About this file
This is a Memorandum for Record justifying a brand-name acquisition for a Honeywell Vindicator Intrusion Detection System (IDS). The Joint Electromagnetic Warfare Center at Joint Base San Antonio-Lackland, Building 1003, requires purchase, delivery, and installation of an Access Control System (ACS), Intrusion Detection System (IDS), and Video Management Server with cameras (VMS) to secure multiple rooms within the 2,610 square-foot facility. The contractor will provide all equipment and tools necessary for installation. The requirement is being solicited as a 100% Small Business Set-Aside via Request for Quote (RFQ) through SAM.GOV. Market research identified 9 capable vendors, including the manufacturer and small business resellers authorized to provide Honeywell Vindicator products. The brand-name restriction is justified because the IDS must integrate with the existing Honeywell Vindicator network/alarm system operating within the 802d Security Forces Squadron Base Defense Operations Center (BDOC) at Building 1030, and only Honeywell or Honeywell-certified resellers are authorized to implement services due to proprietary rights. Any alternative system would result in non-communication between the two systems and substantial duplication of costs related to full system replacement and voiding of existing warranties.
The Contracting Officer certified that price reasonableness will be determined based on adequate price competition among the nine identified small business resellers, historical data, and the requiring activity's Independent Government Cost Estimate (IGCE). The acquisition is authorized under Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(a) and supplemented by R-DFARS 211.204. The installation requires Honeywell-certified technicians and will be protected by Balanced Magnetic Switch (BMS) and Passive Infrared Sensor (PIR) components. The IDS will annunciate at the BDOC when alarms are triggered, enabling prompt Security Forces response. To preclude future brand-name restrictions, the contracting team will continuously monitor the commercial marketplace for emerging technologies and conduct updated market research prior to subsequent acquisitions to determine if compatible, non-proprietary alternatives become available.

1. Description of action being approved: The Joint Electromagnetic Warfare Center at Bldg.
1003, 1301 Billy Mitchell Rd, JBSA-Lackland, San Antonio, Texas 78236, requires installation of an Access Control System (ACS) and Intrusion Detection Systems (IDS) inclusive of a Video Management Server with cameras (VMS). The Contractor shall provide all equipment and tools, necessary to provide & install a Honeywell Vindicator IDS and ACS to secure multiple rooms area at JBSA Lackland-Kelly Annex Bldg. 1003. B1003 is 2610 SF approximately (approx.); it is comprised of 2 Rooms, a high bay area, 2 restrooms, and mech room (see Attachment 1 - Appendix).
2. Statute and/or Regulation supporting determination: Pursuant to Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(a), which allows for restricting competition for acquisitions at or below the SAT, and as supplemented by R-DFARS 211.204, this document justifies the use of a brand-name specification. This justification is based on a review of the acquisition history, an assessment of government risk, and a deterrmination of the most logical and suitable solution that serves the best interest of the government.
a. Agency and Nature/Description of the action being approved: The Joint Electromagnetic Warfare Center (JEWC) requires, purchase, delivery, and installation of an Intrusion Detection System (IDS), in accordance with AFMAN31-101V1-O, and DAFI31-101requirement for intrusion detection capabilities. All IDS equipment will be installed within the confines of building 1003, located at 1301 Billy Mitchell Rd, Joint Base San Antonio (JBSA) – Lackland, TX 78236, and will annunciate at the Base Defense Operations Center (BDOC). The IDS will be protected by a Balanced Magnetic Switch (BMS) and Passive Infrared Sensor (PIR). The IDS shall be a Vindicator approved system component, in order to networked with the existing Vindicator network/alarm system operating within the 802d Security Forces Squadron (SFS) BDOC, located at building 1030 on JBSA-Lackland (See attachment 2 SFS Concurrence & 3 – CIPS Approval).
b. Description of supplies/services required to meet agency needs: The Honeywell Vindicator IDS is a command and control operator interface that serves as the central control unit for enterprise wide security needs. Its functions include receiving input from sensors and directly controlling advanced assessment solutions such as CCTV and thermal imaging systems. 802 SFS is requesting a brand name only acquisition of Honeywell Vindicator products to upgrade the currently installed Honeywell Vindicator IDS system. This system is compatible with SFS current BDOC system, failure to provide the same brand will constitute a non-communication between the two systems.
Due to proprietary rights, only a certified Honeywell Vindicator representative is authorized to implement services on Honeywell Vindicator items. This is a brand name requirement for Honeywell Vindicator products. Market research conducted and Contracting Officer knowledge/experience of working with this contractor ascertains that only a Honeywell Vindicator certified contractor is authorized to provide the necessary services for the Honeywell-Vindicator upgrade.
3. Rationale: Honeywell Vindicator System is in use by the base Security Forces Squadron;
the Honeywell Vindicator Duress Alarm system will will be tied into the SFS system provide notification to SFS and room location when activated, for prompt SFS response to identified threats in area of notification within this building. Requires Honeywell Certified Technician to install on base system.
The 802 SFS at JBSA-Lackland currently utilize a Honeywell Vindicator and integrates with the 802d SFS primary monitoring console (PMC). In order for installed IDS to operate and communicate with 502 SFS PMC, which notifies them of any alerts, the IDS must be Vindicator certified. Honeywell manufacture all Vindicator compatible software and hardware to communicate with the 802 SFS PMC at BDOC. Additionally, installation will require Honeywell or a Honeywell certified reseller (off their Value Added Reseller list) to properly install and configure its equipment to the appropriate 802 SFS PMC. An IDS that is not Vindicator or manufacture by Honeywell and installed by Honeywell or certified reseller will not be able to communicate or route alerts to 802 SFS when the alarm systems are triggered (Attachment 4 Non-Nuclear Configuration Management Database).
4. Efforts to Obtain Competition: To maximize competition for this brand-name requirement, the contracting team conducted market research that yielded 9 responses from capable vendors, including the manufacturer and several small business resellers. These results support a 100% Small Business Set-Aside, ensuring robust price competition among authorized providers. In accordance with RFO 12.102(a) and R-DFARS 211.204, utilizing the Honeywell Vindicator brand is essential to avoid a substantial duplication of costs related to full system replacement and to preserve existing warranties.
The 502 CONS will continue to monitor the market for future opportunities to enhance competition. or modified for compatibility on the Honeywell Vindicator System from other companies to meet the agency's needs (Refer to FE 143 – Folder MRR) for more details.
5. Determination of Fair and Reasonable Cost: The CO anticipates that the resulting price for Honeywell Vindicator products will be fair and reasonable. This determination will be based on adequate price competition among the 9 identified small business resellers that are considered technically acceptable, historical data, requiring activity IGCE. Utilizing this brand-name specification ensures the continued integrity of critical security and alarm systems at JBSA, preventing mission disruption. Price reasonableness will be determined in accordance with RFO 12.204(a), 15.404-1 and R-DFARS 212.204 (See attachment 5 IGCE – Bldg 1003
IDS.
6. Action taken to Preclude Future Brand Name Awards: To preclude the need for future brand-name restrictions, the 502 CONS and the requiring activity will continuously monitor the commercial marketplace for emerging security and alarm system technologies. Prior to subsequent acquisitions, the team will conduct updated market research to determine if other manufacturers have developed non-proprietary or open-architecture components that are fully interoperable with the existing infrasturre.
Until such compatible alternatives become savaialable wihtou causing a substantial duplication of costs or voiding exisitng warranties, the Government will continue to maximize competition by restricting requirements to the brand name but soliciting exclusiviely through 100% Small Business Set-Asides among authorized resellers.
7. Contracting Officer’s Cerification that the Justification is accurate and complete: As evidenced by my signature below, I certify that the justification is accurate and complete to the best of my knowledge and belief. In addition, with the information presented above and utilized the MRR, the CO has determined to solcit this requirement 100% Total small business set -aside with a brand name to Honeywell products. The combo solicitation shall be submitted via SAM.GOV with a RFQ.
