AIRCRAFT WASH AND FLEET SERVICES

Solicitation Number: FA301623Q0009

Questions and Answers # 3

Question # 1. Who is the incumbent?

Answer. FedVet Construction

Question # 2. What is the current contract value? What is the current monthly price?

Answer. The current ceiling on the contract is $1,400,000.00. Monthly price varies depending upon the service required. Estimated quantities are supplied in the solicitation.

Question # 3. How many FTE are currently supporting the contract?

Answer. The current contractor has five (5) part time employees.

Question # 4. Is there any historical man hour information from Prior Performance?

Answer. The current contractor has five part time employees who each work approximately 43 hours every two weeks when there’s not an aircraft wash scheduled. When there is an aircraft wash scheduled, each employees works approximately 70 hours every two weeks.

Question # 5. How many total aircraft are expected to be washed?

Answer. Eight (8) C-5M aircraft are assigned to JBSA-Lackland and will require wash.

Question # 6. How much lead time is expected prior to an Aircraft Wash?

Answer. We plan our washes a year in advance. However, due to mission requirements, sometimes we must make changes to the schedule and in those cases, we typically provide at least two (2) weeks’ notice.

Question # 7. What specific Aircraft Equipment does contractor supply?

Answer. The contractor supplies the boom-lift to reach the top of the wings and the tail. They also supply the materials required to clean the aircraft.

Question # 8. What specific Aircraft Equipment does the Government supply?

Answer. The government will supply maintenance stands and spill pallets upon request.

Question # 9. PWS Para 2.2 Inventory & Supplies. Contractor shall provide and maintain sufficient amounts of cleaning supplies to meet all requirements on a daily basis. Can the government clarify what is considered “sufficient”?

Answer. Sufficient just means they have enough on hand to complete their duty requirements. The contractor should be knowledgeable about what is needed to perform the requirements of the PWS.

Question # 10. PWS Para 2.6 Dispatching. The contractor shall be capable of receiving the AFTO Form 349 for dispatches to perform services as stated in the PWS. The contractor will be notified by phone call during normal hours and for services that cannot wait until normal hours of operation. Please confirm if this is a dedicated or collateral position?

Answer. Yes, the contractors are notified via telephone for services requested. There are very rare occurrences when they could be called in during off duty hours for a short notice mission. This is a collateral position.

Question # 11. PWS Para 2.7 Temporary Water Connection. The contractor shall install and maintain all temporary water connections used for the wash rack including all water and air hoses. Contractor shall remove

Questions and Answers # 3 at the end of contract performance and restore to the original condition. Please clarify “all temporary water connections” provide example and quantity?

Answer. The contractor is responsible for any connecting assemblies beyond the permanent connections at the wash rack facility. The contractor shall install and maintain all temporary connection assemblies used for the wash rack including all water and air hoses.

Question # 12. Will all washes be done on the wash rack? Do we do spot clean on ramp where the aircraft is parked etc... If not where?

Answer. All aircraft washes will be done on the wash rack. Spot washes can be done on the ramp or on the rack. Spot washes are rare. However, when cleanup is required due to aircraft maintenance, Government personnel are responsible for ensuring the area is clean.

Question # 13. If not on wash rack are their water connections at parking spot or is a truck required?

Answer. There are no water connections on the ramp parking spots. Hand pumps would be used in the case of spot cleaning on the ramp.

Question # 14. Number and size of trucks to move equipment and distance from kitchen, wash office, etc. Can requirements be met with gators?

Answer. A small work van or pickup truck would be much more ideal. Transport of flight kitchen supplies requires driving off base to move from Kelly to Lackland side of flightline, therefore this vehicle must be appropriately licensed, insured, etc.

Question # 15. Is current contractor a SDVOSB?

Answer. Yes, the current contractor is SDVOSB.

Question # 16. Are there any new services that were not under original contract?

Answer. Yes, there have been modifications since inception of the previous contract. (e.g., modified latrines)

Question # 17. PWS 2.14.1.1.1.5. Partial Pre-Fleet Service. Contractor is only required to perform the crew compartment portion of the Fleet Service for Training flights. Appendix A does not breakout the number of Pre-fleet services, please clarify How many of the fleet services identified are considered partial?

Answer. Partial Pre-Fleet services will fluctuate based on training requirements from the 356th. Flying Training Unit. A tentative Training schedule is Known month in advance; however, their requirements may change based on mission requirements or early graduation of student classes.

Question # 18. PWS 2.14.1.2. De-Fleet Service. Contractor shall accomplish De-fleet service no later than one (1) hour after landing Appendix A does not breakout the number of De-fleet services, please clarify How many of the fleet services identified are considered de-fleet

Answer. There are approximately two (2) de-fleet services a month. This can change depending on mission requirements.

Question # 19. PWS 2.14.1.2.2. International Waste Service Excluding. Contractor shall dispose of International Waste in accordance with Title 7 CFR 330.400(b), Regulation of Certain Garbage, and Title 9 CFR 94.5(b), Regulation of Certain garbage. Waste includes meals and other foods that were available for consumption by passengers and crew on international flights. The contractor shall:

a) Transport regulated garbage directly from the aircraft to the secured foreign garbage (environmental trash) cage without diversion. Please clarify the method and who provides transport

Answer. The contractor will transport regulated garbage in contractor provided vehicle directly from the aircraft without diversion to the 502 OSS Transient Alert Kelly Field Bldg. 1610. Normal trash is taken to the dumpster.

Question # 20. PWS 2.14.1.3. Lavatory Services. Contractor shall provide a complete lavatory service to comply with the standards stated in AFI 24-605V2 for both modified and non-modified lavatory systems on the C-5M aircraft. Size of lavatory servicer. Cart or truck? Distance to dumping station. Distance they must travel on the Ramp.

Answer. These tasks will be performed using a contractor provided vehicle. Contractor will travel from the 433d ramp to Steven M. Clouse Water Recycling Center at 3495 Valley Rd. San Antonio, Tx. 78221 approximately 24 miles one way for waste disposal.

Question # 21. PWS 2.14.2.2. A/M32A-86D Generator Set Wash and Powered Aerospace Ground Equipment (AGE). Contractor shall provide powered Aerospace Ground Equipment (AGE) wash in accordance with Technical Order 35A4-2-42-l, Para, 2.20. This includes but not limited to the generator sets, air conditioner units, and hydraulic power carts. Appendix A does not breakout the number of washes, please clarify How many are expected and is this in addition to the aircraft wash.

Answer. The request for contractors to wash AGE equipment is a rare occurrence and would be in addition to the aircraft wash. The expectation numbers would be minimal although possible.

Question # 22. PWS 2.14.3, Transient Aircraft. Contractor shall provide spot wash, lavatory, and fleet service to transient aircraft on an as-needed basis. Transient aircraft are supporting or visiting aircraft which transit through, but are not assigned, to 433 AW, JBSA-Lackland, Texas. Transient aircraft may be any type of government aircraft; therefore, the contractor shall be able to service all aircraft types. Please clarify “transient aircraft” and types/number and is this in addition to the 8 aircraft washes and how is this paid for?

Answer. Transient Aircraft are normally supported by Transient Alert (TA) personnel, although on a rare occasion contractors may be asked to service an aircraft. Payment is made using the assigned Air Card to that specific Aircraft. The type of aircraft varies, and there is no way of predicting which type will land at JBSA- Lackland. See paragraph 1.2 for aircraft examples. Aircraft may come due to an emergency and must land here unexpectedly. This service is in addition to the eight (8) assigned C-5M aircraft.

Question # 23. PWS 2.20.1.1. After Hours Fleet Services Operations: Contract Manager or alternate shall be available on call at all times 24 hours a day, seven days a week. Although there will be a schedule available to assist in the planning for assigned aircraft washes and fleet services, the Contractor shall provide service to 433 AW aircraft "unscheduled" to arrive/depart under contingency planning, or on weekends and holidays with a maximum of two (2) hours response time for contractor personnel to begin performance. Please confirm how we are to invoice, and how many were services after hours; is this other than C-5s. How is this compensated since it would be considered Overtime? Additionally, how many “after hours

Answer. Contractors are provided with the weekly flying schedule a week in advance indicating the number of flights, lavatory services, and Fleet services for the week so that Contractors may adjust their schedule to meet these requirements. Occasional work out of the normal duty hours would be one weekend a month to support Unit Training Assemblies as indicated on flying scheduled provided to contractors. Under extreme circumstances contractors may be requested upon an Aircraft evacuation or other scenarios.

Mandatory transients are known in advance and scheduled. However, may be needed to assist Transient Alert personnel if available.

Question # 24. PWS 2.15.1.3. The contractor shall provide only properly trained (per the parameters of this PWS and the government accepted contractor's Training Plan, qualified and/or certified technicians. Such training shall be documented in a training and/or personnel record. What does the government mean is “properly trained” to wash aircraft and/or provide lavatory service?

Answer. Please refer to paragraph 2.15.6 Training Requirements of the Performance Work Statement.

Question # 25. PWS 2.16.2.1. The contractor shall comply with all applicable provisions of the Storm Water Pollution Prevention Plan, including the development and implementation of best management practices to prevent any contamination of storm water runoff from the contractor's work sites. The contractor shall become an active participant in the JBSA-Lackland storm water pollution prevention program and must not undertake any practices that would lead to violation of provisions of the JBSA-Lackland storm water discharge permit Please confirm the contractor is responsible for government-owned worksites and if so, will the government provide copy of base Plan.

Answer. The contractor must comply with all requirements of the JBSA Lackland Storm water pollution prevention plan and will be provided a copy of the plan. Government owned worksite (wash rack) is self-contained, all wastewater is captured, and contaminants separated. Contractors shall clean drain sump every other month IAW para. 2.14.2.12 and provide waste to the 433d Environmental Management Office for disposal.

Question # 26. PWS 2.16.3.1. Vehicles transporting latrine waste from JBSA-Lackland to the Dos Rios Plant will meet all Federal, State, and local safety Requirements, Environmental permits, and insurances. What is the make and model of the current vehicle?

Answer. The vehicle is provided by the contractor. The dumping location has been changed to the Steven M. Clouse Water Recycling Center.

Question # 27. Evaluation Factors for Award ADDENDA TO FAR 52.212-2, Evaluation-Commercial Products and Commercial Services (2021-11) Para 3.1.3 Technical Subfactor# 3 - Quality Control Plan. Standard. The Quoter shall submit a Quality Control Plan Para 3.1.4 Technical Subfactor #4 - Mission Essential Plan Standard. The Quoter shall submit a Mission Essential Plan to comply with DFARS Provision 252.237-7024, "Notice of Continuation of Essential Contractor Services" and DFARS Clause 252.237-7023, Please clarify given that there is a 30-page limitation adding to Plans has the possibility of exceeding the limits will the government consider excluding the plans from the page count?

Answer. The Quality Control Plan and the Mission Essential Plan are not included in the 30-page limit.

Question # 1. Will the government provide the vehicles necessary to haul waste?

Answer. No, the contractor will provide the vehicles necessary to haul waste.

Question # 2. What GFE will be provided to the contractor?

Answer. GFE provided is listed in paragraph 5.0 of the Performance Work Statement.

Question # 3. Will the contractor be required to provide general purpose vehicles?

Answer. The contractor is required to have separate vehicles for lavatory servicing and fleet services.

Question # 4. Will the government provide high lift stands/devices, maintenance stands and safety harnesses for exterior washing?

Answer. The Government will only provide maintenance stands for exterior washing.

Question # 5. PWS Paragraph 2.23.2 Indicates there is an incumbent contractor. What is the name of the incumbent?

Answer. The incumbent contractor is FedVet Construction.

QUESTIONS AND ANSWERS # 1

QUESTION # I. PWS Para I What is the total of aircraft that needs washed/clean Monday-Friday

ANSWER. The unit has a total of 8 aircraft that require a wash.

QUESTION # 2. PWS Para 2 - Frequency of wash? Do you want someone there to wash every day?

ANSWER. Each aircraft requires a wash every 180 days. We do not require someone there to wash every day. However, they will need to be there every day for lavatory servicing.

QUESTION #3. PWS Para 2 What is the notification for after-hours wash?

ANSWER. Our aircraft wash is scheduled in advance for the entire year. There won't be a need for an after hours wash.
