About this file
This is an Amendment to a Combined Synopsis/Solicitation containing contractor questions and government responses for solicitation FA301626Q7037, issued on 24 June 2026.
The solicitation establishes a new Blanket Purchase Agreement (BPA) for Emergency Care Textbook Packages to support the Medical Education Training Campus (METC). This is a 100% Small Business Set-Aside requirement. The government has clarified that this is not a recompete and there is no incumbent contractor. Offerors must provide current, verifiable authorization documentation from Pearson Education (either a "Letter of Supply" or "Authorized Reseller Certificate") demonstrating they have an active account number and are legally authorized to distribute the required textbooks and digital materials. The prime contractor submitting the quotation must independently qualify as a small business under the applicable NAICS code; while authorized distributors or channel partners may be utilized to source materials, the prime must provide its own authorized status documentation. The government has verified that the required textbook packages are commercially available. Specifically, Line Item 1 (ISBN: 9780135597330) containing the Emergency Care Textbook, Workbook, and Review Plus App (15th Edition) is actively in print with Pearson currently assembling bundles. Line Item 3 (ISBN: 9780135588147) containing the Emergency Care Textbook, MyLab BRADY, and EMT Review Plus App (15th Edition) was successfully procured and delivered in a prior May 2026 order. Offerors must quote the required editions and coordinate directly with the publisher as needed to secure fulfillment. Quoters must acknowledge receipt of this amendment prior to the quotation deadline through one of three specified methods, or face rejection of their quote.
