JBSA Lackland, TX CATM Locks

QUESTIONS & ANSWERS:

Cut-off date for contractor questions is 10:00 AM CST, 21 February 2025.

Question 1:

For the panic bar trim, are you looking to replace the trim and keep the existing panic bar? Or replace the bar as well?

Government Response: All parts shall be replaced with new equipment.

Question 2:

On page 1, the solicitation states " 1.1.7. The contractor shall for room 202, remove two (2) Best cylindrical lock chassis and two (2) door lever assemblies; 1.1.8. The contractor shall for room 203, remove two (2) Best cylindrical lock chassis and two (2) door lever assemblies." Does this mean both rooms have 2 doors each?

Government Response: Room 202 and 203 both have two doors. Please see layout of facility.

Question 3:

On page 1 in sections 1.1.2 to 1.1.4 , the instructions state that rooms 102, 103A and 103 should have one lock removed from each door in building 950. However, in section 1.3 of page 3, the doors listed are 102,102A, and 103? Please clarify if room 103A and 102A refer to the same room or if they are distinct rooms, which would mean the relevant rooms are 102, 102A, 103, and 103A.

Government Response: The office numbers are 102, 103, and 103A. Please see attached layout of the facility. Room 103 is labeled as “Instructor Office”

Question 4:

On page 4, the solicitation states "Building 928 will require two lock system replacements, one on the exterior center door facing east and one on the exterior door facing north. Both doors shall have a keypad electronic lock installed that is compatible with a panic bar exit by updating the necessary exit trim kit for the panic bar system. Both doors and doorframes are constructed of metal. See Attachment 5 for Complex Layout." However, on page 5, there is mention of only the front entrance to building 928 for Cylindrical Chassis. Please clarify the relevant number of doors and the appropriate lock type to be installed.

Government Response: See attached layout of facility. Layout contains set up of each building along with an image of current doors and locks.

Question 5:

Our understanding of the SOW is all cores need to be on the same key, but because it is on the base, do you need it to be on a specific master key?

Government Response: All keys will be on the same master key specific to the complex. The master keys will be maintained by Range Operations in case access to any facility is needed and the code doesn’t work for whatever reason.

Question 6:

Can you confirm that the only required way to unlock the new locks would be via a PIN Pad or code.

Government Response: Doors shall be able to be opened by PIN code or by key.
