About this file

This document is a Questions and Answers (Q&A) file for a federal solicitation to replace HVAC equipment at Joint Base San Antonio-Fort Sam Houston. The solicitation (FA301625Q0168) seeks a small business contractor to remove and install five heating cooling coils on an air handler unit, replace a Raypak Boiler (model H3-HD251), install a Taco Inline pump, and add a Carbon Monoxide detector at Building 268. Key details include a 100% small business set-aside under NAICS code 238220, with work to be completed within 30 business days after parts confirmation, and a final submission deadline of July 31, 2025, at 10:00 AM CDT.

The Q&A provides specific technical specifications, such as the boiler being a Raypak Hi Delta HD251 with 250 MBH input/210 MBH output using natural gas, located inside a mechanical room. A site visit was conducted on July 15, 2025, and contractors are advised to verify precise measurements for the five cooling coils, which are approximately 24x24 inches. The government will evaluate quotes based on technical acceptability and award to the lowest-priced technically acceptable offer. Work must be performed between 7:00 AM and 4:30 PM Monday through Friday, with the facility remaining occupied, requiring careful coordination to minimize operational disruption.
