About this file

This is a Description of Agreement document for a Blanket Purchase Agreement (BPA) establishing terms and conditions for the supply of Emergency Care Textbook Packages to the Department of the Air Force Air Education and Training Command.

The BPA establishes a framework agreement whereby selected vendors will provide emergency care educational materials and textbook packages to support Air Force training and educational operations. The agreement operates as a BPA vehicle, allowing for simplified ordering and delivery of textbooks under pre-negotiated terms. Vendors selected under this BPA will be required to maintain pricing as specified in the accompanying price list attachment and comply with all applicable federal acquisition regulations, provisions, and clauses as outlined in the related solicitation documents. The BPA structure enables the Air Force to place orders for textbook packages on an as-needed basis while ensuring cost efficiency and standardized delivery terms. Prospective vendors must submit complete responses addressing all requirements outlined in the RFQ FA301626Q7037, including pricing schedules, compliance certifications, and any required federal contracting forms and addenda to be considered for award under this combined synopsis solicitation.

Blanket Purchase Agreement (BPA) Medical Education & Training Campus (METC) Textbooks Joint Base San Antonio (JBSA), Fort Sam Houston, TX 78234 Combined Synopsis/Solicitation FA301626Q7037 Attachment 1

1. Description of Agreement: Firm-fixed priced (pre-priced) Blanket Purchase Agreement (BPA) to provide METC Medical Textbooks to Joint Base San Antonio (JBSA) Fort Sam Houston, TX. The supplier will furnish firm price lists as required by the Contracting Officer. Such unit price list(s) will become part of this agreement for the specific ordering period stated in the price list.

2. Extent of Obligation: The Government is obligated only to the extent of the authorized Calls actually placed against this BPA. Either the Government or the vendor may dissolve this BPA at any time, as long as they provide 30-days written notice prior to dissolving it.

3. Current Price List: The Contractor's established unit prices shall serve as the maximum ceiling prices for the five (5) year life of the Agreement. In accordance with RFO procedures, the Contracting Officer will conduct an annual review of this BPA to ensure ceiling pricing remains competitive and represents fair market value. Because the Government intends to compete individual Calls among all BPA holders, the Contractor is explicitly authorized and strongly encouraged to offer dynamic, firm-fixed pricing discounts below their established ceiling prices in response to individual Call requests.

4. Product Substitution and Edition Refresh: The Government recognizes that medical textbook editions are frequently updated. In the event a textbook is superseded by a newer edition or a new ISBN during the five 5-year ordering period, the Contractor shall promptly notify the Contracting Officer. The Government and/or Contractor may propose a new edition for addition to the BPA master price list. The proposed ceiling price for the new edition must maintain the same or better discount ratio relative to commercial market pricing as the original awarded item. The Government reserves the right to evaluate the new edition for technical acceptability and price reasonableness. If accepted, the Contracting Officer will issue a bilateral modification to the master BPA to add the new ISBN, Edition, and established ceiling price to the respective columns of the master price list prior to issuing any subsequent Calls for the new item.

5. Pricing: The prices to the Government shall be as low as or lower than those charged to the supplier’s most favored customer on comparable quantities under similar items and conditions, in addition to any other discounts. All provided unit and total prices must be rounded to the nearest dollar and extended prices must be divisible by the number of units proposed.

6. BPA Master Limit: Five (5) years or $8,413,456.55, whichever is reached first. The Government estimates, but does not guarantee, that the volume of purchases through this agreement will be the master limit value over the five-year period.

7. Call Limitation: No individual Call under this agreement shall exceed $350,000.00.

8. Method of Placing Calls: This BPA will be centralized with the Contracting Officer placing Calls (Orders) against this agreement. Only contracting officers from the 502d Contracting Squadron, JBSA Randolph/Lackland, TX may place Calls. If a Call is not made by an individual listed on the authorized list, the Call will be at the sole responsibility of the contractor.
