Answers:
1. Clarify the quantity of work-hours per Medical Material Technician as listed on the Request For Quote paragraph 5 in which 3,920 hours is used versus a likely amount of 1,920 hr.
RESPONSE: Thank you for pointing this out. We have removed "billable hours" from the PWS and revised the CLIN structure to reflect a monthly service (12 months) vs an hourly service.

2. Is this a new requirement?

RESPONSE: This is a new requirement for two (2) Medical Materiel Technicians to work alongside/supplement active duty personnel. There is no incumbent contractor.

3. What are the submittal requirements?

RESPONSE: Please see paragraph 8 and return the completed quote schedule in Attachment 4, the completed FAR provision 52.212-3, and management/staffing plan.

4. Federal Holiday-listing incorrectly shows Inauguration Day” as a federal holiday
RESPONSE: Inauguration Day has been removed from the list of federal holidays.

5. Consider adjusting the Performance Work Statement to focus on the Medical Materiel Technician position versus the outliers (to include deployment to a contingency operator environment versus operational experience) listed below:

· PWS 4.16. Monitor and manage vehicles for MRTC to include maintenance and program management

RESPONSE: We removed the tasks in paragraphs 4.17., 5.4. 5.5., 5.7., and 5.10.

· PWS 4.17. Perform casualty movement using North Atlantic Treaty Organization (NATO) litters and gurneys and safe loading and unloading procedures for vehicles in the deployed location to include Modular Ambulance, Highly Mobile Multipurpose Vehicle (HMMWV).

· PWS 5.4 Ability to take direction and adapt to changing situations/job duties

· PWS 5.5. Ability to recognize combat stress and control processes.

· PWS 5.7. Summarize basic soldiering skills to include grid coordinate plotting, camouflaging medical assets, and defending medical assets.

· PWS 5.10. Demonstrate knowledge of Operational Security (OPSEC), Communication Security (COMSEC), and Emissions Countermeasures (EMSEC).

6. Is the Government is providing all required Safety equipment (which includes HAZMAT, AFOSH, and OSHA directed).
RESPONSE: Yes, the government will provide all safety equipment.
7. Is there an incumbent for this effort? If so, who?
RESPONSE: This is a new requirement and there is no incumbent contractor.
8. What is the planned contract award date?
RESPONSE: 30 Sep 19 or sooner.
9. What is the Contract Start Date for this effort?
RESPONSE: The effective date and start date will be on or before 30 Sep 19 for the contractor to start the process of filling the requirement.
10. Who is responsible for placing orders for new or replacement items – the Government or the CP?
RESPONSE: The contractor personnel will be placing orders through the DMLSS (Defense Medical Logistics Service System)
11. Will the CP have access to email or internet for, among other things, communication with ESP Corporate HQ?
RESPONSE: Contractor personnel will have access to government computers to perform government duties listed in the performance work statement. Communication with the contractor is not an authorized task.
12. If the contract is FFP, why are “billable hours” discussed in this paragraph?
RESPONSE: We have removed "billable hours" from the PWS and revised the CLIN structure to reflect a monthly service (12 months) vs an hourly service.
13. What is the Wage Rate Classification Code for both positions
0622 – Medical Supply Aide and Technician Series*

This series contains positions the duties of which are to provide wards, clinics, operating rooms, and other hospital facilities with medical supplies, instruments, sets, and equipment. Duties require knowledge of aseptic techniques and sterilization practices; the care, functioning, and uses of supplies, equipment, sets, and instruments; and methods for the preparation, storage, and issue of sterile and nonsterile medical supplies and the maintenance of adequate stock levels.

14. Would the positions be supervised by a Military Personal or Civilian Personal?
RESPONSE: This is a non-personal, performance based contract. Therefore, government personnel will not supervise contractor personnel. If there an issue with performance, the contracting officer representative will communicate the performance issues with the contracting officer, and the contracting officer will communicate with the contractor.
