FA301619RA042 – GREASE TRAP SERVICES AT JBSA RANDOLPH & LACKLAND TX
QUESTIONS & ANSWERS (Q&A)
Question 1. My question pertains to the women-owned small business I want to verify the criteria am I correct when I say the person awarded the contract should own 51% of the business a female gender and do they require certification through the Small Business Association as a women don't small business also are there any other requirements in order to bed and potentially be awarded the contract thank you.
Answer 1. Below are the eligibility requirements for a WOSB:
Must be a small business concern for the primary NAICS code or contract.
WOSB/EDWOSB has limited NAICS codes.
At least 51% owned and controlled by one or more women who are U.S. Citizens. The 51% ownership must be direct and unconditional.
Women must manage daily business operations including:
o A woman must hold the highest officer position within the business o The woman must work at the business full-time during normal working hours o The woman must have managerial experience required to run the business o Women must make long-term decisions for the business
• No minimum amount of time for business to be operational
A firm can self-certify that are a WOSB, but they cannot participate in a WOSB set-aside until they have uploaded all the required documents into the SBA’s repository at www.certify.sba.gov. The documents must be in the repository prior to the WOSB firm submitting a proposal. FAR 19.503(c) lists the documents that must be loaded into the repository.
Question 2. Table F-1 Grease trap Annual Inspections: Building 8400 Commissary is listed in Table F-1, but not in Table A-2 Grease Trap Workload Estimates. Is this an oversite?
Answer 2. No, this is not an oversite. The Commissary grease trap at Bldg. 8400 only requires an annual inspection.
Question 3. Appendix 1 Workload Estimates: Table A-1: There are 9 Grease Traps listed in Table 1-A, but they are not listed in Appendix 2 Grease Trap annual Inspections. Is this an oversite?
Answer 3. No, this is not an oversite. Annual inspections are not a requirement for Randolph Grease Traps.
Question 4. Are there any locations at any of the bases to dump waste on base from either Septic, Grease or OWS systems? Specifically Septic; and more specifically can the Activated sludge treatment plant at Canyon Lake Recreation area be used for dumping on-site?
Answer 4.
A. There are no locations on JBSA Randolph or Lackland to dump waste.
B. Only activated sludge can be pumped into the treatment plant at Canyon Lake. Waste pumped from the anaerobic sites at Canyon Lake cannot be pumped into the treatment plant.

Question 5. Appendix 1 Workload Estimates: Is there data reflecting actual historic quantities pumped and removed for the Grease Trap, Septic and OWS units? More specifically the Septic holding tanks, as volumes will vary depending on usage.
Answer 5. There is no precise historic pumping data available. The contractor should plan to pump the noted capacity of each trap at the required frequency.
Question 6. Appendix 1 Workload Estimates: Table A-2: Building 9085 has an asterisk next to the building Number, what does this indicate?
Answer 6. The asterisk indicates that Bldg. 9085 is currently under renovation. This facility will be operational when Lackland services begin in 2023, therefore the asterisk can be removed.
Question 7. Is the scope of work the same as the incumbent contracts or has the scope expanded?
Answer 7. The scope has expanded, as the requirements for both bases have been combined at the 4th Ordering Period, as noted in the description of the RFP ( SF 1449, pg 11), Bid Schedule and referenced in the FBO description page, which includes both contractors information .
