About this file

This is a Questions and Answers document that clarifies specifications and requirements for an Air Compressor System and Lean-to-Shelter acquisition (RFQ FA301626Q0144) at JBSA-Randolph. The government confirmed that the NEMA 4 rating applies only to electrical control cabinets, while compressor and dryer motors must meet TEFC (IP55) standards with corrosion-resistant construction and weather-deflecting louvers. The 30 HP rotary screw compressor with 123 CFM capacity is the minimum specification, but higher CFM systems and larger receiver tanks (exceeding 660 gallons at 200 PSI) are acceptable provided they fit within the awning height and do not interfere with existing equipment. The refrigerated air dryer must utilize R513A or functionally equivalent modern low-GWP refrigerants classified as ASHRAE Safety Class A1; legacy refrigerants such as R134a are unacceptable. The Ingersoll Rand Polysep PSG-30 oil/water separator (390 SCFM minimum) sets the performance baseline, with equivalent systems up to 500 SCFM using identical Zeolite filtration technology and identical footprint dimensions (10 x 10 x 15) strongly encouraged.

All major components—compressor, receiver tank, dryer, separator, and controls—must be supplied by a single manufacturer as an integrated package to ensure seamless system integration and unified warranty support. The one-business-day in-person warranty response requirement may be satisfied through authorized local service providers and manufacturer-certified technicians, provided comprehensive repair histories are maintained in both digital and physical formats on-site. The electrical service available is 460V/3-phase/60 Hz from a 100-amp sub-panel with 20 amps currently in use. Contractor-supplied "brand name or equal" products will be evaluated objectively against all functional, performance, and environmental specifications outlined in the Statement of Work. The facility's peak compressed air demand across four simultaneous stations totals 131 CFM, with standard diversity factors resulting in actual continuous demand of 113 to 119 CFM, making the 123 CFM rotary screw unit mathematically optimal for this application.

Sheet1 Air Compressor System Question/Comment Matrix

OfferorsGovernment Only
Question #Comment/QuestionAnswer
1Does the NEMA 4 rating requirement apply only to the electrical control cabinet, or is it intended to extend to the electrical enclosures internal to the compressor and dryer units as well?Nema R rating is meant for the compressor and Dryers control cabinets only, Compressor motor to also meet or exceed TEFC (IP55), NEMA Premium / IE3 efficient. The Dryers motor should meet TEFC / IP55
2Given the outdoor under-shelter placement, does the Government have a minimum enclosure or weatherproofing rating it requires for the compressor and dryer units themselves, beyond the NEMA 4 control cabinet? The primary compressor drive motor and dryer motors must be rated TEFC (Totally Enclosed Fan Cooled) with a minimum ingress protection rating of IP55, corrosion-resistant, and equipped with weather-deflecting louvers on all cabinet openings and ventilation grates (whether on access doors or fixed panels).
3The SOW specifies a 30 HP rotary screw compressor with a two-stage filtration system rated at 123 CFM. Is the Government requiring a minimum airflow capacity, or will systems exceeding 123 CFM be considered acceptable?Yes, higher cfms are acceptable.
4The SOW references a vertical receiver tank of at least 660 gallons and 200 PSI. Will larger-capacity receiver tanks be considered acceptable provided all other requirements are met?Larger tanks are acceptible if they do not exceed the height of the awning and can safely fit on the provided pad and not encroach on the transformer or access panels on the concrete pad.
5For the refrigerated air dryer requirement, is the use of R513A refrigerant mandatory, or will equivalent environmentally compliant refrigerants be acceptable if performance specifications are met or exceeded? The air dryer must utilize a modern, low-Global Warming Potential (GWP) refrigerant, specifically R513A (Opteon™ XP10) or a functionally equivalent, modern drop-in blend. To ensure long-term serviceability and compliance with the EPA AIM Act phase-down schedule, legacy refrigerants such as R134a are strictly unacceptable. All proposed refrigerants must be classified by ASHRAE Standard 34 as Safety Class A1 (non-toxic, non-flammable)."
6Regarding the oil/water separator, is the Government seeking the stated minimum performance characteristics, or are equivalent systems with greater processing capacity acceptable? The Ingersoll Rand Polysep PSG-30 (390 SCFM capacity) is the minimum performance standard. Equivalent oil/water separator systems with a greater processing capacity (e.g., up to 500 SCFM) are fully acceptable and highly encouraged, provided they utilize identical Zeolite/adsorption media filtration technology, require no external electrical power, and do not exceed the physical footprint dimensions of (10 x 10 x 15)to fit within the designated outdoor awning area."
7The SOW references a NEMA 4 rated electrical cabinet. Does this requirement apply specifically to the compressor control enclosure, or to the complete system electrical assembly? The NEMA 4 (or NEMA 4X) requirement applies to all electrical control panels, user interfaces, starter enclosures, and main electrical junction boxes across the complete system assembly (including both the compressor and the refrigerated air dryer units).

Any rotating electric motors (such as the primary compressor drive motor and the dryer condenser fan motors) are not governed by NEMA enclosure standards and must instead be rated as Totally Enclosed Fan Cooled (TEFC) with a minimum ingress protection rating of IP55.

8 For the Power Outage Restart and Programmable Eco Mode requirements, will manufacturer-provided equivalent functionality be considered acceptable if the feature names differ from those stated in the SOW? Yes, equivalent manufacturer-provided functionality is fully acceptable under different feature names.

To qualify, the controller must be capable of automatically and safely restarting after a power failure (with programmable time delays), and automatically shutting down the motor during periods of zero air demand to conserve energy.

9Is the Government expecting all major components (compressor, receiver tank, dryer, separator, and controls) to be supplied by a single manufacturer, or will integrated systems consisting of components from multiple manufacturers be acceptable? No, To ensure seamless system integration, compatibility, and a single point of warranty support, the Government requires all major components (compressor, receiver tank, dryer, separator, and controls) to be supplied by a single manufacturer as a unified package.
10Can the Government provide any available information regarding existing electrical service capacity, breaker size, and available amperage at the installation location to assist with equipment selection prior to the site visit?Yes, they are welcome to look and take pictures of the electrical breakers and equipment.
11For the one-business-day in-person warranty response requirement, may the contractor utilize authorized local service providers and manufacturer-certified technicians to satisfy this requirement?Yes. Authorized local service providers and certified technicians may be used to meet the one-business-day response time. However, to ensure continuity of service, the contractor must maintain a comprehensive repair history for the equipment. This must include both a centralized digital service log and a physical paper logbook to be kept securely on-site (either within the compressor enclosure or given to the site supervisor) to ensure any dispatched technician has immediate access to the full repair history.
12Is the Government able to provide any estimated compressed air demand profile, duty cycle, or anticipated simultaneous equipment usage within Building 245 to assist offerors in validating system sizing? At peak operational window when all four stations are operated simultaneously, a combined demand of 131 CFM is created—the primary blast cabinet (101 CFM @ 80 PSI), secondary cabinet (12 CFM @ 65 PSI), paint station (12 CFM), and powder coater (6 CFM). Under standard shop diversity factors, actual continuous demand is 113 to 119 CFM, making this 123 CFM compressor the mathematically optimal size when paired with the added 660-gallon air tank rated at 200 PSI. A rotary screw unit is strictly required over a piston compressor, as it provides a 100% continuous duty cycle to support this peak multi-user load without overheating or dropping pressure.
13Please confirm that "brand name or equal" products will be evaluated based on meeting or exceeding the functional and performance requirements identified in the SOW.Confirmed. Any proposed 'brand name or equal' products will be evaluated objectively based on their ability to meet or exceed the exact functional, performance, and environmental specifications outlined in the Statement of Work
14Could the Government please confirm whether the available power supply at Building 245 is:• 208V • 3-phase • 60 Hz. If the available electrical service differs from the above, please advise what voltage, phase, and frequency are available for the contractor to tie into.Currently the 208 panel is maxed out with no available space for a 100-amp circuit but we have a 480 3 phase 100 amp sub panel with a single 20-amp circuit being used. For this reason, we need to run 460/3/60 in bldg. 245.
15Can the government confirm the lean to shelter's roof slope/pitch.The roof should have enough pitch for San Antonio tx climate to maintain structural integrity, reduce debris buildup, and provide effective drainage away from the building. Minimum 2:12
