Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is finalized, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.
6. Basis for Award. Award will be made on the basis of the lowest priced quote meeting or exceeding the acceptability standards for non-price factors. An order may be awarded to the contractor who is deemed responsible IAW FAR 9.1, as supplemented, whose quotation conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the solicitation instructions) and is judged, based on the evaluation factors, to represent the technically acceptable quote with the lowest complete and reasonable price.
The Government intends to make one (1) award based on the initial quote submissions without conducting interchanges. Therefore, each quote should contain the Quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.
Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the quote and may or may not be documented in real time. Interchanges, if necessary, will be conducted using Interchange Notices (IN). Quoter responses to INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all quoters as the Government is not required to conduct interchanges with any or all contractors responding to this solicitation.
7. Discussions/Interchanges. The Government intends to award a purchase order without discussions or interchanges with respective vendors/quoters. The Government however reserves the right to conduct discussions if deemed in the best interest. The Government may consider, throughout the evaluation, the “correction potential” of any quotes. The judgement of such “correctional potential” is within the sole discretion of the Government and may be held with all, some, or none of the Quoters. If any aspect of a Quoter’s quote does not meet the
Government requirements and is not considered correctable, the quote will be ineligible for award.
8. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor

Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
