About this file
This Statement of Work (SOW) describes a contract for investigating and remediating a hydraulic fluid leak on an elevator at Building 663, Randolph Air Force Base, Texas (10257 E St, JBSA-Randolph San Antonio TX).
The contractor must furnish all supervision, labor, materials, tools, equipment, and quality assurance to investigate the hydraulic jack leak and determine whether a release exceeding Texas Risk Reduction Program (TRRP) rules exists. Key tasks include: field investigation with 40-hour HAZWOPER-certified technicians; coordination with building management for elevator shutdown; securing the elevator cab per manufacturer specifications; core drilling and soil sampling around the hydraulic jack cylinder at various depths using EPA-approved procedures; field screening for contamination; and laboratory analysis of soil samples to identify hydraulic fluid constituents. The contractor must deliver a comprehensive findings report within 20 days of inspection detailing field activities, boring logs, sampling location maps, laboratory results, leak location and cause determination, and a clear statement regarding TRRP compliance. If no release subject to TRRP rules exists, a report stating that condition will be submitted to TCEQ for potential issuance of a No Further Action (NFA) letter, concluding the project. If a release is confirmed, the contractor must prepare a detailed Remediation Action Plan (RAP) within 30 days of contract award identifying remedies such as soil excavation, soil treatment, or deed restrictions for submission to TCEQ, CONS, and CE. Physical remediation and cleanup are excluded from scope.
The contractor must furnish all tools, parts, materials, and supplies and maintain site safety compliance with OSHA and Air Force regulations. Work is estimated at 30 calendar days with normal hours Monday-Friday 7:00 a.m. to 5:00 p.m., and 10-day notice required for government coordination. The contractor is responsible for daily site cleanup, barricading, waste management, hazardous material reporting per AF Form 3952, monthly MSDS submissions, and obtaining base identification and vehicle passes for all personnel.

PROJECT SCOPE
The contractor shall furnish all supervision, labor, transportation materials, tools, incidentals, equipment, and quality assurance for the investigation of a hydraulic jack leak and associated parts. The objective is to determine the full scope of the leak and determine whether a release in excess of the TRRP rules exists at the site, If a release subject to the TRRP rules is found, then a Remediation Action Plan (RAP) will be prepared and submitted to TCEQ, CONS and CE for the affected area. If it is determined that a release subject to the TRRP rules does not exist, they will prepare a report stating that condition. The affected elevator is located at B663 JBSA-Randolph San Antonio TX.
SCOPE OF WORK
The contractor's mission-essential tasks are strictly defined as follows:
• Field Investigation: Contractor work shall include all materials, labor, and personnel, specifically trained technicians who have a 40 Hr HAZWOPER Certification and Training.
• Coordination: Contractor shall coordinate with the building manager to schedule elevator shutdown and deactivate fire/smoke sensors in the work area.
• Safety Securing: Contractor shall secure the elevator cab at the top floor in accordance with manufacturer recommendations and safety codes.
• Core Drilling: Execution of borings to collect soil samples around the elevator hydraulic jack cylinder.
• Field Screening: Contractor shall utilize appropriate field screening methods to identify areas of potential soil contamination.
• Soil Sampling: Perform soil sampling at various depths around the hydraulic jack cylinder. All samples will be collected in accordance with EPA-approved procedures.

c. Laboratory analytical results.
d. A clear determination of the location and cause of the leak.
e. If it is determined that a release subject to the TRRP rules does not exist, will prepare a report stating that condition. The government could then elect to submit that report to the Texas Commission on Environmental Quality (TCEQ) and request that a No Further Action (NFA) letter be provided after a TCEQ review of the STC report. Under that scenario, the project will be considered complete when the NFA Letter is issued
f. If a release subject to the TRRP rules is found, then a RAP will be prepared and submitted to the TCEQ. The RAP will call out the selected “remedy” for the site.
Selected remedies include actions such as soil excavation, soil treatment, or deed restrictions.
• Remediation Action Plan (RAP): Develop a detailed RAP if it is first determined that a release subject to the TRRP rules is present. RAP must be submitted within 30 days from contract award based on the findings of the report. The RAP will be submitted to relevant environmental regulatory agencies, CE, and CONS for approval via electronic
PDF.
Note: Physical remediation, cleanup of soil/groundwater, or implementation of the remediation strategy is NOT included in this scope.
