractors shall provide aggregate base, level and grade, compact to ensure stabilization for safety and to protect rental equipment. The ground leveling by the contractor will be a temporary leveling that will need to be removed upon completion of the contract. No permanent fixtures are authorized. Please refer to pictures as the ground has steep inclined slopes.

2. The PWS requires the Contractor to enclose the kennel roof gables using exterior-rated duct board.

Please clarify whether the existing kennel structures provide adequate attachment points for the required gable enclosure, or whether the Contractor is responsible for furnishing and installing temporary framing or structural supports necessary to support the exterior-rated duct board and associated ductwork.

If framing is required, please provide any applicable material, attachment, structural, or restoration requirements.

Government Answer: The contractor is responsible for all temporary framing and structural supports. Framing wood material is acceptable and can be anchored to existing kennel framing. Temporary ties are permitted. All framing and duct board will be removed at the end of the service. Please refer to the Site Visit Pictures attachment to see all ground levels and sloping present.

3. The PWS requires the Contractor to provide all generator fuel and continuous refueling services throughout the base period and potential option period.

Given the potential for significant and unforeseeable increases in diesel fuel prices resulting from geopolitical events, supply disruptions, emergencies, regulatory changes, or other extraordinary market conditions beyond the Contractor’s control, will the Government provide any consideration or price-adjustment mechanism for significant increases in diesel fuel costs during the period of performance, or is the Contractor expected to assume all fuel-price escalation risk under this Firm-Fixed- Price contract?

Government Answer: No, this is a Firm-Fixed-Price (FFP) contract. Accordingly, the Contractor is expected to assume the risk of standard market fluctuations, inflation, and typical geopolitical impacts on fuel pricing during the 1-year base period and 1-year option period. Offerors should utilize online databases regarding fuel changes and past fuel costs to pre-plan and account for potential price escalations within their submitted quotes.

4. At the completion of the incumbent contractor's performance, will all temporary leveling materials, gravel, sandbags, pads, and other equipment-support materials currently associated with the installed HVAC and generator equipment be removed by the incumbent contractor, or may the incoming contractor utilize existing leveling materials remaining onsite?

Government Answer: The incumbent contractor is scheduled to remove and restore area as necessary. The awardee will work with the incumbent to ensure a proper transition. During this phase both parties will work together the transition. See question number one for reference.

5. Would portable skid-mounted units satisfy the trailer mounted requirement?

Government Answer: Yes, contractor should ensure units are serviceable.

6. Can the Government confirm that the apparent successful offeror must independently qualify as a small business under NAICS 238220 and comply with all applicable SBA small business subcontracting and performance-of-work requirements?

Government Answer: Yes, the awardee must be active in SAM.Gov, be a Small

Business, and the awardee needs to be qualified under NAICS 238220. Updating the NAICS in SAM.gov is a relatively quick process.

7. The Performance Work Statement requires the contractor to furnish generator fuel and refueling services; however, the pricing schedule does not contain a separate CLIN for fuel. Should offerors include all fuel and refueling costs within the monthly rental and maintenance CLIN pricing?

Government Answer: Yes

8. May the white plastic tubing be moved/installed higher toward the center of the sloped roof so it isn’t directly above the dogs?

9. Can you provide any historical data on fuel usage?

Government Answer: The government estimates roughly that 120,000 gallons of fuel are used per year. However it’s recommended that the contractor calculate fuel consumption based on the contractor’s specific approach. Contractors should consider size; manufacturers make and model of generator they plan to use to meet this requirement. Consider various factors again, generator size, fuel tank capacity, and full load that will cover gallons per hour during operation.

10. Can you provide any historical data on JBSA winter freeze information? How long does it freeze, how has this affected the HVAC/generators in the past? In the pass year there were only 4 days below freezing and lasted 12 hours each day.

Government Answer: There was no effect on HVAC units or Generators incumbent contractor was on site monitoring equipment ensuring temperature was maintained as per PWS.

11. During the site survey we saw 12 HVAC units with 12 generators total. The PWS asks for only 6 generators. Are you sure 6 generators is enough?

Government Answer: PWS and solicitation have been changed to reflect 12 generators.

12. Are the kennels 40 x 150 or 50 x 150? The PWS currently states 40 width, but at the site visit it was stated verbally they are approx. 50 feet in width.

Government Answer: Approximately 40-foot width X 150-foot length.

13. Will you provide the incumbent contractors information?

Government Answer: The incumbent is MH Contracting

14. For 2 of the kennels, the drainage pipes go directly into the grass, causing puddles to form. Is it acceptable to reroute the draining piping to drain directly into the street/pavement?

15. May we have generator spill containment buckets to prevent fuel/oil from spilling onto the soil?

16. Does the water drainage piping have to meet any length criteria?

Government Answer: No

17. What is the required drainage method? The front 4 kennels seem to route to drains while the back 2 kennels drain in the grass.

Government Answer: The front 4 kennels shall drain into the exiting storm drain. The other 2 kennels can drain to the grass area.

18. How many individual dog housing units per kennel? How many dogs inhabit each kennel, if not all houses are utilized?

Government Answer: 50 per kennel. Minimum of 35.

19. Are humidity gauges/humidity control required or only temperature?

Government Answer: Temperature gauges

20. Are the HVAC fans blowing 24/7 and is the contractor responsible for the retractable side shading panels? How often will those panels be open since this affects the temperature?

Government Answer: Yes 24/7. For the retractable panels the contractor shall only be responsible for emergency temporary covers in effort to help maintain temperatures. Panels will be open during kennel wash down and during sanitary clean up, full condonation will be required with kennel master a must for HVAC shut down and startup.

21. Will all insulation (to include paneling/wall) be removed by the incumbent?

22. Will the vents be closed in the winter?

23. Will the awardee be authorized to install all necessary equipment outside of normal duty hours to get everything set up and ready for August 5th?

24. There is a large fuel tank near the top of the hill, beside a kennel. Is that part of this requirement? Will/can the contractors use that fuel tank?

Government Answer: NO
