502d Contracting Squadron Combined Synopsis Solicitation
Request for Quote (RFQ) Number FA301623U0052 ARNORTH Caisson Platoon
Joint Base San Antonio (JBSA) – Fort Sam Houston Utility Trailer and Irrigation System
Revised RFQ – 2 March 2023
1. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with a combination of procedures including FAR Parts 12 and 13, under the authority of FAR Subpart 13.5 "Simplified Procedures for Certain Commercial Items", FAR Subpart 19.5 Small Business Total Set-Asides, Partial Set-Asides, and Reserves. This announcement constitutes the only solicitation; a written solicitation will not be issued.
2. The Combined Synopsis/Solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC), No 2023-01 Effective December 30, 2022, and compliant with any applicable DoD-unique statutes, regulations, directives, and other requirements.
3. This is a competitive acquisition for a Utility Trailer and Irrigation System for the Army North (ARNORTH) Caisson Section located on Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas.
This requirement is being solicited as a firm-fixed price, 100% Small Business Set-Aside. Only quotes submitted by Small Business concerns will be accepted by the Government. Any Quote that is submitted by a Contractor that is not a Small Business concern will not be considered for award.
4. The North American Industry Classification System (NAICS) for this requirement is 333112 – Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing with a Size Standard of 1,500 Employees.
5. It is the Quoter’s responsibility to ensure the quote and all the data is complete and in accordance with this RFQ. The Government assumes no responsibility for late or incomplete responses to the RFQ. Late responses will be processed in accordance with FAR 52.212-1(f).
6. SPECIAL NOTE: This acquisition is for a BRAND NAME OR EQUAL Utility Tractor and Irrigation System.
7. Contractor SHALL be registered in System for Award Management (SAM) database and have the NAICS Code 333112 – Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing in their profile. Please ensure registration is not expired.

8. Schedule. The Government intends to award a Firm-Fixed Price contract for the following "BRAND NAME or EQUAL" listed items. Contractor pricing shall be submitted on Attachment 2 for each item in this RFQ.
9. Quotes should contain the best available pricing, warranty considerations and delivery terms The Government is requesting additional price reductions and quotes should include the Quoter’s best pricing (inclusive of delivery charges and all discounts), as there may not be another opportunity to quote further discounts.
NOTE: For an “Equal” product quoted, the Contractor shall include the manufacturer’s product brand name, specification documentation, and country of origin so the Technical Evaluation Team can effectively evaluate for technical acceptability.

(3) turbine driven portable irrigation systems with automatic shutoff capable of irrigating at least 600’ long by 110’ wide on a single pass
10. Delivery. Vendor must provide notification of shipping, to include tracking numbers, to the inspector/acceptor before items are shipped.

11. Quote Preparation Instructions. To assure the timely and equitable evaluation of quotations, vendors must follow the instructions contained herein. Quotes shall be valid for a minimum of 90 days.
A. Quote Submittal:
i. Quote shall be submitted via email as follows:

iii. All items are for U.S. Government use and shall be marked accordingly IAW DFARS 252.211-7003
iv. Addenda to FAR 52.212-1(e), Multiple offers- has been deleted in its entirety. Vendors shall submit only one (1) quote, as they deem represents their best offer.

12. Basis for Award
A. Award will be made in accordance with the basic contract ordering procedures, mailto:jill.van_plew@us.af.mil mailto:gary.beck@us.af.mil mailto:jill.van_plew@us.af.mil mailto:gary.beck@us.af.mil the procedures specified in the solicitation and based on the lowest priced quote meeting or exceeding the acceptability standards for non-price factors; Lowest Price Technically Acceptable (LPTA). An order may be awarded to the Contractor who is deemed responsible IAW FAR 9.1, as supplemented, whose quotation conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the solicitation instructions) and is judged, based on the evaluation factors, to represent the technically acceptable quote with the lowest complete and reasonable price. The Government will evaluate the three (3) lowest priced quotes for Technical Acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the best interest of the Government. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total price.
B. The Government intends to make one (1) award based on the initial quote submissions without conducting interchanges. Therefore, each quote should contain the Quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Contractors that may address any aspect of the quote and may or may not be documented in real time.
Interchanges, if necessary, will be conducted using Interchange Notices (IN).
Quoter responses to INs will be considered in making the order selection decision.
Interchanges may be conducted with one, some or all quoters as the Government is not required to conduct interchanges with any or all Contractors responding to this solicitation.
C. Evaluation Factors. To be eligible for award, a quotation must meet all technical requirements, conform to all required terms and conditions, and provide all required information. Quotations shall be evaluated against the following factors:
i. Technical capability of the items quoted to meet the Government requirement
(Submit one copy). No additional “credit” can be given for exceeding established standards. No reconditioned or used parts are acceptable.
ii. All equipment purchased or acquired by this contract must be Trade Agreements Act (TAA) (19 U.S.C. & 2501-2581) compliant.
iii. The Government technical evaluation team shall evaluate the technical quotations on a pass/fail basis, based upon meeting the salient performance characteristics of the above items, assigning ratings of Acceptable or Unacceptable.
Rating Description Acceptable Quotation clearly meets the Brand Name or Equal salient characteristics requirements of the solicitation.
Unacceptable Quotation does not clearly meet the Brand Name or Equal salient characteristics requirements of the solicitation.
iv. Failure by vendors to provide product specifications meeting the Government’s
Brand Name Characteristics for the above items may result in not being considered for award by the Government. Only those quotations determined to be technically acceptable will be evaluated on price. If the quotation received is determined to be unacceptable, the vendor will be excluded from competition and will not be considered for award. Only those quotes determined to be technically acceptable, either initially or as a result of interchanges, will be considered for award. However, the quoter is reminded that the Government reserves the right to award this effort based on the initial quote, as received, without interchanges.
v. Price
1. Submit one copy
• Attachment 2 Bid Schedule (Pricing) shall be completed and returned
2. All unit and extended prices provided shall be rounded to the nearest dollar.
3. Extended prices must be divisible by the number of units proposed.
