Statement of Need Utility Tractor and Irrigation System for

Caisson Pastures

HHBN, USARNORTH

31 January 2023

1. SCOPE. This Statement of Need (SON) defines the requirement to purchase and deliver a utility tractor and associated attachments for the care of the 22 acres of equine pasture on Fort Sam Houston as well as the delivery of those items to the stables.

1.1. Background. ARNORTH is responsible for the care of a Military Working Equid herd of between ten and twenty horses, and for the maintenance of 22 acres of pasture to support that herd’s needs. Currently, the Caisson section of the Funeral Honors Platoon does not have the equipment necessary to maintain the pasture IAW the results of the Staff Assisted Visit by the Chief of Veterinary Medicine. The Platoon Sergeant of the Funeral Honors Platoon is ARNORTH’s subject matter expert and responsible individual for the care and sustainment of both the animals and the plants to include the forage grown in the pastures for the horses to eat. The need for this tractor is expected to continue for years as the funeral honors mission in Fort Sam Houston National Cemetery expands to compensate for space restrictions in Arlington National Cemetery.

1.2. Place of Performance. Building 2187 (Caisson Stables), Fort Sam Houston, Texas.

2. REQUIREMENTS. The contractor shall provide the following items:

Transmission

Irrigation System: Kifco T200L Water Reel Traveler 1.9” x 580’

Enclosed cab with a minimum 56hp engine with a hydraulic shuttle, hydrostatic transmission, telescopic lower link, rear remote valve, and a high lift front end loader with 2000 lbs.

Mower 10’ to 11’ cutting width mower with 1” to 5.5” cutting height, a single beam hitch, and equal angle driveline

Pallet forks 2000 lbs. capacity, 42” in length and adjustable width

Box scraper 6’ box blade with hydraulic retractable ripping shanks and a 21” moldboard

Pull-type disc harrow 6’ wide with 20” diameter discs with notched disc gang arrays

Arena grader 84” wide with 3-point hitch and a working depth of 4” with a mesh roller

Drag harrow 8’ wide and mounted on a drag bar Landscape rake 84” wide with gauge wheels and high carbon spring steel teeth Pull-type pasture aerator 8’ wide with heat treated heavy-duty tines with a twist

Broadcast spreader A three (3) point, rotary/spin type capable of spreading seed and granular fertilizer at rates ranging from 43-890 lbs. per acre

Irrigation wheel with sprinkler

Three turbine driven portable irrigation systems with automatic shutoff capable of irrigating at least 600’ long by 110’ wide on a single pass

3. DELIVERY. The contractor shall deliver the equipment, unload, and remove any shipping or packaging material to render the tractor and attachments ready for operation. The contractor shall secure any shipping or packaging material and remove them from the delivery site. Delivery will be made to the following address:

4. INSPECTION AND ACCEPTANCE. Inspection and Acceptance of supplies to be purchased shall be made in accordance with terms and conditions of the contract.

5. INVOICING. Contractor shall invoice upon completion of services using Wide Area Workflow.
