About this file

This document includes an attachment outlining salient characteristics for a mobile C-arm system and the related federal contract opportunity on the Federal Business Opportunities website. The Department of the Air Force is seeking to acquire a GE OEC Elite CFD Mobile C-arm, or equal, to be used for various clinical applications including orthopedic, gastrointestinal, endoscopic, urologic, neurologic, critical care and emergency research procedures. The required system must meet detailed technical specifications including a CMOS detector with continuous fluoroscopy, a battery buffered 15kW generator, overscan and field of view capabilities, automatic brightness and contrast adjustment, high resolution monitors, storage for 40,000 images, and integrated positioning aids such as a laser aimer. The contractor shall warrant the equipment for one year from acceptance.

SALIENT CHARACTERISTICS

Salient Characteristics: Equal products must meet the below salient characteristics to be considered an equivalent. Failure to meet the below characteristics renders the quote as unacceptable.

- System must have CMOS technology with continuous fluoroscopy to consistently give high resolution images at a low dose

- System must be capable of sustaining FULL power (15kW peak) at full frame rate resolution (1.5k x 1.5k) with an exclusive battery buffered generator technology

- System C must be designed to offer 55 degrees of overscan, making it easier to position for the oblique spine angle views needed for procedures such as placing pedicle screws

- System must be designed with a large field of view with 21cm x 21cm and 31cm x 31cm CFD options

- System must offer squircle design that's capable of displaying 100% of the imaged anatomy even when rotated

- System must be capable of converting more X-ray photons into the electrons needed to create an image, and minimizing electronic noise

- System must consist of ultra-efficient crystalline structure that processes and transfers data in real time to process full resolution images at full frame rate (30 fps)

- System must have a Pulsed Fluoroscopy Mode allowing a pulse rate of at least 4, 8, 15 pulses per second

- System must have a Pulse width of at least 2050 ms

- System must have auto and manual pulsed fluoroscopy modes

- System must include a low dose fluoroscopy mode

- System must have a Digital CINE Pulse Mode with a kVp range of at least 40120 kVps, a mA range up to 150, a pulse rate of at least 15 and 30 pps, a pulse width of at least 9 ms

- System must have a Digital Spot Mode with a kVp range of at least 40120 and MA range up to 75 and must have automatic exposure termination and automatic image save functions

- The system image processor must dynamically sense the collimator position and automatically adjust image brightness and contrast. The image processor must adjust brightness and contrast automatically and allow user to adjust sensitivity levels for optimum image quality even metal is introduced into the field

- System must automatically seek the subject anatomy anywhere within the imaging field and automatically adjusts to anatomical size and location and must provide uniform image quality throughout the entire image

- System must have a flat panel monitor mounted on the mainframe to allow easy viewing of images while fluoroscopy is being performed

- Must have an Ultra high definition Color display with touchscreen system control

- System must be capable of Digital Image Rotation adjusting image display for live and last image hold, allow for image rotation, have live and last image hold rotated in real-time, show onscreen display of rotation degrees, and allow for image reversal and inversion

- System must have a Vascular Imaging Software Package with at least 1.5k x 1.5k x 16 bit processing. It must allow for precision imaging with General Purpose Dynamic Range management (GDRM) enhancing anatomy of interest while attenuating background features. Vascular software must have preset imaging profiles, for general, orthopedic, spine, vascular, bolus chase with motion tolerant subtraction (MTS) and noise filter with onscreen indicator, minimal difference spatiotemporal noise filter (MDST)

- System must have automatic and manual digital brightness and contrast control, it just have a negative mode, with save/autosave features and swap/autoswap features

- System must have a minimum internal storage capacity for at least 40,000 images and must have USB export with DICOM Viewer for displaying images on PC platforms

- The system must be HIPPA compliant

- System should have a zoom and pan function and allow for image annotation

- System must have integrated C-Arm positioning aides with a minimum integrated laser aimer (Class IIIa/3R) and have a motorized vertical lift

- The system must have an uninterruptible power supply sufficient to allow for controlled shutdown, accidental power loss protection with at least 20 second battery backup power to workstation and C-Arm

- The contractor shall warrant equipment to be free from defects in title, and for one (1) year from equipment acceptance, it shall be free from defects in material and workmanship under normal use and service; and perform substantially in accordance with the specifications.
