Combined Synopsis Solicitation
Tool Kits
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued.
This RFQ is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement.
The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.
1. Solicitation number FA301625Q6142 is issued as a request for quote (RFQ).
2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 and DFARS Change 01/17/2025.
3. This is being solicited as a 100% small business set aside under NAICS 332216 with a size standard of 750 employees.
4. Line item numbers and items, quantities and units of measure can be found in the attached Schedule of Supplies. The Schedule of Supplies must be completed as part of your quote submission.
5. Description of items to be acquired: The contractor shall provide all labor, material and resources required in accordance with the statement of need to procure, deliver and provide training for ten (10) Avionic Tool Kits, one (1) Oxygen Tool Kit, and multiple Spare Tools; specific brand name Snap-On.
6. Delivery will be FOB Destination at the following location:
11090 5th East, (Hangar 3 CTK), JBSA Randolph AFB 78150 Please include the delivery timeline in your quote.
7. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition with the following addenda:
ADDENDUM TO FAR 52.212-1 QUOTATION PREPARATION INSTRUCTIONS
(b) To assure timely and equitable evaluation of quotations, quoters must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement or acknowledge any potential amendments may result in an offer being ineligible for award. Submit quotes, to include all fill-in clauses to the office specified in this solicitation at or before the exact time specified in this solicitation.
(e) Multiple Offers. Not applicable.
(g) The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each quote should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government, IAW FAR 52.212-1(g).
Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Vendor responses to the INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all vendors responding to this solicitation.
(h) Multiple Awards. Not Applicable.
8. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services applies with the following addenda:
ADDENDUM TO FAR 52.212-2 EVALUATION PROCEDURES
Reference FAR 52.212-2, paragraph (a) is hereby tailored as follows:
(a) Best value determination will be based on a Lowest Price Technically Acceptable approach. The Government will award a single contract resulting from this RFQ to the responsible quoter who quotes the lowest overall price and whose services are technically acceptable. The following factors shall be used to evaluate quotes:
Evaluation criteria will consist of —Price and Technical.
(i) Price, offerors shall complete and submit the attached schedule of services, clearly indicating pricing for the contract line item number (CLIN) and the total amount.
(ii) Technical, The standard has been met when the Offeror’s quote demonstrates compliance with the attached statement of need. The quote must clearly include all requested equipment.
(iii) The government intends to start the evaluation process by ranking the quotes from lowest to highest overall price. The Government will rank all quotes by the initially quoted “Total”, from lowest to highest obtained from the Schedule. The three (3) lowest priced quotes submitted timely will be evaluated for technical acceptability. If less than three (3) quotes are received, the government will evaluate all quotes submitted. The government may evaluate additional quotes if required.
9. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services.
10. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and
Commercial Services applies to this acquisition with the following addenda:
ADDENDUM TO FAR 52.212-4 CONTRACT TERMS AND CONDITIONS—
COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(c) Changes. Changes to the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes in the paying office, appropriation data, etc., which may be changed unilaterally by the government.
11. The clause at 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders-Commercial Products and Commercial Services applies to this acquisition, and the full text is included in the Provisions and Clauses attachment.
12. Contract type shall be firm fixed price. Interested parties are advised to review this website frequently for potential updates or amendments (changes) to any documents.
13. The Defense Priorities and Allocations System (DPAS) rating program does not apply.
