About this file

This is a Statement of Need for two Laser Etching Systems for the 433rd Maintenance Squadron, aligned with Air Force Instruction (AFI) 21-101. The document outlines requirements for fiber laser systems to mark and identify tools durably and precisely, addressing current challenges with traditional tool marking methods that lead to non-compliance, inefficient tool tracking, and higher operational costs. The procurement seeks two laser etching systems with specific technical requirements, including capabilities for marking various materials, operating with LightBurn software, and including safety features and fume extraction.

The Statement of Need specifies comprehensive vendor deliverables, including a fully operational fiber laser system, training materials, and support documentation. Training requirements include two days of on-site training for up to two trainees per unit, covering system setup, operation, maintenance, and safety protocols. Technical support includes a two-year warranty, remote and on-site support, software updates, and spare parts availability. The system will be considered accepted after successful installation, performance verification, and training completion, with any identified defects required to be addressed within 7 business days. This procurement is part of a Small Business Set-Aside solicitation (FA301625P0078) issued by the Department of the Air Force Air Education and Training Command, with quotes due by 13 June 2025.

Statement of Need Purchase Request: F2MT2M3228AWOl

Laser Etcher l . Purpose

The purpose of this proposal is to justify the acquisition of two Laser Etchers for the 433rd Maintenance Squadron’s Aircraft Generation Equipment and Aircraft Structural Maintenance tool room operations in accordance with Air Force Instruction (AFI) 21 -101, section 10. This directive mandates all tools in Air Force tool rooms to be legibly and durably marked for accountability, identification, and compliance with strict tool control standards. Investing in a laser etcher will resolve the challenges outlined by providing durable, precise, and compliant markings on all tools. This advanced equipment will meet the Air Force’s tool accountability standards and improve overall efficiency in tool management.

2. Current Challenge

Currently, tool marking is a labor-intensive process that lacks the durability and precision required for effective identification. Traditional methods, such as stamping or manual engraving, are prone to wear, fading, or illegibility over time. These issues result in:

I. Non-compliance with AFI 21-101 standards due to fading or damaged markings.

II. Inefficient lost tool identification, increasing the risk of foreign object damage (FOD) and operational delays.

III. Higher operational costs from frequent remarking and tool replacements.

3. Scope of Work

Vendor shall deliver, install, and support a fiber laser system that meets the specified technical and operational requirements outlined below:

ITEM ITEM QUANTITY UNIT OF MEASURE

Laser Etching System 2 EA

3.1 System Requirements:

3 . 1 . 1 . The fiber laser system should be capable of marking, cutting, and/or engraving various metals, polymers as well as other materials.

3 . 1 . 2. The system must include all necessary components for operation, including the laser head, source, rotary, controller, cooling system, power supply, software, and any safety equipment.

3.1. 3 . The system must have a user-friendly interface with sufficient safety features such as emergency stop and protective enclosures.

3.1.4. The system must operate off LightBurn software and have the capability to accept other file types as well as integrate with other design software as desired.

3.1.5 The system must be capable of etching numerous font types on various sizes of tools as required by AFI 21-101.

3.1.6. The system will have a 1 each fume extractor per laser etcher. This filtration system will remove dust and laser fumes when laser is in operation.

3.2. Training:

3 . 2. 1 . On-site training will be provided to a designated group of personnel at the installation location, ensuring that they are fully capable of operating and maintaining the system.

3 . 2. 2. Online video training will be provided to supplement the in-person training.

3 . 2. 3 . The training should cover, but not be limited to:

3.2.3.1. System setup and installation.

3 . 2. 3 . 2. Operation of the laser system, including software interface.

3 . 2. 3 . 3 . Maintenance procedures and troubleshooting.

3 . 2. 3 . 4. Safety protocols for the operation of the fiber laser system.

3 . 2. 4. Training duration will be 2 days, with a maximum of 2 trainees per unit purchased.

3 . 2. 5 . Technical Support:

3 . 2. 5 . 1 Ongoing technical will be provided to support the fiber laser system, including:

3. 2.5.1.1. A two-year warranty covering all parts and labor.
