STATEMENT

344th TRS

JBSA-Lackland AFB, TX

Disassembly and Palletization of the C-141 Load Trainer and Forklift Trainer

1.0 Scope

The scope of this effort includes the disassembly, palletization, of a C-141 Load trainer and a Forklift trainer located on JBSA-Lackland AFB (344th Training Squadron Bldg 10902) The disassembled C141 Load Trainer and components will remain in Bldg 10902 east side of hangar, while the Forklift Trainer components will remain outside bldg. 10902 north concrete pad area. Access to four (4) 110V outlets are available in the interior of the place of performance.

2.0 Requirements

2.1 Task Description

Tasks for this module can be summarized as follows and listed below under task requirements:

The Contractor will provide all personnel, equipment, tools, labor, supplies, materials, and supervision, required to disassemble and palletize a C-141 Load Trainer and Forklift Trainer in Bldg 10902 (344th Training Squadron) JBSA Lackland AFB, TX.

2.1.2 Task Requirements for C-141 Load Trainer and Forklift Trainer disassembly requirements are as follows:

a. C141 Load Trainer- Disassemble C141 Load Trainer System into subsystems, components, and/or parts, and palletize on standard 48” x 40” pallets or place into standard 48” x 40” tri-wall type containers by like material (i.e. wood, plastic, metal, etc.)

Ensure components/parts are strapped, secured and laid down on each pallet. Base of load trainer can be separated into sub-components by breaking the weld and removing any loose materials and placed on skids, so that these subsystems can be loaded and secured onto a standard flatbed trailer.

b. Forklift Trainer- Disassemble Forklift Trainer system into subsystems, components, and/or parts, and palletize on standard 48” x 40” pallets or place into standard 48” x 40” tri-wall type containers by like materials (i.e. wood, plastic, metal, etc.) Ensure components/parts are strapped, secured and laid down on each pallet.

c. C-141 Load Trainer- Hydraulic Fluid Drainage and Disposal off JBSA Lackland.

d. C141 Load Trainer/Forklift Trainer- Pallets shall interface to standard forklifts.

e. C141 Load Trainer/Forklift Trainer- Each pallet of disassembled systems containing subsystems and/or individual components shall be uniquely labeled by system.

f. C141 Load Trainer/Forklift Trainer- Pallet content shall be banded and/or boxed and/or otherwise contained within pallet such that contents are secure and do not fall out from pallets upon lifting and/or movement with forklift.

g. C141 Load Trainer/Forklift Trainer- Contractor is responsible for attaining contractor-supplied equipment operation certifications.

h. C141 Load Trainer/Forklift Trainer- The contractor is not tasked, nor responsible, for relocating loaded and labeled pallets. The trainers are to be palletized where they are currently located.

2.1.3 Special Considerations

The Contractor will consult with and obtain approval from the Contracting Office prior to any deviation, substitution or change from the specifications and/or drawings. Any change, revision or addendum from the original specifications and drawings may require a re-negotiation of costs and time. A permit is required from the Fire Department (671-2921) to perform any activities or activity that produces sparks and/or flames within the place of

3.0 Physical Security

This effort is unclassified and no personnel clearances are required to be maintained. While at Government locations, the Contractor will comply with local visitor security procedures provided by the Government, and submit appropriate visitor data as requested. The Contractor will work with local base security to determine route requirements and procedures.

4.0 Place and Hours of Performance

When working at Government facilities, work will be accomplished during normal duty hours (0730-1615), Monday through Friday, unless otherwise approved by the Government Project Manager. The Contractor will not schedule work on Federal Holidays.

Contractor personnel will not report to Government facilities to work nor remain at the work locations any time the Government is unexpectedly required to close their offices. The Contractor will not be compensated for these Government closures. The Contractor is responsible for all notification of their contractor staff during times of closure.

5.0 Site maintenance and cleanup.

Site Maintenance: The contractor shall maintain work areas in a neat, clean, and safe condition.

The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian and/or vehicle traffic in the work area.

5.1 Records management.

The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements).

5.2 Inspection and Acceptance.

The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under this contract conforms to contract requirements. The contractor shall maintain complete inspection records and make them available to the Contracting Officer upon request. All work shall be conducted under the general direction of the Contracting Officer and is subject to inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.

5.3 Quality Control.

The contractor shall be responsible for quality control for all work accomplished during the performance of the task.
