JBSA Lackland, TX Dorm Chairs Replacement
QUESTIONS & ANSWERS: Cut-off date for contractor questions is 10:00 AM CST, 24 Aug 23.
Question 1: Is there a dock, ramp or stairs to access the building address?
Government Response: There is not a dock in the squadrons receiving the chairs. The BMT warehouse has a dock. Refer to Attachment 2-SOW
Question 2: Is there a freight elevator?
Government Response: Buildings 5189, 9110, 9210, 9310, and do not have an elevator. Buildings 6588, 6586,6578 all have an elevator. Refer to Attachment 2-SOW
Question 3: Is this a union building?
Government Response: No
Question 4: Can the installation be done during regular business hours?
Government Response: Refer to Attachment 2-SOW paragraph 9.1
Question 5: Please confirm number of chairs to be disposed?
Government Response: Chairs will be a one for one swap. If you’re delivering 7,500 chairs the contract requires all old chairs to be removed and disposed of off Lackland AFB.
Question 6: Does this chair requirement need a chair ganging clip (which allows chairs to line up side by side) and/or is a glider necessary on the base of the chair?

Question 7: Are non-stackable chair acceptable?

Question 8: Could you confirm the delivery date for the chairs?
Government Response: Delivery will be 120 days after being awarded
Question 9: If all 7,500 chairs cannot be delivered by 10-31-2023, will government accept partial orders with subsequent deliveries upon availability from manufacturer?
Government Response: Refer to question 8. Government will not accept partial delivery.
Question 10: Will the old chairs need to be taken to a designated location on base (hauled away) or thrown away once the new chairs are set up? We have the ability to send in a crew to set up and remove chairs, we just need to know what the plan is for the old chairs.

Question 11: Would we get clearance for our crew to deliver and set up the chairs if we are awarded, this process takes a bit, would you like us to account for it in our delivery time frame on our bid?
Government Response: once the contract is awarded, you will reach out to the point of contact to arrange delivery and base pass/escort provided by the customer. Contractor employees must pass background inspection in order to gain access to Lackland AFB.
Question 12: Is Government requiring existing chairs be removed to DRMO or any other facility on base or will contractor dispose of product at our discretion?
Governmnt Response: Refer to answer to question 5 and 10
Question 13: Can contractor drop a dumpster onsite for use of disposing?
Government Response: Refer to paragraph 3.1 of Attachment 2-SOW
Question 14: How many days/time is allowed for project to remove and dispose?
Government Response: Completion of requirement must be completed in reference to question 8.
Question 15: How many chairs will be disposed?
Government Response: Refer to question 5
Question 16: Do you have a picture of the chair to be disposed?
Government Response: Yes, see attachment picture
Question 17: How many buildings will the existing chairs be removed from?
Government Response: Refer to paragraph 2.2 of Attachment 2-SOW
Question 18: How many floors in each building?? 1st floor, 2nd floor, 3rd floor?
Government Response: Refer to paragraph 3.1, 4.3 and 5.3 of Attachment 2-SOW
Question 19: What is the point of entry to the dorm buildings?
Government Response: Point of entry is on the ground floor either door to stairwell or elevator
Question 20: Are elevators, stairs the point of access for removal and install of chairs?
