About this file
This document is a Questions and Answers (Q&A) amendment to a federal solicitation for Honeywell Vindicator Intrusion Detection System (IDS) installation and integration services. The solicitation number is FA301626Q0073, and this is Amendment 0002. The document provides government responses to ten contractor questions regarding system specifications, equipment procurement, installation timelines, and technical requirements for a secure facility protection system.
Key clarifications from the government responses include: delivery and installation will occur 90-120 days after contract award, with V3 and 1500 series Vindicator equipment acceptable as replacements for discontinued V5 units. All alarm devices must be individually identified as discrete points with tamper alert notification to the BDOC headend. Conduit installation must use ferrous EMT, ferrous pipe conduit, or ferrous rigid sheet metal with all joints permanently sealed and continuous bonding, with no set screws permitted. IDS/ACS and power supply enclosure locations will be field-coordinated post-award, as will the fiber optic type confirmation for the communication cabinet pathway to BDOC. Electronic strike release is acceptable for door locks, though the current door may require reinstallation. The VVS (CCTV) camera will be mounted in the building entry vestibule hallway, with standard 30-day video retention for BDOC feeds, though the customer has requested 90-day retention if possible. The unit will provide a desk for the DVR workstation. A site survey will be conducted after contract award to finalize remaining specifications and coordinate field-level details.

Question
During the survey, no specific location was identified for the IDS/ACS and power supply enclosures to be mounted. Please confirm if a specific location is preferred or if this will be field coordinated during the execution phase.
The communication cabinet was mounted near the ceiling and was not accessible during the survey. This was identified as the communications pathway to BDOC. Please confirm if there is a security switch in the cabinet or if raw fibers are available for use.
If raw fiber, please provide the type of fiber being used to ensure an accurate proposal.
Are maglocks the only acceptable electronic lock type to use, or is an electric strike acceptable to be integrated into the doors?
Please identify the ideal location for the VVS.
Please confirm the video retention time required for the single entrance CCTV Camera.
1. To set expectations on schedule, current lead times for Vindicator Site Commander / SAW 2 is 90-120 days. There is no replacement for this hardware in an ICD-705 compliant space. Therefore, the schedule we submit will align with Vindicator lead times.
The V5 is no longer a procurable item from Honeywell Vindicator Technologies (HVT). Please confirm that the V3 and 1500 are acceptable if technical capabilities and system intent are achieved.
Under the “SCOPE” section of the SOW, item XIII states, “Ensure each alarm device will have its own alarm point”. Please confirm if this was intended to ensure discreet tampers back to HVT headend equipment or if use of multistate resistor packs is acceptable.
Please confirm if the conduit shall be EMT or Rigid
