Questions and Answers - Solicitation #: FA301620U0001 JBSA Leadership Resiliency Courses
1. Is this request for the design and development of (5) different 5 day training courses that need to be delivered once each, or the design and development of (1) 5 day course that needs to be delivered 5 different times during the year?
This requirement is for the design and development of one, 5-day course that is to be delivered five times each year for each performance period of the contract.
2. When will the award be awarded?
The estimated award date is 25 Oct 19.
3. Will a Subject Matter Expert be provided to determine the scope of the competencies in section 2.2.3 and section 2.2.4 and be available to support a performance based gap analysis?
In accordance with para 2.2.2, the contractor is responsible for all development and execution of the training courses, to include the implementation plan, tentative schedule, course agenda, and confirmation of performance parameters by which the success of the training can be measured. In accordance with para 2.2.6., a core staff member from the contractor shall lead all discussion sessions with the support of local subject matter experts in providing information and responding to questions on the topics.
4. Section 2.2.6 mentions local SMEs that can be used to support the learning strategy. Will contact information be provided to the contractor post award?
Yes, contact information can be provided to the contractor post-award.
5. Will documents that have governing authority over the competencies in sections 2.2.3 and 2.2.4 be provided?
No, in accordance with para 2.2.2, the contractor is responsible for all development and execution of the training courses, to include the implementation plan, tentative schedule, course agenda, and confirmation of performance parameters by which the success of the training can be measured.
6. Will the trainings take place on bases in a theater of some sort or does this involve overnight in a hotel/conference center?
Training will be conducted between 7:00 AM and 5:00 PM Central time Monday through Friday at an available government facility. No training will take place overnight in a hotel or conference center.
7. Do all topics have to be covered or a large portion of the stated topics?
Yes, all topics listed in the performance work statement must be incorporated into the 5-day training session.
8. Is each 5-day course 5 days concurrent (Mon to Friday) or spread out over time?
Each 5-day course is five days concurrent (Monday through Friday). Per the performance work statement para 2.1., training dates will be established between the government and contractor at the beginning of each performance period of the contract based on availability of the government training locations and contractor availability.
9. Attendee #s: Is it 50 for each 5 day session, or 10 each session (50 total in 1 year)? Can we assume that spouses would be in addition to those #s?
The number of attendees per each 5-day session is 50, plus up to 50 spouses on the last two days of the training session.
10. One coach/trainer cannot do all topics as they specialize to ensure quality. Is a team of coaches OK?
Yes, a team of coaches is acceptable.
11. Are you considering awarding the contract to more than one vendor as the need is so diverse?
One award will be made only.
12. Why does this audience need this? What are the most common causes?
The military requires a comprehensive, sustainable, multifaceted, evidence-based holistic health, wellness, and fitness leadership program focused on enhancing strength and balance for military leaders while providing relevant and essential tools for leaders to manage and respond to unit and troops’ issues and challenges. The skills learned during the 5-day session will positively affect the military mission.
13. Why does this audience need this now?
The commanding staff at the 502d Air Base Wing in Joint Base San Antonio have determined a need for this resiliency program focus on enhancing strength and balance for military leaders while providing relevant and essential tools to manage and respond to their subordinate's issues and challenges.
14. Is there an incumbent vendor?
There is not currently an incumbent contractor. The service is not currently being provided.
15. This is a request for a lot of subjects in 5 days. How would you prioritize the list of needs?
The government isn't prioritizing the subjects. In accordance with the RFQ, each quoter shall provide a detailed technical plan showing their resiliency training approach, methodology, and solution to satisfy the requirements included in performance work statement. The technical plan will contain the following sub factors:
Sub factor 1: Licensing and/or certification and/or qualifications of professional instructors, as applicable to the type of training required in the PWS Sub factor 2: Agenda / schedule of 5-day course Sub factor 3: Curriculum and training
16. What are some of the changes these couples experience that this training would serve them?

19. Will the Government be providing the training space/location.
Yes, the government will provide the training location on one of the Joint Base San Antonio installations in accordance with performance work statement para 5..
20. Has this training been procured before? if so, when and who is/was the contractor?
Yes, the training has been procured before by Three Sixty, Inc. The contract expired on 30 Sep 19.
21. Is it possible for the due date to be extended until Monday, October 21, 2019, in light of the closeness of the question submission date, government response date, and the current quote due date, please?
Yes, the due date can be extended to 21 Oct 19.
22. Is this a new requirement or has this course been taught before for the Air Force.
Yes, the training has been procured before by Three Sixty, Inc. for three sessions at Joint Base San Antonio. The contract expired on 30 Sep 19.
23. The specific components outlined as part of the course (leadership, military, values, self-care, resiliency, stress, stress management, anger, anger management, biofeedback, relaxation, yoga, meditation, mindfulness, hypnosis, humor and health, spirituality, physical fitness and physical training planning, injury prevention, pain management, couples and parent-child communication, conflict resolution, sex and relationships, sexual assault and domestic violence, nutrition, journaling, sleep, financial management and planning, combat stress, post-traumatic stress, suicide and suicide prevention, psychological fitness, alcohol and alcohol management, Alcoholics Anonymous and similar programs, transitions, and individual sessions. The course shall include complementary medicine approaches such as hypnosis, acupuncture, mindfulness, meditation, and yoga) – Does the instructor need to have specific certifications, degrees, and credentials?
The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide leadership resiliency training for mid-level non-commissioned officers (NCOs) across Joint Base San Antonio. Yes, the contractor shall provide licensing and/or certification and/or qualifications of professional instructors, as applicable to the type of training required in the performance work statement.
24. Will AV/computer equipment and a classroom be provided or does the vendor need to supply all technology and space?
AV/computer equipment will not be provided but a training location will be provided. The vendor is responsible for providing all materials.
