About this file

This is a Questions and Answers document for federal contract opportunity FA301626Q0172, a commercial internet services solicitation issued by 502 CONS/PKDB at JBSA Randolph, Texas. The document clarifies requirements for a 1 Gbps Dedicated Internet Access (DIA) service to be delivered to Building 1374 and extended to Building 1375 at Joint Base San Antonio - Fort Sam Houston, Texas, with a period of performance from 30 September 2026 through 29 September 2031.

The service deliverable is a single shared 1 Gbps symmetrical, uncontended, dedicated commercial internet access circuit with round trip times of 45 to 50 milliseconds, operating 24/7/365. The circuit will terminate to a Palo Alto Firewall via Ethernet handoff from existing fiber infrastructure with single-mode LC-terminated connectors. The demarcation point is established at LRC 3, Building 1374, 3374 Corporal Johnson Road, JBSA - Fort Sam Houston. Two fiber strands are available at both locations, already installed with no construction required. The contractor must provide only fiber handoffs at both locations, with any needed fiber-to-Ethernet conversion equipment supplied by the ISP or contractor. The incumbent contractor is Netlink Data Solutions LLC. Quoters must submit pricing for all ten line items (two line items per contract year across five years) with completed SF 1449 blocks 12, 17, 23, 24, and 30; DFARS 252.204-7016 representation; and supplies or services pricing page. All one-time installation and activation charges must be amortized into monthly firm fixed prices with no separate nonrecurring line items. Acceptable documentation to demonstrate serviceability includes carrier/provider serviceability reports, site survey/engineering reviews, and physical network maps. A pre-quote site survey with METC point of contact is preferred. The quote due date was extended by two weeks from the Questions and Answers release date.
