STATEMENT OF WORK

FOR

Basic Military Training Dormitory Chair Delivery, Installation, and Disposal

27 Jul 2023

1.1. PROJECT LOCATION: The physical address for buildings on JBSA-Lackland

Texas 78236 listed below in the project description.

2.1. PROJECT DESCRIPTION: The contractor shall furnish all labor, supervision, materials, supplies, tools, equipment, and expertise necessary to perform the installation of all new chairs and removal of all chairs in each dormitory. The contractor shall work closely with the designated Point of Contact (POC) to remove and properly dispose of all trash, plastic and old chairs, being replaced in building 6588, 6586, 6578,9110 9210, 9310 and 5189. The contractor shall ensure a truck is available for removal of the old disposable chairs, plastic from the chairs and trash is on site before and during the delivery of the new chairs. The facilities will be occupied but the staff and trainees will stay out of the contractor’s way. Trainees are not to be used for installation or removal of the chairs. On base trash disposal or storage is not permitted. These services called for under this purchase request shall be performed in accordance with the terms, conditions, and specifications stated herein until such time as said services are completed to the satisfaction of the government. 2.2. Procure:

2.2.1. 1,248 Dormitory chairs for the Basic Military Training (BMT) 320th TRS, 1551

Luke Blvd. (Bldg. 6588),

2.2.2. 1,248 dormitory chairs for BMT 321st TRS 1550 Connally Street (Bldg. 6586),

2.2.3. 1,248 dormitory chairs for BMT 323rd TRS 1780 Connally Street (Bldg. 6578),

2.2.4. 1,000 dormitory chairs for BMT 326th TRS 1315 Truemper Street (Bldg. 9210),

2.2.5. 1,000 dormitory chairs for BMT 322nd TRS 1315 Truemper Street (Bldg. 9110)

2.2.6. 1,000 dormitory chairs for BMT 319th TRS 1315 Truemper St. (Bldg. 9310)

2.2.7. 756 dormitory chairs for the BMT Warehouse 2631 Gary Ave. (Bldg 5189) all at Joint Base San Antonio (JBSA), Lackland, Texas with delivery.

3.1. Building 6588, 6586, 6578, and 6596Basic Military Training (BMT) Squadrons

3.2. Requesting specified number of new chairs in the project description be delivered, remove plastic and installed into Dormitory Rooms. Remove all plastic, trash and old chairs.

3.3. These building have three stories with four stairwells and an elevator that provides access to the upper floors. Contractors are authorized to use the elevators and stairwells to assist with installation and removal of items stated in the contract. They have 24 dormitories with two bays in each building. Each bay has 26 beds within. This will be a one for one swap. The designated squadron facility manager will inform the delivery contractor the number of chairs that will be installed in each dormitory. Contractor shall make arrangements for proper disposal of old chairs, chairs plastic, and all trash daily. They are not to be disposed of anywhere on the military installation. Roll off dumpster are not to be placed or used on the installation. Old chairs, chair plastic, and all trash must be disposed of using off base disposal resources of the contractor’s choosing and transported using contractor provided trucks.

4.1. Building 9110, 9210 and 9310, Basic Military Training (BMT) Squadrons

4.2. Requesting specified number of new chairs in the project description be delivered, remove plastic and installed into Dormitory Rooms. Remove all plastic, trash and old chairs.

4.3. These buildings are two-story building which has 20 dormitories, 10 dorms on each side of the building and six stairwells, three on each side of the building.

There are no elevators in this squadron. The designated squadron facility manager will inform the delivery contractor the number of chairs that will be installed in each dormitory. Contractor shall make arrangements for proper disposal of old chairs, chairs plastic, and all trash daily. They are not to be disposed of anywhere on the military installation. Roll off dumpster are not to be placed or used on the installation. Old chairs, chairs plastic, and all trash must be disposed of using off base disposal resources of the contractor’s choosing and transported using contractor provided trucks.

5.1. Building 5189, BMT Warehouse

5.2. Requesting specified number of new chairs in the project description be delivered, plastic left on if applicable, and chairs placed on designated shelving or facility storage area.

5.3. The warehouse is a one story building that has a loading dock to assist with off loading trucks.

6.1. POINT OF CONTACT: The project may be completed with delivered and replacement within one week of start of delivery to ensure personnel living within the facility have a new chairs replacement in place as needed. All pertinent communications should be written or confirmed in writing. The building Facility Managers will act as points of contact throughout the process along with Mr. Terrell Thames. The facility managers will be identified to the contractor by Mr. Terrell Thames at terrell.thames.2@us.af.mil. (210) 671-2078.

7.1. PROJECT MANAGEMENT: The Contractor shall identify and provide a single point of contact (POC) to provide overall management and supervision during the term of this project. The single POC shall serve as liaison for the customer representatives to ensure the delivery of chairs. It is necessary to ensure chairs are successfully delivered and replaced in a timely manner to ensure personnel living within the facility have a new chairs replacement in place as needed. The contractor must do a one for one swap of the old chairs removed for new chairs delivered each day.

8.2. LOCATION OF DELIVERY AND INSTALLATION:

8.2. This project requires delivery and installation of 7,500 chairs to building locations identified in the project description paragraph.

8.3. All materials and accessories shall be installed in accordance with industry standards and manufacturer’s recommendations. The contractor will coordinate all delivery times with the Mr. Thames the main point of contact. Mr. Thames will mailto:terrell.thames.2@us.af.mil

Identify the specific facility managers for the squadron being delivered to on the specified day. This will prevent confusion from facility managers changing between the time of this statement of work and the delivery date.

9.1. HOURS OF OPERATION: The delivery and installation shall be performed during normal duty hours (7:30 A M. to 3:30 P. M., Monday thru Friday) except on the listed holidays below:

• Labor Day 4 Sep 2023

• Columbus Day 9 Oct 2023

• Veteran Day 11 Nov 2023

• Thanksgiving 23 Nov 2023

• Christmas 25 Dec 2023

10.1. BASE ACCESS: The contractor shall contact the following primary POCs:

Mr. Terrell Thames (210) 671-2078/2103, Mr. David Cross (210) 671-2078/2103 or Mr.

Chad Cowdery (210) 671-2078/2103, at least 72 hours prior to delivery to gain authorized access onto the military installation. The contractor must access the installation using the

Growdon Gate every time they need to enter the base.

11.1. ACCESSORIES AND INCIDENTALS: The Contractor shall be responsible for any damage to the building which occurs during delivery and installation. It is incumbent for the contractor to identify any existing damage to the building by means of a Pre-

Installation and Delivery Walk-Thru, and submissions of checklists to the designated agency representative on site.

12.1. QUALITY ASSURANCE: The government shall inspect all work performed by the contractor. The inspection shall be completed by either the facility manager of the building the installation is taking place in. If there are any damages, they will be reported to

802 CES. Mr. Terrell Thames will identify the point of contact for each install for the delivery team.

13.1. WORK SITE: The contractor shall clean up and dispose of waste materials or rubbish in accordance with this paragraph and all applicable federal, state & local regulations, standards, codes & laws. The contractor shall remove and dispose all old chairs being replaced daily. Do not dispose of or discard recyclables, packing materials, or trash in any Government recycling, trash containers, or dumpsters located on the installation.

14.1. PROTECTION OF NEW BUILDING AND PROPERTY: Contractors will provide and utilize the proper measures (protective runners, pads, etc.) to protect the building (stairs, stairwells, walls, floors, carpeted areas, etc.) from damage during the installation and removal. The protective materials shall not be bolted, glued or stapled to floors, carpeted areas, walls, ceilings, or doors but instead shall either be free standing or braced so as not to cause any damage. The contractor shall establish and maintain this protection and maintain it throughout the full term of the purchase order. Any damage caused by the contractor shall be the responsibility of the contractor to repair or replace.

14.2. After the installation of each phase, the contractor and government representative shall jointly conduct a walk-through and annotate any new damage at the new location.

Any damage caused by the contractor will be the responsibility of the contractor to repair or replace at no additional cost to the Government.

15.1. ENVIRONMENTAL REQUIRMENTS: The contractor shall perform all work in accordance with federal, state, and local environmental regulations.
