About this file
This file is a Questions and Answers document for federal contract opportunity FA301626Q0210 issued by the Defense Health Agency (DHA) for the installation of surgical scrub sinks at JBSA Randolph, Texas.
The project involves demolition of six existing sink units and installation of six new Skytron surgical sink stations (5× SS2123-MK triple stations and 1× SS2122-MK double station) in Building 1394 at the Medical Education and Training Campus (METC). The work must begin prior to September 30, 2026, with a five-calendar-day completion requirement after contract award. The contractor is responsible for off-site disposal of all removed sink components and waste. The government will furnish and stage all new sink units, six sink carriers (Double Sink Carrier F1-010-49-M and Triple Sink Carrier F1-010-50-M), and existing soap dispensers to be reinstalled. The contractor must provide specifications for all contractor-furnished accessories, plumbing connections, valves, fittings, and mounting hardware. Work is classified under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a small business size standard of 15 employees. Davis-Bacon Act labor standards apply. Duty hours are 0800-1700 Monday through Friday, with after-hours and weekend work not required but potentially beneficial to students. The contractor must guarantee all materials and workmanship for one year, with warranty for materials applying only to contractor-supplied items and workmanship warranty covering installation. Place of performance is Building 1394.

Scrub Sink Installation
QUESTIONS & ANSWERS
METC Surgical Technician Army Scrub Sink Installation
Question 1: The requested delivery date is in September. Can you please confirm if that's correct?
Government Response: The project timeline will be coordinated through the DHA customer and awardee; however, the project MUST begin prior to 30 September 2026.
Question 2: Is the demolition a set in stone requirement or could that be removed?
Government Response: Yes, demolition is a requirement. The SOW includes a specific section titled "SURGICAL SINK DEMOLITION" which details the requirements for removing the six existing sinks.
Question 3: Disposal of removed sinks: The CLIN 0001 description states "Haul off to be completed by facility," while PWS Removal paragraph 6 requires the contractor to "properly dispose of all removed components off-site." Which governs — is disposal of the six removed sink units, the contractor's responsibility or the facilities?
Government Response: Explicitly states under both the "SURGICAL SINK DEMOLITION" and "CONTRACTOR GENERATED REFUSE" sections that the contractor is responsible for properly disposing of all removed components and waste off-site.
Question 4: Government-furnished sinks: Will the new Skytron units (5× SS2123-MK, 1× SS2122-MK) be staged at or delivered to Building 1394 by the Government prior to the start of work, or is the contractor responsible for transporting them from another location on the installation? If the latter, from where?
Government Response: Yes, sinks will be staged at Bldg 1394 by the government prior to the start of work.
Question 5: Sink carriers: The PWS requires installation of six (6) sink carriers. Are the carriers furnished with the Government's sinks, or contractor-furnished? If contractor-furnished, is there a specified model?
Government Response: Yes, carriers will be furnished by the government and placed at the location prior to the start of work.
Question 6: Performance window: Given the 5-calendar-day completion requirement after award, will base access badging and utility-shutdown coordination be available immediately upon award, and may after-hours/weekend work windows be pre-coordinated with the Surgical Tech Program Coordinator at the post-award kickoff?
Government Response: See question 1 response - base access will be granted and utility will be available. After hours maybe coordinated with the Surgical Tech Program Coordinator only after award and scheduling.
Question 7: Please provide the Skytron installation and dimensioned rough-in drawings for models SS2123-MK and SS2122-MK, including mounting, carrier, supply, waste, and required-clearance dimensions
Government Response: Please see Attachment 4 - Skytron Sink Information
Question 8: Please confirm that Skytron sales order 63463 is the controlling order and provides its ordered option configuration. Please also confirm that any option referenced in the Performance Work Statement but not furnished on those units, including sensor or foot operation, soap dispensing, eye wash, timer, chair carrier, and overhead shelf, is not required.
Government Response: Sensor or foot operation is not needed if the units are knee operated. The requirement is hands-free operation in one way or another. Soap dispensers currently in use can be taken off and re-installed with the new units. Eye wash is not required. Timer is not required if the unit has hands-free operation. Overhead shelf is on the top of the wall that the units are attached to. Chair carrier requirement is out of my scope.
Question 9: The furnished MK units are knee-operated and require no power, while the Performance Work Statement requires hands-free, foot pedal, or sensor-operated faucets and directs the contractor to connect power for sensor-operated faucets. Please confirm which requirement governs and whether any electrical connection to the new sinks is required.
Government Response: Knee-operated is hands-free and is acceptable. If the new units don’t have sensors or other electrical components, then power would not be needed.
Question 10: The Performance Work Statement directs the contractor to dispose of all removed components off-site, while page 4 of SF 1449 states "Haul off to be completed by facility."
Please confirm which party removes and disposes of the six existing sink units.
Government Response: Disposal of all removed products will be the responsibility of the contractor to remove them from the facility.
Question 11: Please confirm the six sink units are Government-furnished and that the contractor does not purchase them. Please also confirm which party is responsible for offload, storage, condition and damage after approximately nine months in crates, and movement of the units to the work area.
Government Response: The six sinks were purchased by the government and is the government’s responsibility for the offload, storage and condition of the sinks. All sinks will be inspected but the government and contractor prior to installation.
Question 12: Please confirm the required quantity and models as a written unit list rather than a pallet count. The shipping documentation indicates five pallets, while the Performance Work Statement identifies five SS2123-MK triple stations and one SS2122-MK double station.
Government Response: Quantity consists of (5) SS2123-MK Triple Station sinks and (1) SS2122-MK Double Station sink.
Question 13: The Performance Work Statement requires installation of six sink carriers. The Skytron specification lists the in-wall chair carrier as an option. Please confirm whether the carriers are Government-furnished or contractor-furnished, and whether the existing in-wall steel channels are to be reused or removed.
Government Response: The carriers will be government furnished and the contractor will remove existing wall-teel carriers and replace them with new steel carriers.
Question 14: The existing sink units are set with their underside approximately sixteen inches above finished floor beneath a continuous solid-surface deck, and the replacement units are freestanding cabinets of different overall height. Please confirm the required finished mounting height and rim elevation for the new units.
Government Response: Unable to confirm the exact height requirement but should be mounted to be comfortable for the average person without excessive strain.
Question 15: The existing installation includes a continuous solid-surface deck above the sinks carrying a soap dispensing system with pumps, supply bottles, tubing, and a water treatment feeder. The furnished units include no soap system. Please confirm whether that deck and soap system are within the contractor's scope to remove, modify, reinstall, or leave in place.
Government Response: The existing soap dispensers, pumps, and supply bottles can be removed and should be reinstalled after sink installation. Confirmation of the contractor’s scope is out of my scope, but the solid-surface deck needs to remain usable whether is modified, reinstalled, or left in place.
Question 16: After demolition, please confirm the required disposition of all existing under-sink powered equipment, including the duplex receptacles and branch circuits, the 24-volt transformers, the Sloan Optima sensor faucet controls, the soap pump, and the water treatment feeder. Remove, blank and make safe, or retain for future use.
Government Response: Mark safe and retain for future use.
Question 17: Please confirm the disposition of the floor-mounted control pucks and their cords located in front of the existing sink run: remove, retain, or relocate, and whether they are part of the water control system.
Government Response: The floor-mounted control pucks are for the soap dispensers that should be retained and installed with the new sinks.
Question 18: Please define the required repair and finish for the wall behind the removed assemblies, the solid-surface deck, the toe space, and the carrier plane, including whether work is limited to penetration and disturbed areas or requires broader patching and refinishing.
Government Response: Wall repairs and finishes are required as needed for penetration, disturbed areas, and areas that are directly impacted from demolition or installation.
Question 19: The Performance Work Statement specifies "model # 304 and 316 stainless steels," while the Skytron specification lists 304 stainless steels. Please confirm the required alloy.
Government Response: Stainless Steel
Question 20: The Performance Work Statement requires completion within five calendar days after contract award, and the SF 1449 delivery schedule states on or before 30 September 2026.
Please confirm which controls and whether the five-day period begins at award or at notice to proceed.
Government Response: Reference Question 1
Question 21: Duty hours are stated as 7:30 AM to 4:30 PM on page 1 and 7:30 AM to 4:00 PM on page 4. Please confirm the governing hours and confirm whether after-hours or weekend work is expected to meet the zero-disruption requirement in the occupied training facility.
Government Response: Duty hours are 0800-1700 M-F. The course doesn’t have expectations of after-hours or weekend work, although it may be beneficial to the students but not required.
Question 22: The Performance Work Statement states the work is at Building 1394, while block 15 of SF 1449 and the site visit notice reference Building 4194 at 2220 Wheelright Street. Please confirm the place of performance.
Government Response: Place of performance will be Bldg. 1394. Bldg. 4194 was the place for the site visit to allow offerors to see the sinks beforehand, Question 23: Block 10 of SF 1449 states NAICS 238220, and page 4 states NAICS 334412.
Please confirm the controlling NAICS code and size standard. Please also confirm whether a Davis-Bacon or Service Contract Act wage determination applies, as none is attached.
Government Response: The controlling NAICS code for this solicitation is 238220 (Plumbing, Heating, and Air-Conditioning Contractors). Any reference to NAICS 334412 on page 4 is administrative error brought in through the system and should be disregarded.
Davis-Bacon Act (DBA) labor standards apply and will be added to the solicitation via the amendment.
Question 24: Page 16 of SF 1449 states that failure to provide product specifications may result in not being considered for award. Since the sink units are Government-furnished, please confirm what product specification documentation the quote must include.
Government Response: Because the physical sink units are Government-Furnished Equipment (GFE), offerors are not required to submit manufacture or material product specifications for the sink basins themselves. Offerors should instead submit specifications or technical data for any contractor-furnished accessories, plumbing connections, valves, fittings, or mounting hardware necessary to perform the installation.
Question 25: Please confirm whether a written infection control risk assessment plan is a required pre-work submittal, and where the referenced CE Contract Specifications may be obtained.
Government Response: Written infection control risk assessment plan may be submitted to the Government prior to beginning of work. Point of contact for DHA METC Logistics and Facilities Division Lead, Healthcare Technology Management will be provided at time of award.
Question 26: The Performance Work Statement directs the contractor to isolate and shut off hot and cold water and to coordinate utility shutdowns with the Building Manager. Please confirm whether the existing shutoff valves serving each station are functional and permit isolation of individual sinks, or whether a building or zone water outage is required and confirm the approved outage window for an occupied training facility.
Government Response: Utility shutdown, location, operation, shutoff valves, and required water outage are out of my scope. If water outage is needed, the course will need to be notified to ensure alternatives are available during the required time. Government will need to coordinate with facility manager.
Question 27: The Performance Work Statement requires the contractor to guarantee all materials and workmanship for one year and to correct defects within twenty-four hours at contractor expense. Since the sink units are Government-furnished and have been in storage since November 2024, please confirm that the contractor's warranty covers installation workmanship only, and that manufacturer defects in the Government-furnished units remain with the Government or the manufacturer.
Government Response: Since the sinks are government-furnished, it is reasonable to assume the warranty for "materials" applies only to contractor-supplied materials (e.g., piping, sealant) and that the warranty for "workmanship" applies to the installation.
Question 28: Disposal of the six removed sink units — the CLIN 0001 description states haul-off is to be completed by the facility, while PWS Removal paragraph 6 requires the contractor to dispose of all removed components off-site. Which governs?
Government Response: Contractor will dispose of sinks off-site
Question 29: Staging of the government-furnished Skytron units — will they be delivered to Building 1394 prior to the start of work, or is the contractor responsible for transporting them from Building 4194 Bay-E?
Government Response: The government will be responsible for moving sinks to building 1394 prior to starting date.
Question 30: Sink carriers — the PWS requires six carriers. Are they furnished with the government's sinks or contractor-furnished, and if contractor-furnished, is a model specified?
Government Response: The government will furnish and delivery sink carriers to Bldg. 1394 prior to the start of work. Double Sink Carrier (F1-010-49-M) and Triple Sink Carrier (F1-010- 50-M).
Question 31: Post-award badging and utility shutdown coordination, and whether after-hours windows may be pre-coordinated with the Surgical Tech Program Coordinator at kickoff.
Government Response: Yes, but I can submit the post award badging if required. Utility shutdown and after-hours windows should be coordinated with the Surgical Tech Program Coordinator.
