1. Are there any requirements for data/communications conduits or low voltage wiring for this project? If so, please identify specific scope requirements. None required in project.

2. Statement of Work Paragraph 1.2.7 mentions a rolling lane gate at the ACP Guard Shack. Please confirm this gate is only manually operated and no motorized requirement? See item 3 below.

3. Does the scope of work include providing and installing the rolling lane gate at the ACP Guard Shack? If so, please provide size required. No. The rolling gate is existing, it was recently replaced by the using agency along with the fence.

4. Statement of Work Paragraph 1.2.5 mentions LED type adjustable post inspection lighting fixtures. Are the external inspection post lights "physically adjustable"? Do these need to be adjustable in terms of the aiming direction, or will stationary flood lights be sufficient? Stationary flood lights can be furnished as long as the fixtures provide the required uniform lighting coverage for the purpose intended. We don’t anticipate any immediate change in the aiming of the fixtures after the project is completed.

5. Can the government provide a basis of design light for the LED type adjustable post inspection lights? No. See also item 4 above.

6. Statement of Work paragraph 1.2.9 states that the contractor is to make site preparations to include electrical power for two solar-powered pop-up barriers. It states that the location of these will be made known during the design phase. In order to accurately price the electrical service, we will need to know an approximate location during the bid phase. Please advise where these will be located? See attached electrical location drawing for PoP-Up Barriers.

7. Does the Guard Shack contain a pre-installed electrical panel, and are the receptacles and HVAC unit within the shack pre-wired? Yes. See attached Vendor’s Drawings.

8. What is the required voltage and ampacity for the power supply to the Guard Shack?

Voltage: 120/240 Volts Capacity: 100 amps

9. Does the Overwatch Tower contain a pre-installed electrical panel, and are the receptacles and HVAC unit within the tower pre-wired? Yes. See attached Vendor’s Drawings.

10. What is the required voltage and ampacity for the power supply to the Overwatch Tower?

Voltage: 120/240 Volts Capacity: 100 amps

11. Is there a conduit that runs from the electrical panel at the existing light pole back to the panel next to the utility transformer? If so, what is the diameter of the conduit? Yes. It is a 1”C which has conductors. This conduit (circuit) most likely will be too small for ECP/CVIS combined total load and not be adequate for reuse, because of distance and voltage drop requirements.

12. Is it acceptable to provide all electrical power from the existing panel located next to the utility transformer? This would have to be carefully studied by the DOR and determination made during the design. Yes, consideration should be given to securing power from the existing 120/208 volt MDP Panelboard located approximately 40” south of the existing concrete TTS pad. This panelboard is powered from a 225 KVA 120/208 volts that is owned and maintained by CPS Energy. See attached photos.

13. Please provide the following information for the existing electrical power source at the base of the existing light pole (shown in the virtual site visit video):

· Voltage 480 volts

· Ampacity (amps) cables unmarked, appears to be 2 # 8 cables

· Existing electrical load: Unknown, cables not connected at both ends

· Available spare load capacity Unknown

14. Please provide the following information for the existing electrical panel next to the existing utility transformer (shown in the virtual site visit video)? .

· Voltage: 120/208 volts

· Ampacity (amps) 600 amps

· Existing electrical load: Unknown

· Available spare load capacity Unknown

· Quantity of available spare circuit breaker spaces: See attached photos of the panel

15. The location of the ACP Guard Shack and outbound lane appears from the site visit video that it will require removal of parts of two existing fences. Removal of fence is not mentioned in the Statement of Work. Please confirm what is required with regards to demo of the existing fences. Since the video was taken the existing fence has been removed and replaced with a new fence by another vendor. There is an approximately a 48’ opening that has a new manually operated sliding gate. There is now approximately 29’ available for the construction of two inboard lanes which each require a 12’ width and a remaining space of 14’ for the single outboard line which also requires 12’ width. See attached photos of the fence.

16. Please confirm that providing and installing the 30’ x 90’ shade canopy is included in the contract? Yes this shade canopy is included in the contract.

17. Statement of Work Section 1.2.6 states the Over-Watch Tower will be provided by others under a separate Navy contract. It states that the Navy selected vendor will deliver, mount, and anchor the Over-Watch Tower onto the new concrete foundation and then our team is responsible to make the Over-Watch Tower operative. Can the government please provide the schedule duration that the government contractor will need to install the Over-Watch Tower so we are aware of the amount of time to include in our schedule? The contractor (Vendor) will need approximately 3 weeks to install the Over-Watch Tower.

18. Statement of Work Section 1.2.6 states the Over-Watch Tower will be provided by others and that the contractor will be furnished with drawings/specifications on the Over-Watch Tower. Under our contract, we are required to price a concrete pad for the Over-Watch Tower which would require understanding the design requirements based on weight/loading of the tower to sufficiently price the foundation. Please provide the drawings/specifications for the Over-Watch Tower. See Vendor’s Drawings/Specifications for the Over-Watch Tower attached.

19. Statement of Work Section 1.2.7 states the Access Control Point Guard shack shall be provided by others on a separate Navy contract and that the contractor will be provided drawings/specifications on the ACP Guard Shack. We are required to price a concrete pad for the ACP Guard Shack which would require understanding the design requirements based on weight/loading of the tower to sufficiently price the foundation. Please provide the drawings/specifications for the ACP Guard Shack. See Vendor’ s Drawings/Specifications for the ACP Guard Shack attached.

20. Using panel MDP to feed the Watch Tower, the CVIS, the ACP Guard Shack, and the solar barriers will be expensive due to the cost of the circuit breakers for that particular panel. Is purchasing one breaker to feed a new sub-panel, then using the sub-panel to feed the various locations for this project an acceptable alternative? The answer is Yes,if we are referring to the MDP panel located approximately 40” south of the TTS concrete pad. As long as it meet the NEC and UFC requirements, this electrical design approach should be an acceptable option to be included in the Design.

21. If the new sub-panel is acceptable, can the sub-panel be placed on the same rack as the watch tower disconnect? Yes see item 20 above.

22. If the new sub-panel can be place on the same rack as the watch tower disconnect, can a breaker in the panel be used as the disconnecting means for the watch tower in lieu of the disconnect? Yes. See item 20 above.

23. Ref 01 11 00 1.2.5 – 1,400 SY of asphalt is provided as a quantity, please confirm any quantity over this amount, if needed, would not be required by this contract? Any quantity of asphalt above this amount, must be included in the contractor project cost.

24. Ref 01 11 00 1.2.5 – Is the existing paved lane connecting Haby’s Rd to the ACP area to be removed? It is not noted as existing in Figure (B). If the existing pavement is to remain, please provide the width of the existing pavement. The site visit video indicates it to be removed.

This existing pavement must be removed it is not adequate for reuse.

25. Ref 01 11 00 1.2.7 – Please provide design specs, cut sheets, or UFC referenced standards on rolling lane gate (height, width, materials, screening, etc) and turnstile (width, locking, enclosure, etc). Both items can vary based on security level, construction type, access control, and other needs. Suggest review of UFC 4-022-03 and accompanying details such as UFC-704 for rolling gates and UFC-705 for turnstile. The rolling gate is existing and no work is required. See item 3 above. Correction: The Turnstile to be furnished by others and not included in the project.

26. Ref 01 11 00 1.2.9 – It’s not clear who will install the Navy provided Solar Powered Vehicle Pop-up Barriers. .Please advise. Another vendor will install the two Solar Powered Vehicle Pop-up

27. Ref Attachment 7 Appendix A standard details – a typical roadway section and chain link fence are specified (Detail 7 on page C-3) but are not highlighted for use. Please specify use of these details. For the pavement section, it is assumed this would be the base bid to be confirmed by geotechnical investigation and alternatives may be available or necessary, please confirm. No base bid item included. No fence work required in project.

28. Please provide loading criteria for asphalt and concrete pavements. The DOR should refer to the UFC for guidance during the design. In general should be DOT road regulation rated and IAW with the UFC.

Please provide design submittal requirements. (Suggest 65%, 100%, Corrected 100%.

Please refer to the SOW, Section 01 31 16 Design After Award. These stages involves basically submission of the drawings, Specifications, Design Analysis and Cost Estimates for the Govt review..

29. Appendix A Figure A – Please confirm what items are existing and what items are proposed. Please note keyed note 13, red angled fence, and other items do not have a description, and are not apparent by aerial photo. The red angled fence is existing and no work is required.

30. Appendix A Figure D – Please provide dimensions on new lanes. 12’ Wide for new lanes

31. Appendix A Figure D – Please provide clarification on what is meant by 3.5’ x 4’ protection wall and specifications / materials of such wall. Is 4’ the height? The protection wall is to be constructed of concrete and is to be 4.0’ high.

32. Appendix A Figure D – Please provide details on 3.5’ x 12’ protection wall noted in keyed note 1 including materials, height, etc. The protection wall is to be constructed of concrete and is 4.0’ high.

33. Appendix A Figure D and E – Please provide dimensions throughout. Final dimension to determined at design by the DOR

34. Can the government please provide As-Builts of the electrical service at the site? See attached drawings.

35. Section 01 11 00 paragraph 1.2.12 states to provide a Site Superintendent and that they can also perform as a QC Manager. Section 01 35 30 paragraph 1.3.8 states that the Superintendent can also be the Safety and Health Officer. Please advise that one person can serve all 3 positions of Site Superintendent, QC, and SSHO on this small site. No. Only as specified in Section 01 35 30.

36. From the site visit video there appears to be an existing guard shack near the existing shade canopy and a 2nd fence. Driving by the site it appears the fence and guard shack have been removed. Please confirm there is no additional demo in this area associated with this removal.

There a few piece of concrete left in the ground that needs to be removed, also see also item 24 above.

37. At the existing high fence near the new guard shack there appears to be a brand new rolling gate on that fence. Are we keeping that gate, demo and re-installing, or installing a new rolling gate? The existing rolling gate and fence now existing shall remain. See item 3 above.

38. Site visit video indicates a sentry walkway constructed on the right side of the canopy. This is indicated as Note 5 on Figure F. Can the government please provide details of what is defined as a sentry walkway? This is basically a sidewalk to be constructed of the dimension specified.

39. Striping is mentioned as a requirement for the roads. What striping will be required for the lane going into and out of the CVIS area? Is this considered just one lane traffic with edge lines? Need to understand the number of lanes and expected striping for this area? These are single one traffic lane with the arrow striping as shown in Appendiz A.

40. Attachment 7 As-Built Appendix A Figures include a Red Line that we believe all represents fence per Note 7 on Figure D. Please confirm that this is all existing and no new work is required with the fence? This is existing fence and no work is required.

41. Attachment 7 Figure A shows a Note 1 Tactical Training Facility, Note 2 TTF Access Control Point Guard Shack and Note 3 TTF Fence and Gate. Please confirm we have no work associated with these items? No work included in project on these items.

42. Section 01 33 16 para 1.2 states that “All areas of design disciplines including geotechnical, civil, architectural, interior design, structural, mechanical, electrical, fire protection, and commissioning shall be accounted for by a listed, Professional Registered Designer of Record.” Will the Government confirm that, based on the scope of work for this project, the Contractor is only required to account for geotechnical, civil, structural, and electrical design? Concur with these design disciplines if no other disciplines are needed during the course of the project.

43. Section 01 33 16 para 1.2 states that “All areas of design disciplines including geotechnical. . . shall be accounted for by a listed, Professional Registered Designer of Record.” Will the Contractor be required to perform and provide a geotechnical investigation prepared by a Professional Engineer for this project in order to address new foundations and pavements?

Yes

44. Attachment 7, Figure F indicates “Canopy 30’x90’ (with access height of 16’). Will the Government clarify if this 16’ is the minimum clearance from roadway surface to bottom of canopy structure? Yes 16’ is the minimum.

45. Attachment 7, Figure F indicates “Canopy 30’x90’ (with access height of 16’). What is the minimum acceptable clearance distance from the top of grade (outside roadway pavement) to the bottom of canopy structure? 16’

46. Attachment 7, Figure F indicates “Canopy 30’x90’”. Will the Government clarify the allowable material options for the canopy columns and framing structure (ie wood, steel, aluminum, masonry, etc) and respective finishes (painted, galvanized, etc)? Steel framing with fabric shade with khaki or sand color that matches the existing shade canopy in the ACP area.

47. Attachment 7, Figure F indicates “Canopy 30’x90’”. Will the Government clarify the allowable material options for the canopy (wood, metal, plastic fabric such as Permalene, etc)? See item 46.

48. Attachment 7, Figure F indicates “Canopy 30’x90’”. Is there a desired or required roof shape for the canopy (ridge with hips, ridge with gables, flat, etc)? Roof shape to match the existing canopy in the ACP area

49. Attachment 7, Figure C “Over Watch Tower Details” indicates separate footings at each of the four tower legs. Other than the required foundations, is the Contractor required to provide a paved concrete surface under or around the Over Watch Tower? A foundation is required for the Over Watch Tower.

50. Section 01 11 00, para 1.2.6 states that “the open air Over-Watch Tower” will be approximately 11’ tall to the catwalk…. See Figure C, Appendix A.” Figure C, Appendix A indicates 20 feet to the catwalk. .Please clarify the height to the catwalk. Correction: The Catwalk is 11’ tall. See attached drawings of the Over-Watch Tower.

51. Figure C, Appendix A appears to indicate an enclosed 8’x8’ structure with windows, wall, and roof on top of the 20’x20’ catwalk platform. Please clarify that this is an enclosed structure and details of use so that appropriate dead, live, and wind loading can be determined. See Vendor’s drawings/specifications on the Over-Watch Tower attached.

52. Figure C, Appendix A does not indicate a height from the catwalk to the top of what appears to be an enclosed structure with windows, wall, and roof. Please provide height. Catwalk is 11’ high. See Vendor’s Drawings/Specification attached.

53. Figure C, Appendix A indicates the Over-Watch Tower columns being embedded into foundation in lieu of base plates and anchor bolts. Please provide a conceptual foundation detail of how the Government engineer on the Over-Watch Tower will require anchorage. If columns are required to be embedded into concrete please provide minimum embedment. The DOR is required to design the foundation in the Design Phase, see the attached Vendors Drawings of the Over-Watch Tower.

54. Will the Government provide design drawings and structural foundation reactions to the Contractor to coordinate foundation design and utility connections with for the ACP Guard Shack and Over-Watch Tower prior to us issuing the 35% design package? When will this information be provided? See Vendor’s drawings/specifications of these units are attached.

55. Section 01 33 16 para 3.2 states indicates a 35%, 65%, 95%, 100%, and IFC design package. This para also indicates that the Government has 14 calendar days to review each design submittal. This equates to 70 days of Government review time. Will the Government accept a reduction of the number of design packages? No. The Govt review equates to 4 X 14 = 56 days.

56. Section 01 33 16 para 3.2 states indicates a 35%, 65%, 95%, 100%, and IFC design package. This para also indicates that the Government has 14 calendar days to review each design submittal. This equates to 70 days of Government review time. Will the Government accept a reduction of review time? No.

57. Appendix A, Figure D, Legend note 2 states “12’x18’ slab with 3.5’ x 12’ protection wall in front.” Is this 12’ x 18’ slab the minimum required dimensions for the ACP Guard Shack foundation? If not, what are the minimum dimensions for the ACP Guard Shack? Yes this is the minimum dimensions, see attached vendor’s drawings/specifications of the ACP Shack.

58. Appendix A, Figure D, Legend note 2 states “12’x18’ slab with 3.5’ x 12’ protection wall in front.” Is the protection wall required to be concrete? Yes

59. Appendix A, Figure D, Legend note 2 states “12’x18’ slab with 3.5’ x 12’ protection wall in front.” In order to design the protection wall and foundation, what force applied at what height is the “protection wall” supposed to withstand? As required by the UFC for this type of structure.

60. What minimum concrete thickness is required for the ACP Guard Shack wall anchorage? To be determined by DOR at design.

61. What concrete finish is required on the ACP Guard Shack Wall foundation? To be determined by the DOR during the Design.

62. There was once a stockpile on Lackland for disposal of materials. Is this still available for the excavated material for this project? No

63. What material is required for pavement markings? Pavement Markings materials shall be IAW UFC requirements.

Please confirm that seeding for disturbed areas is acceptable. To be determined by the DOR during the Design.

64. As this is a Design Build project that will require concept design to be created after receipt of questions for pricing purposes we request a minimum of 7 business days after Q&A responses are received for submission of bids. Bidders will be notified of any changes or revisions to Bids due dates by the Contracting Officer.
