PERFORMANCE WORK STATEMENT (PWS)

Aircraft Wash and Fleet Services

433d Airlift Wing, JBSA- Lackland 30 November 2022

1. DESCRIPTION OF SERVICES

1.1. Introduction. The objective of this Performance Work Statement (PWS) is to establish aircraft wash, and fleet services to all assigned, transit, and visiting aircraft to the 433d Airlift Wing. This is a non-personal services contract; personnel performing work under this contract will not be considered employees of the Government.

1.2. Objective. The Contractor shall provide Aircraft Wash, Fleet Services, Lavatory Services, and Aircraft Generation Equipment (AGE) wash services, for all aircraft assigned to the 433d Airlift Wing (AW) and all other aircraft (transient or otherwise) not assigned, visiting, or supporting the mission of the 433 AW that require spot wash, lavatory, and fleet services. The Contractor shall furnish all personnel, equipment, tools, materials, chemicals, vehicles, Boom lift, supervision, and other items necessary to perform the aforementioned services. There are eight (8) C-5M Galaxy aircraft with modified and non-modified lavatory systems assigned to the 433 AW. Examples of other aircraft that may require spot wash, lavatory, and fleet services include, but are not limited to, are the C-5B, C-17, C-130, KC-135, KC-10, KC-46, and any transient aircraft supporting or visiting the 433 AW.

2. GENERAL INFORMATION

Performance time begins with issuance of an Air Force Technical Order (AFTO) Form 349, Maintenance Data Collection Record and /or a phone call from the 433d Maintenance Operations Control Center (MOCC) or the Contracting Officer Representative (COR). If multiple tasks are issued, performance time for each tasking will run sequentially. The Government will prioritize the tasking by aircraft Tail Number as needed.

The contractor shall complete each service within the performance time indicated in the PWS. All work must be accomplished IAW appropriate aircraft Technical Orders (TOs).

2.1. Contractor’s Duties & Responsibilities. In addition to the tasks indicated in this PWS, the following represents some duties and responsibilities the contractor is required to fulfill in performance of this contract.

2.2. Inventory & Supplies. Contractor shall provide and maintain enough cleaning supplies to meet all requirements of the PWS.

2.3. Bench Stock. Contractor shall safeguard and maintain adequate stock levels of Government furnished supplies and inform the COR when items are required to replenish the stock level. Contractor shall give notification at least one week ahead of time for the Government to procure the item(s) so that Government-furnished supplies are available when needed and do not run out. The Contractor shall adhere to sound commercial practices in preserving, guarding, and protection of supplies and equipment from pilferage, damage, and breakage. The supplies to be provided by the Government are listed in the Appendix C.

2.4. Services. Contractor will be required to store the soiled blanket and pillowcases in the chemical storage shed between pickups/deliveries by the cleaning services. The contractor will be required to receive and hand over the blankets and pillowcases to the linen service company. The Government will provide for the cleaning of the blankets and pillowcases.

2.5. Tool Control Plan.

2.5.1. The Contractor shall develop and implement a tool control program to prevent lost tools/equipment. A minimum of a sign-in and sign-out process shall be established and enforced by the Contractor at all times.

The tool sign-in/ sign-out process shall be available to the government upon request.

2.5.2. The contractor shall report any lost items/tools to the COR or government representative immediately and initiate lost items/tools and/or impoundment procedures.

2.6. Dispatching. The contractor shall be capable of receiving the AFTO Form 349 for dispatches to perform services as stated in the PWS. The contractor will be notified by phone call during normal duty hours. The contractor should always check for an AFTO Form 349 through the AFTO printer in case of a missed call or work request that was generated after hours that could wait till normal duty hours. The printer and paper will be provided by the contractor.

2.6.1. Monthly Summaries. The Contractor shall provide one copy of monthly summaries and signed AFTO Forms 349 and/or logs of approved services to the COR for inspection and acceptance of services no later than the 3rd day of each month or the first working day afterwards if the 3rd day falls on an extended weekend/holiday.

2.7. Temporary Water Connection. The contractor is responsible for any connecting assemblies beyond the permanent connections at the wash rack facility. The contractor shall install and maintain all temporary connection assemblies used for the wash rack including all water and air hoses. Contractor shall remove any temporary connected assemblies at the end of contract performance and restore to the original condition.

2.7.1. Documentation of Equipment Discrepancies. The contractor shall immediately report any discrepancies with the Wash Rack facility or equipment to the Primary/Alternate COR or the 433 AMXS.

2.8. Documentation of Damages. Record, and report promptly (within one (1) hour) to the Primary/Alternate COR or designated government representative, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel. At a minimum, the contractor needs to record when, where, and what happened, along with who was involved.

2.9. Area Cleanliness. The contractor shall be responsible for the overall cleanliness and orderly appearance of the immediate work area on the wash racks, the immediate work area on the flight line, and wash rack office area.

2.10. Aircraft Equipment Discrepancies. Contractor shall notify the appropriate government maintenance supervisor of all fleet service on a daily log and maintain this log including daily activities and any problems in servicing the assigned aircraft or equipment.

2.11. Igloos & Coffee Pots. Cleaning and storage of the water igloos and coffee pots will be done by the 802d Flight Kitchen.

2.12. Storm/ Industrial Drainage Valves. The Contractor will be required to ensure the storm drain is closed and the industrial drain is open prior to using the wash rack and closed after the wash is completed.

2.13. Post Award Conference/Periodic Progress Meetings: Contractor shall attend post award conferences convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5, Post award Orientation. The Contracting Officer (CO), COR, and other government personnel, as appropriate, may meet periodically with the contractor to review the contractor’s performance.

At these meetings the CO will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.

Appropriate action shall be taken to resolve outstanding issues.

2.14. SCOPE OF WORK

2.14.1. Task 1 - Fleet & Lavatory Service. Contractor shall provide the following fleet and lavatory services and items for scheduled and unscheduled missions and aircrafts as noted below:

2.14.1.1. Fleet Service Tasks.

2.14.1.1.1. Pre-Fleet Service. Contractor shall accomplish pre-fleet service according to the schedule of events for that aircraft or mission type (personnel performing Lavatory service cannot perform Fleet Service on the same day).

2.14.1.1.1.1. Beverage and Meal Delivery. Contractor shall pick up money and meal order from 802d Flight Kitchen and deliver beverages and lunches from the flight kitchen to the aircraft for passengers and crew in accordance with the 433 AW operation plan schedule of events. This schedule is created on a weekly basis.

All orders for beverages and meals will be given to the Contractor not-later than two (2) hours prior to scheduled departure by the 433d Command Post or other POC. The contractor shall:

a) Deliver beverage and meal orders to the aircraft not-later than one (1) hour prior to scheduled departure.

b) Keep a log of all in-flight meals/beverages’ orders showing the name, date, and time orders were placed and delivered.

c) Deliver three (3) 5-gallon ice water igloos to the Aircraft (one (1) for the crew compartment and two (2) for the troop compartment) and two (2) coffee pots along with its heating element (one (1) for the crew compartment and one (1) for the troop compartment).

2.14.1.1.1.2. Deliver Expendable & Regulated Items. Upon notification of scheduled aircraft configuration, the contractor shall review and perform services in accordance with appropriate Air Force Instructions (AFIs); see Appendix C for the list of required military regulated and expendable items for that aircraft and deliver the required (government provided) items. These documents can be found at http://www.e-publishing.af.mil. Items provided are listed in AFI 24-605V2, Air Transportation Operations, Table 2.5. Applicable instructions and Technical Orders are in Appendix D.

2.14.1.1.1.3. Contractor shall deliver items to the aircraft, stow them, perform inventory, and document delivery on an AMC Form 244, Fleet Service Arrival/Departure Worksheet

2.14.1.1.1.4. Contractor will be required to inventory all items placed on the aircraft during Preflight and all items removed during Post Flight.

2.14.1.1.1.5. Partial Pre-Fleet Service. Contractor is only required to perform the crew compartment portion of the Fleet Service for Training flights. The specific requirements are located in section C of appendix B. Partial Pre-Fleet services will fluctuate based on training requirements from the 356th Flying Training Unit. A weekly flying schedule will be provided to the contractors a week in advance in order to provide ample time for contractor scheduling.

a) Pre-Fleet service is conducted in accordance with the Appendix B checklist to comply with standards stated in AFI 24-605V2.

b) Contractor shall complete performance within two (2) hours after receipt of tasking.

2.14.1.2. De-Fleet Service. Contractor shall accomplish De-fleet service no later than one (1) hour after landing. This includes removal of all expendable and regulated items from the Aircraft, removal of the portable water containers, and all trash from the flight deck and troop compartments. The contractor shall perform inventory and document delivery/removal on an AMC Form 244. The checklist in Appendix B will help the contractor ensure the service is completely performed. Water Igloos and Coffee pots will be delivered/removed to/from the aircraft by the contractor but cleaned and stored by the Flight Kitchen. All other items in the Galley must be cleaned by the Contractor. Approximately two (2) De- Fleet services occur per month, although this can change pending mission requirements.

2.14.1.2.1. Domestic Waste Service Excluding. Any waste accumulated inside the CONUS is considered domestic waste and can be disposed of in a proper manner using any serviceable trash receptacle. Contractor shall complete performance within one (1) hour after receipt of tasking.

2.14.1.2.2. International Waste Service Excluding. Contractor shall dispose of International Waste in accordance with Title 7 CFR 330.400(b), Regulation of Certain Garbage, and Title 9 CFR 94.5(b), Regulation of Certain garbage. Waste includes meals and other foods that were available for consumption by passengers and crew on international flights. The contractor shall:

a) Transport regulated garbage in contractor provided vehicle directly from the aircraft without diversion to the 502 OSS Transient Alert Kelly Field Bldg. 1610.

b) Keep regulated garbage separate from non-regulated garbage; commingling the entire contents of garbage is prohibited.

c) Maintain a log in accordance with Handling Procedures of Compliance Agreement (IAW Title 7 CFR 330.400-330-403, Title 9 CFR 94-5), United States Department of Agriculture Animal and Plant Health Inspection Service Plant Protection and Quarantine (USDA-APHIS-PPQ) and Contractor.

Items shall include the name, date, and the weight of garbage. If a spill occurs while the regulated garbage is in the Contractor's possession, notify the 433d Command Post at 210-925-4330. It remains the Contractors responsibility to clean up the spill.

d) Complete performance within two (2) hours after receipt of tasking. The checklist in Appendix B will help the contractor to ensure the service is completely performed.

2.14.1.2.3. Medical/Bio-Hazard Waste. Contractor shall not accept medical waste. The appropriate government personnel will collect and dispose of all bio-hazard medical waste, aero-medical waste, and infectious medical waste.

2.14.1.2.4. Partial De-Fleeting Services. Partial De-Fleet services occurs when the Aircraft returns from a training flight. Contractor is only required to perform the Crew compartment portion of De-Fleeting services.

a) De-Fleet services are conducted in accordance with the Appendix B checklist to comply with standards stated in AFI 24-605 V2.

b) Contractor shall complete performance within two hours after receipt of tasking.

2.14.1.3. Lavatory Services. Contractor shall provide a complete lavatory service to comply with the standards stated in AFI 24-605V2 for both modified and non-modified lavatory systems on the C-5M aircraft.

These tasks will be performed using a contractor provided vehicle while in accordance with the appropriate aircraft Technical Order (the minimum PPE expected for this task is face shield, rubber apron, and rubber gloves). Contractor shall complete performance within one (1) hour after receipt of tasking. The contractor shall comply with all Air Force, federal, state, and local environmental requirements that apply to the work being performed to include servicing and cleaning any spills. Contractor will travel from the 433d ramp to Steven M. Clouse Water Recycling Center at 3495 Valley Rd. San Antonio, Tx. 78221 approximately 24 miles one way for waste disposal.

2.14.2. Task 2 - Aircraft Wash Functions (C-5M Galaxy)

2.14.2.1. Complete Wash (Exterior and Interior Wash). Each aircraft requires a wash every 180 days.

Contractor shall perform and finish a complete wash within 72 hours after receipt of tasking in accordance with Technical Order 1C-5M- 23-l, Section 4. Complete wash includes Aircraft Wash Preparation, Exterior Cleaning, Hayloft, Under Cargo Floor Area (Bilge), C-5 Clear Water Rinse, C-5 Large Area Cleaning, Interior Cleaning of Flight Station Relief Crew, Crew Courier Compartments, Troop Compartment, Cargo Compartment, Forward Underfloor, and Aft Underfloor. The Government will tow and configure the Aircraft for each stage of the wash.

2.14.2.2. A/M32A-86D Generator Set Wash and Powered Aerospace Ground Equipment (AGE). In addition to Aircraft wash the request for contractors to wash AGE equipment is a rare occurrence although when dispatched contractor shall provide powered Aerospace Ground Equipment (AGE) wash in accordance with Technical Order 35A4-2-42-l, Para, 2.20. This includes but not limited to the generator sets, air conditioner units, and hydraulic power carts.

2.14.2.3. Clear Water Rinse. Upon request, contractor shall provide a complete Clear Water Rinse of C-5M aircraft in accordance with Technical Order lC-5M-23, Section 1 and Section 5.

2.14.2.4. Interior Cleaning of Flight Station Relief Crew & Crew Courier Compartments. Contractor shall provide a complete Interior Cleaning of Flight Station Relief Crew and Crew Courier Compartments in accordance with Technical Order lC-5M-23, Section 1 and Section 4.6.

2.14.2.5. Interior Cleaning of Troop Compartment. Contractor shall provide a complete Interior Cleaning of Troop Compartment in accordance with Technical Order lC-5M-23, Section 1 and Section 4.7.

2.14.2.6. Interior Cleaning of Cargo Compartment. Contractor shall provide a complete Interior Cleaning of Cargo Compartment in accordance with Technical Order lC-5M-23, Section 1 and Section 4.4.

2.14.2.7. Forward Underfloor Cleaning. Contractor shall provide a Forward Underfloor Cleaning of C-5M aircraft in accordance with Technical Order lC-5M-23, Section 4.5

2.14.2.8. Aft Underfloor Cleaning. Contractor shall provide Aft Underfloor Cleaning of C-5M aircraft in accordance with Technical Order lC-5M-23-1, Section 4.5.

2.14.2.9. Special Washes. Contractor shall provide "Special Washes" of C-5M aircraft in accordance with Technical Order lC-5M-23-1, Section 1 and Section 5 (See Appendix F). Upper and lower wing surfaces are excluded. This service may be used when in-flight refueling has been accomplished and fuel spillage residue has contaminated the upper fuselage and vertical stabilizer surfaces.

2.14.2.10. Spot Washes/Cleaning. Contractor shall provide spot washes in different areas of the C-5M aircraft upon request by the Government representative. Areas requiring spot washes are due to hydraulic leaks, latrine spills etc.

2.14.2.11. C-5M Main Landing Gear Door Wash. The Contractor shall provide C-5M Main Landing Gear Door Wash in accordance with Technical Order 1C-5M-23, Section 1 and Technical Order 1C-5M-23-l Section 7.5.1.3.

2.14.2.12. Cleaning of Wash Rack Drains. The Contractor shall provide Cleaning of Wash Rack Drains in accordance with Appendix E and Technical Order 1-1-691, paragraph E-7 (cleaning of 433d Wash Rack Drains checklist). The cleaning of the drains shall be accomplished every other month (six times per year).

The contractor shall fill the Government provided drums with the sludge, dirt, debris, etc., collected from the drains and notify the 433d Environmental Management Office for disposal.

2.14.2.13. Foot and Mouth Decontamination (FMD) (C-5M and C-5B). All five (5) landing gears (4-main landing and 1-nose landing) must be washed to ensure no contamination on aircraft landing at this location.

The contractor shall wash aircraft that has been identified with FMD in accordance with Technical Order lC-5M-23-1.

2.14.2.14. Volcanic Ash Removal (C-5M and C-5B). This is in addition to a wash and consists of vacuuming areas listed in the Technical Orders to ensure all the volcanic ash has been removed, in accordance with Technical Order 1C-5M-23, Section 1 and Technical Order 1C-5M-23-l, Section 5.2.5.

2.14.3. Transient Aircraft. Contractor shall provide spot wash, lavatory, and fleet service to transient aircraft on an as-needed basis providing contractor has the capacity/availability to support. Transient aircraft are supporting or visiting aircraft which transit through, but are not assigned, to 433 AW, JBSA-Lackland, Texas. Transient aircraft may be any type of government aircraft; therefore, the contractor shall be able to service all aircraft types (see para. 1.2 for Aircraft examples). Request for service will be made by 433 MOCC or 433 AW Command Post to the contractor. An updated list of phone numbers/pager numbers of contractor point of contacts (POCs) will be provided by the contractor to 433d Operations Support (OPS) and MOCC. The contractor shall begin performance of services within one (1) hour during normal duty hours (0700 - 2000, Monday through Friday) and no later than two (2) hours of notification after normal duty hours on weekdays, weekends, and holidays.

2.15. CONTRACTOR PERSONNEL

2.15.1. Identification of Contractor Employees. All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to clearly identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials.

2.15.1.1. Contractor personnel must also ensure that all documents or reports produced by the contractor are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear badges in the performance of this service.

2.15.1.2. Contractor Employees. The contractor shall not use the services of any person in the performance of this contract whose presence or action(s) endangers the health, life, safety, security, general well-being, or operational mission of the installation to include equipment and facilities and its population.

2.15.1.3. RESERVED.

2.15.1.4. The contractor shall not employ any person who is an employee of the U.S. government if the employment of that person would create a conflict of interest. Nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval IAW DoDD 5500.7, Standards of Conduct. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Contractor Labor Relations Activities.

2.15.1.5. The contractor acknowledges that off-duty employment of active duty military personnel may interfere with the contractor's ability to perform because such personnel are subject to changes in military duty hours, deployment, temporary duty travel, and permanent change of station orders. The abrupt absence of these personnel shall not constitute an excuse for nonperformance under this contract.

2.15.1.6. As personnel changes occur, the contractor shall update the listing of contractor employees and associated qualifications and resubmit it to the COR office and CO for review and approval.

2.15.1.7. Steel-toed shoes shall be worn by contractor employees at all times.

2.15.1.8. Contractor personnel shall not wear hats or caps in or around an engine intake danger zone, as defined by the specific aircraft TO, while engines are operating.

2.15.1.9. In addition, the contractor shall ensure clothing, jewelry, hairpieces, and accessories worn by contract employees with access to the flight line does not present potential foreign object damage (FOD) hazard. The government will determine what is considered a FOD hazard.

2.15.1.10. The following apparel SHALL NOT BE WORN by contractor personnel: Apparel in a ragged or frayed condition, blue jeans, tank tops, halter-tops, crop tops, sleeveless shirts, doo rags, mesh, and see-through garments. Exposed clothing with obscene or advertising logos or undergarment type shirts worn as exterior clothing; gym or sweat suit apparel and other abbreviated attire or any clothing that in the judgment of the government could present an unfavorable image or cast discredit upon the installation, its personnel, or the United States Air Force.

2.15.1.11. No contractor employee or representative of the contractor shall wear the uniform or a distinctive part of the uniform of any of the Armed Forces of the United States or any auxiliary of such while on the installation.

2.15.1.12. Furthermore, no contractor employee or representative of the contractor shall wear any article of clothing, or display any sticker, sign, or other article on his person or vehicle which is likely to incite violence, advocates illegal conduct, is racist, promotes sexual harassment, denigrates the United States or any agency thereof, or is profane or obscene in nature.

2.15.2. Contract Manager: Contractor shall designate a Contract Manager who shall be responsible for ensuring services are accomplished in accordance with the performance work statement. The contract manager and alternate shall provide a telephone number where they can be reached at all times. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

2.15.2.1. The name of this person and an alternate who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer within 10 days of contract award. As soon as any knowledge of changes occurs, the contractor shall immediately provide the updated contact information.

2.15.2.2. The contract manager or designated alternate shall be available on-site at JBSA-Lackland within one

(1) hour of notification outside of normal hours of operation.

2.15.3. Citizenship and Language Requirements. Ensure that all contractor personnel are U.S. Citizens, and are able to read, write, speak, and understand English.

2.15.4. Drug and Alcohol Use Policy. The contractor shall comply with AFIs and local Human Resources directives regarding drug, tobacco, and alcohol use policy.

2.15.4.1. Tobacco Policy. The contractor and its employees shall comply with established policies governing tobacco use on Air Force installations as described in AFI 48-104, Tobacco Free Living, and local installation policies.

2.15.4.1.1. Tobacco use is only allowed in a Designated Tobacco Area (DTA) as define in AFI 48-104.

Tobacco use to include smokeless and vapor devices are not allowed in work areas or in any government owned or leased buildings. Tobacco users are responsible for keeping DTAs clean and free of cigarette butts and debris. Commanders may remove DTAs if the area around it, or leading up to it, is cluttered with trash, cigarette butts, or spittoons. The 433d AMXS currently has one approved DTA. DTA is located on west side of Hangar 826.

2.15.5. Driver's License Requirements.

2.15.5.1. In accordance with DODI 4500.36, Acquisition, Management, and Use of Non-Tactical Vehicles (NTVs), the contractor shall require that operators comply with licensing requirements of the state and local motor vehicle laws. The contractor shall not be issued Optional Form 346, U.S. Government Motor Vehicle Operator's Identification Card, or AF Form 2293, U.S. Air Force Motor Vehicle Operator Identification Card.

The contractor personnel assigned to operate either government owned/leased equipment in performance of the contract shall be certified, at the contractor's expense, as being fully qualified to operate the vehicles/equipment to which they are assigned.

2.15.5.2. The contractor shall document all operator qualifications. The contractor shall provide documentation to the contracting officer representative before any contract employee engages in any mode of equipment operation. The contractor shall update the letter as necessary, and it shall remain on file with the

COR.

2.15.5.3. Motor Vehicle Traffic Laws/Regulations. The contractor and its employees shall comply with installation motor vehicle traffic regulations (reference DAFI 31-218, Motor Vehicle Traffic Supervision, (in its entirety).

2.15.6. TRAINING REQUIREMENTS

2.15.6.1. Contractor's Training Plan. The contractor shall provide a comprehensive Training Plan for its employees to ensure a fully qualified workforce throughout the life of the service contract. The contractor shall submit the Training Plan no later than 30 days of contract start date to the COR and CO for review and acceptance prior to final signature and implementation.

2.15.6.2. The contractor shall comply with and utilize existing task qualification and training standards contained in AF technical orders, instructions, regulations, publications, manuals, etc. In the event a task standard does not exist, the contractor shall develop standards that reflect personnel qualification levels commensurate with specific tasks on aircraft and associated equipment maintenance. These standards shall parallel those acceptable to the Air Force and commercial aircraft and/or avionics industry, subject to review by the COR and acceptance by the CO prior to final signature and implementation. If the contractor revises it at any point during the service contract life, it shall again be submitted to the COR and CO for acceptance and review prior to implementation. As a minimum, the training plan shall include the following:

a) A detailed description of how the contractor will ensure a fully qualified workforce throughout the life of the service contract.

b) Specific milestones, frequencies and (or) intervals as to when training, qualification or certification will occur.

c) Specific methods and procedures as to how training, qualification, or certification will be accomplished.

d) Specific tasks or areas in which training, qualification, or certification will be accomplished.

e) The level or extent to which personnel will be trained, qualified or certified.

f) The number and positions of those personnel who will conduct training, qualification, or certification.

2.15.6.3. The contractor shall ensure all personnel complete minimum work center requirements as outlined in applicable AFIs or directives. The government will provide the contractor with the training necessary to complete minimum work center requirements.

2.15.6.4. Contractor shall provide "Confined Space Training" and training on complete washing of the C-5s and spot washing of transient aircraft to all employees prior to the start of performance. The training shall comply with Technical Order 1C-5M-23, Section 1, Technical Order lC-5M-23-1, and Technical Order 1-1- 691.

2.15.6.5. The Contractor shall train and certify personnel in fleet services operations prior to each employee performing fleet services at the installation. Fleet service personnel shall be coded for flight line access on the AF Form 1199, Air Force Entry Control Card.

2.15.6.6. The training for the first complete wash will be conducted by a 433 MXG/AMXS Certified Trainer and documented on an AF Form 2426, Training Request and completion. Afterwards, the contractor is responsible for the training of his personnel. All training must be documented to provide proof of training.

2.15.6.7. The following Government Furnished Training will be provided for existing and new employees at the start of the contract. The Contractor will not be separately reimbursed for training participation.

2.15.7. Documentation. Documents applicable to this PWS are included in the Appendix section.

Supplements or amendments to these publications may be issued during the life of the contract and it is the Contractor's responsibility to ensure that all printed publications are posted and up-to-date.

2.15.7.1. Publications Applicable to This Contract. Applicable publications and forms shall be made available to the Contractor at the start of the first operational performance period. Most publications, Technical Orders, and forms are accessible through the Air Force Electronic Publishing Library (AFEPL) by use of the Enhanced Technical Information Management System (ETIMS) or other electronic media.

2.15.7.2. Directives & Publications. The content of the most currently dated referenced directives, regulations, manuals, pamphlets, technical orders, instructions, supplements, or other guidance as they may https://www.acquisition.gov/ from time-to-time be revised, or amended, shall be considered as the direction for performance (See Appendix D). The Government will make available all listed publications, forms, references, and report formats. Publications and forms can be accessed on-line at http://www.e-publishing.af.mil. Supplements or amendments to listed publication from any organizational level may be issued during the life of the contract.

The Contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the Contractor shall submit to the CO a price proposal and obtain prior approval. Price proposals shall be submitted within 15 calendar days from the date the Contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. Changes in the contract price due to supplements and amendments shall be considered under the FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services. Failure of the Contractor to submit a price proposal within 15 calendar days from the date of receipt of any change, shall entitle the Government to performance IAW such change, at no increase in contract price.

2.15.7.3. The contractor shall maintain technical order and publication files in accordance with Technical Order 00-5-1, Air Force Technical Order System, MAJCOM supplements, and local operating instructions.

The contractor shall establish procedures in their quality control plan to periodically review all applicable technical orders and publications not available in paper copy by logging on to approved publication web sites.

The government will communicate all pertinent changes to directives to the contractor and document when complete.

2.15.7.3.1. The contractor shall ensure that all technical orders and publications furnished by the government are maintained and kept current IAW Technical Order 00 series requirements and to set follow on requirements as requirements change.

2.15.7.3.1.2. Technical Orders and Guidance. The contractor shall utilize and perform all services IAW all applicable DOD, AF, MAJCOM, local directives, and TOs as well as federal, state, and local laws and regulatory requirements. See Appendix D, Technical Order Listing and Applicable Publications Listing.

2.16. ENVIRONMENTAL CONTROLS

2.16.1. Special Standard 1: Contractor will be required to meet the Texas Commission for Environmental Quality (TCEQ) requirements for pollution, transportation, and the San Antonio Water System (SAWS) requirements for transporting and disposing lavatory sludge.

2.16.2. Environmental Controls. Contractor shall be knowledgeable of and comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection to include the local Installation Restoration Plan. In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply with such laws as they come into effect.

2.16.2.1. The contractor shall comply with all applicable provisions of the Storm Water Pollution Prevention Plan, including the development and implementation of best management practices to prevent any contamination of storm water runoff from the contractor's work sites. The contractor shall become an active participant in the JBSA-Lackland storm water pollution prevention program and must not undertake any practices that would lead to violation of provisions of the JBSA-Lackland storm water discharge permit.

Government owned worksite (wash rack) is self-contained, all wastewater is captured, and contaminants separated. Contractors will clean the wash rack drains IAW para. 2.14.2.12 every other month and provide waste to the 433d Environmental Management Office for disposal.

2.16.3. Hazardous Materials: A hazardous material is any material that falls under the Occupational Safety and Health Administration (OSHA) 29 CFR 1910.1200, Hazard Communication regulation and requires a http://www.epublishing.af.mil/

Safety Data Sheet [SDS]. Safety Data Sheets for soap, deodorants, anti-freeze solutions, and disinfectants will be submitted via fax to Environmental Management (EM) at 210- 925-7379 for approval prior to use and disposal. The Base Environmental Office has the right to prohibit the use of hazardous materials they deem to be especially hazardous to human health and environment. In the event the Base Environmental Office does not approve a hazardous material for use, they may provide the contractor a list of suitable substitutes;

however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.

Ethylene glycol will be added to the latrine disinfectants at the request of the Government representative prior to an aircraft flying into cold weather.

2.16.3.1. Contractor provided Vehicles transporting latrine waste from JBSA-Lackland to the Steven M.

Clouse Water Recycling Center will meet all Federal, State, and local safety Requirements, Environmental permits, and insurances. This vehicle may not also be used to transport supplies from the flight kitchen.

Transport of flight kitchen supplies requires driving off base to move from Kelly to Lackland side of flightline, therefore this vehicle must be appropriately licensed, insured, etc.

2.16.3.2. No hazardous materials or substances, petroleum products, or materials of environmental concern shall be intentionally discharged or spilled onto the ground, asphalt, or concrete-covered surfaces or improperly disposed at job sites by any contractor personnel.

2.16.3.3. The contractor shall always maintain spill control material on hand sufficient to contain a worse case spill, both volume and hazard level.

2.16.3.4. The contractor shall report and respond to fuel spills IAW the JBSA-Lackland Spill Prevention, Control, and Countermeasure Plan. In addition, spills of any type of material shall be reported immediately to the COR office.

2.16.3.5. The contractor shall reimburse the government for any remediation undertaken to clean up any releases caused by the contractor. The contractor shall reimburse the government for any civil/criminal fines or penalties for any environmental infraction caused by the contractor (or any sub-contracted contractor).

The contractor shall be responsible for paying any regulatory agency (OSHA, Environmental Protection Agency (EPA) or Nuclear Regulatory Commission (NRC), etc.) fines that are a result of contract operations.

2.16.3.6. Hazardous Materials Inventory. The contractor shall maintain an up-to-date hazardous material inventory with copies of Safety Data Sheets (SDS) for all materials used on the job site. The contractor shall maintain a complete copy of all approved SDS and AF Forms 3952, Chemical Hazardous Material Request Authorization

2.16.3.7. The contractor shall procure, use, handle and store and transport all hazardous materials IAW all federal, state, local, Air Force and Fire laws, policies, regulations, and procedures. The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws; AFIs; permits and requirements regarding environmental protection. In the event environmental laws/ regulations change during the term of this contract, the contractor shall comply with such laws as they become effective.

2.16.3.8. HAZMART. The contractor shall register with the base HAZMART and comply with all the rules and regulations for the storage, usage, and disposal of hazardous materials and products. The contractor shall not bring any hazardous materials on base until all registration and documentation has been accomplished with the HAZMART. The contractor shall provide a copy of each SDS on all hazardous materials to be used by the contractor in performance of work on this contract. The contractor shall forward the usage reports to the HAZMART. Hazardous Waste Office: 210-671-5386, Bioenvironmental: 210-671- 7385. The telephone number for environmental is 671-4844/1839.

2.16.3.9. Personnel Protection. The contractor shall ensure contractor personnel are trained in the safe operation, storage, and transportation of hazardous materials. Personnel shall have the proper personal protective equipment such as glasses, gloves, and boots, as required by Occupational Safety and Health Administration (OSHA), and other Environmental regulations.

2.16.3.10. All HAZMAT that is not government furnished must be removed from the worksite and off JBSA- Lackland for proper disposition at the conclusion of the contract.

2.16.3.11. Final Report. The contractor shall submit a final inventory, not-later than ten working days following termination/completion of this contract, of all hazardous materials used since the last hazardous usage report to Government Representative. The final inventory will list all hazardous materials used, total amount of each used and a description of the disposition of any remaining hazardous material.

2.16.4. Required Submissions. The contractor shall submit the following to the COR office and CO for review and approval:

2.16.4.1. One (1) copy of active Sludge Transporter Permits issued by the State of Texas and the San Antonio Water System (SAWS). This must be accomplished within 1 month of award of contract.

2.16.4.2. The contractor shall establish and submit an Environmental Protection Plan no later than 30 days of contract start date to the COR and CO for review and acceptance prior to implementation.

2.16.4.3. The contractor shall submit the following to the JBSA-Lackland HAZMART office.

2.16.4.3.1. Contractor profile worksheet with process profiles.

2.16.4.3.2. AF Form 3952, Chemical Hazardous Material Request/Authorization, for all material that has been designated for tracking (The contractor can obtain hard or electronic copies of these forms by contacting the HAZMART).

2.16.4.3.3. The contractor shall submit a monthly usage report to the HAZMART. The report is for the prior month and should include all HAZMAT purchased.

2.17. SAFETY REQUIREMENTS. Contractor shall conform to the safety requirements contained in the contract and all Occupational Safety and Health Administration (OSHA) Regulations/Standards (https://www.osha.gov/laws-regs/regulations/standardnumber) for all activities related to the accomplishment of the work. Known hazardous conditions applicable to this project are identified in the Technical Orders with appropriate "caution" or "warning" statements. The Contractor and all personnel performing the task are required to review the Technical Orders to identify completely and in sufficient detail the hazardous conditions related to the task.

2.17.1. The contractor shall establish and submit an Employee Safety Program Plan consistent with requirements of the OSHA Regulations/Standards - 29 CFR no later than 30 days of contract start date to the COR and CO for review and acceptance prior to implementation.

2.17.2. The contractor must provide personnel protective equipment and training consistent with applicable standards. The contractor shall comply with all national/local fire codes and policies. The contractor shall be required to comply with applicable requirements in DODI 6055.1, DoD Safety and Occupational Health (SOH) Program, AFFARS 5352.223- 9001, Health and Safety on Government Installations, AFI 91-202, The US Air Force Mishap Prevention Program, and DAFMAN 91-203, Air Force Occupational Safety, Fire, and https://www.osha.gov/laws-regs/regulations/standardnumber

Health Standards. Requirements in these publications are mandatory, unless indicated otherwise.

2.17.3. The contractor shall immediately report all mishaps involving serious personnel injuries, fatalities, and/or government property/equipment damage occurring on the job to the COR. When directed by the CO, contractor personnel shall submit to toxicology testing when their actions or inaction in the CO’s judgment may have been a factor in the mishap sequence. The contractor shall fully cooperate with any Air Force led safety investigation and shall not disturb the mishap scene until proper officials authorize movement. The contractor shall initiate impoundment procedures if directed by the CO.

2.18. RESERVED.

2.19. QUALITY ASSURANCE. The government will periodically evaluate the contractor’s performance by appointing a Contracting Officer Representative (COR/s) to monitor performance to ensure services are received. The COR will evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP) for this requirement.

2.19.1. The government will establish performance objectives for important PWS tasks. The performance thresholds will identify the maximum allowable number of discrepancies for inspections by the COR.

2.19.2. Contract Surveillance. The COR is responsible for oversight and management of the contracted requirements under this contract and will observe contractor operations as necessary to ensure the contractual requirements are met, as the actual successful delivery of the requirements is the responsibility of the contractor.

2.19.2.1. COR's observe and document the overall performance of the contractor. The COR will perform surveillance inspections of the performance-based activity services under this contract by using the following means: The Quality Assurance Surveillance Plan (QASP); this contract PWS; government instructions, regulations, and manuals (or portions thereof); applicable TOs or technical manuals; and performance objectives and thresholds listed in the Service Summary (SS) in paragraph 3. All areas of the contract are subject to government surveillance.

2.19.2.1.1. Documenting Individual Inspections. Documenting and reporting involves the documentation of individual inspections, monthly reporting of all scheduled inspections, documentation of performance-based activity non-conformance, and annual Contractor Performance Assessment Rating System (CPARS) reporting.

2.19.3. Discrepancies. The COR will inform the Contractor when discrepancies occur and will request immediate corrective action be taken. The primary or alternate COR shall make a notation of the discrepancy on their surveillance checklist with the date and time the discrepancy was noted and request the Contractor initial the entry and document the appropriate corrective action.

2.19.3.1. Any discrepancy that cannot be immediately corrected will render the service as not performed and therefore will not be accepted nor paid for until corrected.

2.19.3.2. Written notices of contractor non-conformance issued by the CO will require the contractor to reply, in writing, to the CO within 10 workdays after receipt. The contractor shall identify the contractual non-conformity root cause, proposed corrective action, contractor follow-up actions, get-well date, and procedures to prevent recurrence.

2.19.4. Quality Control: The Contractor shall establish a Quality Control Plan (QCP) to ensure that services and products provided to the 433 AW meet or exceed the quality requirements stated within the PWS. The

QCP is the means by which the Contractor assures all work complies with the requirements of the contract.

The QCP recognizes that the contractor, not the Government, is responsible for management and quality control actions required to meet the term of the contract. The QCP shall be included in the technical proposal for evaluation and acceptance. The QCP will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award. As a minimum, the contractor shall develop quality control procedures that address the areas identified in the Service Summary. If any changes are made to the contractor's QC Plan during the life of the contract, the proposed changes shall be submitted to the COR and CO for review and acceptance prior to implementation.

2.19.5. Performance evaluation meetings may be requested by government contract administrators or the contractor when necessary. Written minutes of such meetings shall be recorded and provided to both parties.

2.19.5.1. The contractor shall meet, as requested, with the COR and CO to promote a "partnership relationship" in identifying and resolving performance issues or concerns. The contractor shall be required to meet during the first month of the contract and as often as necessary thereafter, as determined by the CO or designated government representative.

2.20. HOURS OF OPERATION.

2.20.1 Normal Hours of Operations: The normal hours will be from 0700 to 2000, Monday through Friday.

2.20.1.1. After Hours Fleet Services Operations: Contractors are provided with the weekly flying schedule a week in advance indicating the number of flights, Lavatory services, and Fleet service for the week.

Occasional work out of the normal duty hours would be one weekend a month to support Unit Training Assemblies (UTA) as indicated on flying schedule provided to contractors. Under extreme circumstances contractors may be requested upon an aircraft evacuation or other real-world emergencies. Although there will be a schedule available to assist in the planning for assigned aircraft washes and fleet services, the Contractor shall provide service to 433 AW aircraft "unscheduled" to arrive/depart under contingency planning, or on weekends and holidays with a maximum of two (2) hours response time for contractor personnel to begin performance.

2.20.1.1.1. The contractor shall ensure that the COR has the correct contact information. This information must be updated immediately when contact information changes.

2.20.2 HOLIDAYS OBSERVED.

2.20.2.1. Recognized Holidays: Federal Law (5 U.S.C. 6103, Holidays), establishes the following public holidays for federal employees, and the contractor shall not be required to perform services on the following federal holidays. The contractor should expect to provide support over federal holidays during high-priority missions, military contingencies, and times of national crisis or other emergencies.

2.20.3. AETC Family Days. The AETC Commander typically declares a day off for military personnel in conjunction with the federal holidays of July 4th, Thanksgiving, Christmas, and New Year's Day.
