Questions & Answers

Ft Sam Houston Laundry Services

1) Are the items government owned or will they be supplied by the contractor?

Answer: Yes, all items are government owned.

2) Should the contractor anticipate that the actual workload quantities will closely align with the stated figures, or is it more likely that the quantities will be a quarter or half of the estimated amounts?

Answer: Workload quantities are estimates based on known US military training requirements and are subject to change due to national command structure's total annual needs formulated by Congress.

3) On these quantities, are they per month, or per year? I was unable to determine the frequency?

Answer: The cited workloads are annual.

4) The Contractor shall manage and operate the Laundry Pickup and Delivery service points located at Building 2640, (Back Loading Dock), 2310 Harney Road, Fort Sam Houston, Texas.

Does this include my company providing labor to actually run the drop stations on site?

How many drop points are there?

Answer: Yes, The Pickup and Dropoff Point is to be operated/manned by the contractor and is the sole location for this requirement. The CIF (Central Issue Facility) is the only location.

5) The contractor shall post tickets from the laundry/dry cleaning daily turn-in

Can this be done electronically through email?

Answer: Yes.

6) The Contractor shall count/validate the actual quantities of soiled linen received from government support organizations. Would the base consider using RFID technology to track these items?

Answer: Yes. However, RFID is not a requirement IAW the PWS.

7) A monthly log of services shall be submitted to the Contracting Officer's Representative

(COR) by the third working day of next month and posted to the AF Form 904 or a local document to track this data. Can this be done electronically?

Answer: Yes.

8) This service is for a period of one full year, right?

Answer: The service is based on a base period of one year with four subsequent optional years to be determined by the government considering services and needs.

9) Is there an extension date for the solicitation, and if so, what is the new deadline?

Answer: The current due date for proposals remains unchanged at this time. No extension.

10) Will there be any addendums issued during the solicitation process, and if so, when can we expect them?

Answer: Addendums are based on operational or procedural needs and as of this date, there are none.

11} Are there alternative methods of contracting planned for similar work and services?

Answer: This solicitation is only for the current requirement for Joint Base San Antonio

- Ft. Sam Houston.

12} What is the timeframe within which the contractor must provide clarifications if necessary, during the solicitation process?

Answer: If INTERCHANGES (not clarifications as this is NOT being solicited under FAR

Part 15) to the proposals are necessary, a timeline will be provided at that time by the Government.

13) Are there any certifications that bidders need to submit, and if so, please specify?

Answer: Please reference the certifications section of the solicitation for applicable provisions.

14) Can you confirm that one hard copy original and one electronic copy should be submitted to tyler.adamich@us.af.mil, Tyler Adamich?

Answer: Volume I and Volume II should be submitted via electronically to DoD Safe noted in solicitation clause 52.212-1. Hard copy is not required.

15) Is there a standard Excel form or template provided for calculating bids or pricing and cost supplies or services and prices or costs?

Answer: There are no templates or standard forms provided. Please feel in unit prices and extension on "Supplies or Services and Prices or Costs" of the SF1449.

16) Where do we get the descriptions for the units and prices located on the supplies or services and prices or costs form?

Answer: Refer to "Supplies or Services and Prices or Costs" of the SF1449 and as well as the PWS for specific information on each CUN.

17) We would like to inquire about the current incumbent for the laundry services contract at Ft. Sam Houston. Understanding the incumbent's operations and service delivery will help us tailor our approach and proposal accordingly?

Answer: NoFuss Services LLC (Cage Code: 6L5U2).

18) Curious to know if the laundry services bid for Ft. Sam Houston is designated as a small business set-aside?

Answer: Small Disadvantage Business set aside 100%.

19) Do you have any idea what the daily or weekly volume of items will be?

Answer: The daily/weekly volumes vary.

20) How many items per lot would we be turning over in the 3 day time span?

Answer: Laundry loads vary please refer to the PWS and bid schedule.

21) Can you provide the value of the previous/current contract?

Answer: NoFuss Services LLC (Cage Code: 6L5U2)

22) What are the specific requirements for past performance?

Answer: No specific requirements.

23) Who is the current contractor for these services?

24) Under the previous contract's Limitations of Government Obligation paragraph

(252.232-7007 Limitation of Government's Obligation. 2014-04), what were the funds allocated and the schedule?

Answer: This information will be completed at the time of award.

25) Will there be allocated funds scheduled under paragraph 252.232-7007, (Limitation of

Government's Obligation) for the current proposed contract?

Answer: This information will be completed at the time of award.

26) Under the Overall Contract Inspection/Acceptance Locations section, the 802 FSS CC on

Lackland AFB is listed as an Inspection and Acceptance location; Can you reconfirm that the only Place of Performance is the CIF location?

Answer: Yes, the Central Issue Facility (CIF) is the operating location.

27) Under paragraph 1.3.7. (RECEIVE, STORE, TRANSPORT, AND ISSUE UNIT ITEMS). it states

"The contractor shall coordinate pickup and delivery schedules with the mission partners; 32d Army Medical Department Center and School (AM EDD), Brook Army

Medical Center (BAMC), 502 Force Support Group (FSG), Navy Medical Training Center

(NMTC), Air Force, HHD 470th and their subordinate units?

Answer: A pickup and drop-off schedule will be provided by the Laundry COR.

28) Can you reconfirm that the only Place of Performance/pickup and drop off is the CIF location?

Answer: Yes, the Central Issue Facility (CIF) is the operating location.

29) What was the annual workload (total pieces of laundered items) for the previous contract for these services?

Answer: Annual workloads varied based on operational tempo, training quotas and

COVID-19. Refer to "Supplies or Services and Prices or Costs" and PWS of the RFP.

30) How do you note items damage or needing replacement?

Answer: You may propose methodology.

31) What are graduation schedules for trainees?

Answer: Schedule varies.

32) What are class sizes for each unit? If varies, then recently or last class numbers would help.

Answer: Class sizes vary.
