Questions and Answers

1. Will the base provide bathroom facilities at the work site for the work crews?
A: No. Contractor will have to provide portable facility for workers.
2. Are design drawings required for this project?
A: No.
3. Will work crews have access to a non-potable water source close to each work area?
A: No. Non Potable water source is not available. There is a potable overhead water filling point at Zinn Rd and Garden Ave. that Contractor will have access to. Also, Contractor can use a fire hydrant, but he must provide a backflow preventer and have it certified by the FSH Water Dept. The overhead fill point and fire hydrant sources are potable water.
4. Can both lanes of traffic be closed for each phase work area and traffic diverted, or does one lane have to stay open?
A: One lane shall stay open.
5. What is the proposed mapping route from the entrance and through the base to the work site for material delivery trucks?
A: Enter the Base at Jadwin ECP from I35S frontage rd. Take Jadwin Rd to Parker Hill Rd and make a half right turn on to Subsistence Rd, proceed to Humphrey Way and make a right turn. Proceed to Chaffee Rd and make a left onto Chaffe Rd and proceed to Wilson Rd and Turn right onto Wilson Rd. Proceed along Wilson Rd and it will become Garden Ave. and proceed to Garden Ave / Corporal Johnson Rd intersection. Turn left or right to reach your work zone.
6. What is the anticipated wait time for security to clear the material delivery trucks?
A: It depends on what time you go to Jadwin ECP. Usually, from 7:30am to 8:30am and 1240pm to 1:30pm are busy times and can take 30 -45 minutes in line to get on the Base.
Outside of these times it probably takes about 5-10 minutes, not counting time in line, to get access to Base if pass and ID are all in order.
7. Can you describe the base security clearance process and required documentation need from truck drivers delivering materials.
A: The 502d Contracting Squadron Contract Administrator will provide the Contractor with the Access Request Form and procedures to submit the form. Current Security Forces access requirements require all truck drivers delivering materials to have a Base Pass.
8. SOW Attachment 2, the beginning and ending of road repairs are not clearly marked or identified. Please clarify.
A: At the east end of the project where Corporal Johnson Rd meets Williams Rd the project begins at the concrete valley gutter. At the west end of the project, the project ends at the west side of the existing crosswalk stripes.
9. The specifications state the, “grass parking strip” requires 670 sqft. of reinforced concrete. This is considerably less than measurements verified in the field. Please clarify.
A: There are several grass parking strips in the project and the map provided was not large enough to show which grass strip will be concreted. Attached aerial shows the correct grass parking strip. 670 sq. ft. is the correct area.

10. There are 5 or 6 sidewalks connecting the parking lots to the street curb and crosswalks along Corporal Jonson Rd. between the intersections of Womack Road and Williams Road. If the elevation of the curb and gutter changes due to replacement, is the contractor responsible for demolition and replacement of these connecting sidewalks to meet and match new finished elevations for the curb and gutter?
A: Restore any and all curbs to preconstruction conditions.
11. Is the contractor responsible for replacing the red brick hatched cross walks on Corporal
Johnson Road?
A: No. The Contractor shall not replace the red brick hatched crosswalks or the concrete pavement on CPL Johnson Rd.
12. There is evidence of soil settling behind curbs in grass strip area, see attached pic. This soil settlement extends considerably in many areas. This is a pre-existing condition. Will the contractor be responsible to back fill and sod these areas that are within the limits of disturbance? The square yards of back fill required is unknown. Please clarify.
A: No.
13. Please clarify; SOW Page 7, Specification 1.3.10, Environmental. Bexar County
Officials,( Bexar County Environmental Office) do not know about an Air Permit Requirement, the cost, nor the 244 days needed for the application process.
A: The Fort Sam Houston Environmental Section recently confirmed that an Air Permit is not required; the SOW has been amended to show deletion of this requirement.
14. On Page 1 of the Solicitation Document, in Section 10 it states, “Note” Only electronic bids will be accepted;…” Section 13.a. states, “Sealed offers in original and 1 copy to perform the work are due at the place specified in Item 8…” Section 8 provides a physical delivery address. Furthermore, it is indicated that a public bid opening will occur. Please confirm that a hard copy shall be delivered in lieu of the Note in Section 10.
A: No paper copies are required or will be accepted. Only electronic bids will accepted. However the contractor must deliver the original bid guarantee separately addressed to the Contracting Officer by the time of bid closing, and include a copy of the bid guarantee with the electronic bid submission.
15. Section 01 11 00 paragraph 1.2.1.1.3 indicates traffic control requirements with identification of buildings that are not shown on SOW Attachment 1, 2, or 3 to include Bldg 1281, 1287, Slagle DFAC. Can a map be provided to show how access is provided to these areas so it is clearly understood the areas where only one lane of work can be performed versus a complete shut down of a road.
A: A map is attached to these comments showing Slagle Dining Facility, which is Bldg 1281, METC Headquarters is Bldg 1287- needing access to their office parking lot. The
FA301619BA003 Page 3 of 5 map also shows the METC Parking Lot driveways that need at least one of the driveways on CPL Johnson Rd open at all times.
16. Section 01 10 00 Paragarph 1.2.1.3.5 and SOW Attachment 3 indicate a grass strip that exists between the existing curb and existing sidewalk that is eroded and requires new concrete to be placed. The SOW states to ensure the concrete is level with the surrounding curb and sidewalk to prevent a trip hazard. Attachment 3 indicates to excavate 12 inches deep and fill with 6 inches of A2 base and 6 inches of reinforced concrete. It was observed during the site visit that the existing sidewalk is much higher than the curb and therefore a tapering of the base and concrete in this area would be necessary to prevent a trip hazard that would be caused by a step down. The assumption is that the concrete should be tapered down from the sidewalk to the curb. Please advise on what direction should be followed in this area.
A: Contractor shall taper concrete from sidewalk to curb.
17. There are two locations within the proposed project area that have existing brick paver areas that are presumed to be crossing areas. Please advise if new brick pavers are required to be installed matching what is existing or whether these areas should be replaced with crosswalk striping.
A: No. The Contractor shall not replace the red brick hatched crosswalks or the concrete pavement on CPL Johnson Rd.
18. During the site visit, it appeared that there were areas outside of the limited area shown to receive subgrade repair where the existing asphalt was heavily damaged. Please confirm that the subgrade repair work is only in the areas indicated on SOW Attachment 1 and that all other areas only require Mill & Overlay of the asphalt. An example of this is near the intersection of Cpl. Johnson and Garden Avenue.
A: Look closely at SOW Attachment 2 and you will see between all the red curb work a black rectangle that represents the area of Subgrade Repair. Also, there is a note in a box stating: SUBGRADE REPAIR.
19. Per SOW Section 01 11 00 paragraph 1.3.10 an Air Permit is required. It states that an air permit could take 244 days to process and that the cost of the permit shall be paid by the contractor and the government shall be billed. Please confirm what price should be carried for this air permit or confirm whether this cost will be handled via a modification.
A: The Fort Sam Houston Environmental Section recently confirmed that an Air Permit is not required. The SOW has been amended to show deletion of this requirement.
20. Specification Section 01 35 29 Paragraph 1.4.1.1 requires a SSHO who must have a 30-hour OSHA and 3 years safety work. It states this person can also serve as the QC. In Section 01 45 00.00 20 a CQC System Manager is required. In Section 3.4.2.2 it states the CQC System Manager can also serve as the Superintendent. Please confirm that this individual shall have no other duties and is not permitted to perform the physical work of the project.

A: The personnel may be dual-role assigned as long as they don’t create a conflict (e.g.
Superintended be the CQC Manager) and prevent fulfillment of roles at full capacity.
21. Previous question indicates that the SSHO can be the CQC Manager. And the CQC
Manager can be the Superintendent. Please confirm that one person can serve as SSHO, CQC Manager, and Superintendent.
A: Same principle as question 20 applies.
22. Please confirm that no design is required to be performed by the Contractor and that the project will be built based on the Section 01 11 00 Summary of Work requirements and the corresponding SOW Attachments 1, 2, and 3.
A: Yes, it is confirmed that no design is required to be performed by the Contractor and that the project will be built based on the Section 01 11 00 Summary of Work requirements and the corresponding SOW Attachments 1, 2, and 3.
23. SOW states mill and overlay of road but does not mention replacing the concrete and brick pavers at crosswalks. Will the concrete and brick pavers remain in place or do they need to be replace, please clarify.
A: The concrete and brick pavers shall remain in place and Contractor shall exercise care if operating near them.
24. Is it expected that the submittal documents be provided for review after award and prior to NTP?
A: Yes.
25. Is the contractor allowed to close down both lanes while working on Corporal Johnson?
A: No.
26. Section 1.2.1.1.3 indicates leaving at least one lane access to Bldg 1281 - which building is Bldg 1281?
A: Building 1281 is METC HQ. Please see attached map.
27. Section 1.2.1.1.3 indicates METC parking lot should have one entrance open at all times -which parking lot is this?
A: Please see attached map.
28. Is the CPM to be submitted for the project plan or the PDM?
A: CPM shall be submitted for the project plan.

29. Will a single project schedule be required or both a preliminary and final project schedule?
A: -Submit a preliminary and a final project schedule; see section 3.3.1.4.
30. Will all contractors have to be cleared prior to issuing NTP?
A: Question is not clear; however, as per the solicitation (see section F, page 9) the contractor will be issued NTP to commence work.
31. Will weekend work be allowed?
A: Yes, weekend work may be authorized but see paragraph 1.4.4 of the specifications.
32. “SOW Section 1.2.1.3.1 states that the Contractor shall remove existing pavement and excavate down to subgrade. It goes on to say that the contractor shall replace the old base material with new TxDOT A2 base material on top of the lime stabilized subgrade up to the bottom of existing pavement. There was no thickness specified for the base layer thickness to be removed or the thickness of base to be installed. Additionally, there is no geotechnical report with existing data to specify the base thickness, nor was the data from the cores taken provided that may verify base thickness. A determination of this thickness if a key element of ensuring accurate pricing by all contractors and therefore we are requesting a copy of the geotechnical report if one exists or a base thickness that should be assumed for proposal purposes.
A: No Geotech Report is available for this project. Pavement cores were done by CEO and were only concerned with the thickness of the existing asphalt which is 4 inches.
