About this file

This document is a Single Source Justification for the procurement of Lab-Volt Facet Cards and Repair Components in support of the Biomedical Equipment Technician course at the Medical Education Training Campus (METC), Joint Base San Antonio (JBSA) Fort Sam Houston, Texas. The Air Force intends to award a Firm-Fixed Price contract on a sole source basis to TS Enterprise Associates Inc. DBA Advanced Technologies Consultants, the sole authorized distributor of the required Lab-Volt products. The current Facet cards are experiencing high failure rates from student use, and the additional 20 cards and repair components will prevent training disruptions by allowing in-house maintenance and repairs within 1-3 days rather than 3 months. There are no other vendors that can provide products compatible with the existing 80 workstations used in the BMET training program. The Air Force will continue to monitor the market for potential new vendors in the future.

Section C: Justification for Soliciting from a Single Source or Brand Name

Currently, there are 400 Tri-Service/international trainees annually in the Biomedical Equipment Training Program. METC Course 101 instructs two (2) classes simultaneously with the potential of twenty students per class. Accordingly, there could be up to forty (40) students at one time in the METC BMET Course 101.

Each student uses the DC Fundamentals FACET card from Day 1 to Day 7 and the AC1 Fundamentals FACET card from Day 9 to Day 15 for the hands-on portion of training in Course 101. The current DC Fundamentals and AC1 Fundamentals FACET cards in Course 101 are incurring high failure rates (solder runs, switches, and various components on these cards becoming damaged) from over 5 years of student use.

The requested 10 DC and 10 AC1 Fundamental FACET cards will allow continued training (with no break in training service) while any damaged cards are being repaired. The requested components will also allow in-house maintenance personnel to get the FACET card back in use within 1 to 3 days. Without them, it will take upwards to 3 months or longer for repairs. This delay is because the boards would have to be sent to the METC BMET maintenance shop, packaged, shipped to the manufacturer (FESTO in New Jersey), repaired, and then shipped back to the METC BMET shop. These additional 20 FACET cards and repair components would prevent training deficiencies during Plan of Instruction (POI) training. There are no other vendors that makes the boards in such a way to communicate with the laptops and base trainer units that these boards plug into. To purchase anything else would require a complete overhaul of eighty (80) workstations that are utilized in Course 101 and Course 102 of the BMET training program.

Section D: Efforts to Obtain Competition

Due to the propriety nature of the Lab-Volt system, all required replacements or upgrades parts can only be procured through the Lab-Volt's distributor network and not from other sources. Festo Didactic, Inc. is the sole manufacturer/supplier for Lab-Volt series and Festo Didactic learning systems. In addition, all Festo Didactic associated products and services are only available through their authorized dealers and sales representative's network.

Accordingly, Festo Didactic, Inc has authorized TS Enterprise Associates (DBA Advanced Technologies Consultants) to be the sole-source reseller/provider of Lab-Volt Series and Festo Didactic learning systems in Texas. Address is as follows. TS Enterprise Associates, (DBA Advanced Technologies Consultants), 110 West Main Street, Northville, MI 48167. Company's UEI is: K74NANTW2QV6

Section E: Steps to Preclude Future Single Source or Brand Name Awards
