502d EAST AIR TRAFFIC CONTROL TOWER WINDOW SUNSHADE

F3PT741141AW03

The 502nd Contracting Squadron, has a Brand Name or equal requirement for the Purchase and removal, replacement and installation of PV-128 Window Shades for the East and West Air Traffic Control Towers. (12) ATCT shades in the east ATCT cab and twelve (12) ATCT shades in the west ATCT cab located at Joint Base San Antonio, Randolph. Installation shall include remove of existing ATCT (air traffic control tower) window shades and replace with new ATCT window shades in both east and west control towers located on Joint Base San Antonio – Randolph. The window shades shall meet the Federal Specifications (FS L-P377) and Federal Standards (FED-STD-102) for this requirement.

The 502nd East and West Tower Shades need replacing which are now out of the allowable time table IAW FAA Regulation 6480.18 to which they must be replaced every 5-7 years. This is critical to the mission if not replaced; Worn sun shades decrease visibility for air traffic controllers. Air traffic controllers in a control tower separate aircraft by visual means. This decreased visibility increases the risk of an aircraft mishap and is a hazard to flight safety. Primary shades must be dark, heavy duty, F72 SR shades by “Plastic View” or approved equal. Secondary shades must be DS 8 SR material. This requirement falls under the Federal Specifications (FS L-P377) and Federal Standards (FED-STD-102). Shade material shall be manufactured from a polyester type polymer in accordance with Federal Specifications (FS L-P377) for type weather able DuPont Mylar clear sheet film or other manufacture approved by the COTR.

Contractor must meet the Federal Aviation Administration (FAA) specification (Attachment 1) to meet the government needs.

Based on the market research, there is a reasonable expectation that two or more eligible firms will submit quotes at fair market prices. Existing estimates from Plastic View Inc., American Classic Construction Inc, and Solar Screen Company, have indicated interest and provides for competition. It is also reasonable to expect that other companies will be interested in award of this ATCT Window Shades Requirement . The requirement will be solicited using a combined synopsis-solicitation posting it on SAM.gov via Contract Opportunities.

The 502nd Contracting Squadron Office will keep a very close update with the Federal Specifications (FS L-P377) and Federal Standards (FED-STD-102) for this requirement, ensuring use of the most current approved FAA that meets all specifications. This should provide wide opportunities to compete future requirements throughout the enterprise.
