STATEMENT OF WORK
Replace 231 Ton Closed Circuit Cooling Tower at B2791
Joint Base San Antonio - Fort Sam Houston, Texas Amendment 1
SCOPE OF WORK. Contractor shall demo existing Closed Circuit Cooling Tower and provide and install a new 231 ton Closed Circuit Cooling Tower Baltimore Air Coil FXV or equal to in load specifications (refer to Appendix 1). It should also include the replacement of the current Variable Frequency Drive (VFD) and all components with a new enclosed cabinet at Building 2791 Fort Sam Houston. The new drive shall be compatible with the new cooling tower motor.
The VFD shall be same brand name as the current one (Danfoss) or equal to. The new electrical wire shall be ran from the new control panel to the new cooling tower. Contractor shall retrofit any pipe fitting or pipe to be able to tap in the current pipe system. Contractor work under this contract shall result in a complete and fully functioning condenser water loop. Contractor work shall include any and all materials, labor, personnel, equipment, tools and anything else as necessary to result in a complete and fully functioning condenser water loop.
BACKGROUND. The tower is located at the East end of Building 2791 on JBSA-Fort Sam Houston. Unit processes condenser water for approximately 240 room water source heat pumps and a water cooled chiller (McQuay water cooled Mag lift chiller, Model # WMC 145SSC- ER10). This facility houses permanent party soldiers. As-Built drawings are provided for reference at Appendix 1.
1. SCHEDULING. Civil Engineering Office shall provide passes for the contractor and team.
The contractor shall schedule for all work and base passes with CEOER/RP Office: Eddie Velez at (210) 671-5142, or Cell (210) 416-7367. All work shall be completed and accepted by the government. Changes to the schedule shall be immediately identified to the inspector at 502d CEOER/RP JBSA-FSH.
2. PROTECTION OF GOVERNMENT PROPERTY. The contractor shall protect government property to the extent necessary to prevent damage to government property. The contractor shall use drop cloths, shields, vents, and other protective devices as necessary.
Contractor may remove fixtures and equipment as necessary that may interfere with the work. Contractor shall reinstall fixtures or equipment removed and shall ensure they are operational prior to departing the work site. The contractor shall be responsible for making repairs to damages caused by the contractor at no additional cost to the government.
3. HOURS OF OPERATION. The contractor shall perform all work during the hours of
7:00am to 4:30pm, Monday through Friday and weekends from 7:00am to 4:30pm. The contractor is not required to perform work during federal holidays. (New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day)
4. WORK TO BE PERFORMED.
a. Contractor shall demolish existing Closed Circuit Cooling Tower. Existing Closed
Circuit Cooling Tower and ancillary components shall become the property of the contractor and shall be removed from JBSA Fort Sam Houston.
b. Contractor shall submit manufacturer plans and specifications for the proposed unit to be installed for 502 Civil Engineering Squadron review and approval prior to start of project.
1. The existing Closed Circuit Cooling Tower is a Baltimore Air Coil Model
FXV-661/QWQ Serial# U084090813.
2. Replacement of the Closed Circuit Cooling Tower shall be Brand Name or Equal. Replacement unit shall be compatible to current existing unit in paragraph 4(b)(1). Contracting officer and 502 Civil Engineering Squadron will review all submitted quotes.
3. Closed Circuit Cooling Tower shall meet design requirements in Table 1
(one). Contractors shall take measurements of the inlets and outlets of the existing cooling tower to minimize retrofit.

c. Contractor shall provide and install approved Closed Circuit Cooling Tower and shall complete all electrical and piping connections by certified technicians in their trades.
d. Contractor shall update controls hardware as necessary for the replacement of the Closed Circuit Cooling Tower. After installation, the Closed Circuit Cooling Tower shall operate in accordance with manufacturer’s specifications.
e. The contractor shall update controls software as necessary to operate the replacement of the Closed Circuit Cooling Tower in accordance with manufacturer’s specifications.
f. Contractor shall passivate the closed loop circuit prior to the startup of the new
Closed Circuit Cooling Tower in accordance with the manufacturer’s specifications.
g. Contractor shall perform startup of the unit and confirm operation in accordance with manufacturer’s requirements.
h. Contractor shall provide a standard one year warranty.
i. All work shall be coordinated with facility occupants in such a way as to minimize disruption to facility operations. Point of contact is Jessie James at 210 221-0032 or Edward Velez at 210 671-5142.
5. QUALITY ASSURANCE. The government will perform inspections of contractor work and acceptance of work will be performed by authorized personnel from 502d CE Planning Engineering.
6. ENVIRONMENTAL COMPLIANCE. The contractor shall comply with all applicable federal, state, and local environmental laws and regulations.
7. CLEAN-UP. The contractor shall dispose of all contractor generated waste and the old
Closed Circuit Cooling Tower and ancillary components at an off-base city or state approved disposal site. Contractor shall clean-up work site at the end of each working day.
8. RECORD DRAWINGS. Record As-Built drawings for project under which existing Closed
Circuit Cooling Tower was installed are included in Appendix-1 for reference.
