STATEMENT OF WORK

REFRIGERANT RECOVERY & RECYCLING SERVICES

JOINT BASE SAN ANTONIO

20 AUGUST 2018

1. PROJECT SCOPE: The contractor shall furnish all supervision, labor, transportation materials, tools, incidentals, equipment, and quality assurance to recover, and recycle/dispose of refrigerant and remove oil from comfort cooling systems and/or recovery tanks on Joint Base San Antonio (JBSA) Fort Sam Houston and Lackland.

Contractor shall also service and certify recovery tanks. All work is to be performed in accordance with this Performance Work Statement (PWS).

2. PROJECT DESCRIPTION: In preparation for disposal of comfort cooling system disposal, contractor shall properly remove refrigerant/oil and recycle usable refrigerant.

Contractor shall be responsible for documentation and all returned refrigerant shall include a current Safety Data Sheet for each type of refrigerant.

All recoverable refrigerant in each tank and barrel shall be recovered and returned to the Project Manager: Dennis Guerrero, 210-336-2690.

All refrigerant recovery, recycling, and tank certification shall be completed with 45 days.

3. COMFORT COOLING SYSTEMS: Units are being disposed of by the government.

Contractor shall label all units with EPA Form 7610-31 (see Appendix A). Contractor shall completely fill out one form per unit and place one copy of the form in a waterproof sleeve and affix it to the unit. Contractor shall provide a second copy of the completed form to Project Manager within 5 days of recovery to the specific unit.

The following information shall be included on the form:

a. Part 1: Establishment Information

b. Part 2: Regulatory Classification

c. Part 3: Device Identification

d. Part 4: Certification Signature

The quantities of systems requiring refrigerant recovery, recycling and/or oil removal are as follows:

Recovery tanks shall be picked up from the JBSA – Lackland CEMAS yard and Medina Base Refrigerant Shop. Recovery tanks shall be cleaned and repainted (grey and yellow), and stamped with new certification dates. Serviced tanks shall be delivered to the JBSA Medina Refrigerant Shop.

5. REFRIGERANT RECOVERY:

All refrigerant recovery shall be completed in accordance with AFMAN 32-7089 Refrigerant Management dated 8 November 2016.

Note: The following paragraphs are referenced as pertain to this Statement of Work:

3.3.5.2.2. Class I or Class II refrigerant ownership cannot be sold or transferred outside of DOD. Transfers of excess refrigerant to other bases are encouraged and should be arranged through the installation HAZMART.

3.4.1.1. All persons disposing of appliances, except for small appliances, MVAC, and MVAC-like appliances, must evacuate the refrigerant, including the entire liquid refrigerant, into EPA-approved recovery or recycling equipment.

All recoverable refrigerant shall be returned clean and in virgin standard to the JBSA Medina Refrigerant Shop within 45days of acquiring tanks from JBSA units for service.

Recovered refrigerant shall be contained in new and certified disposable tanks that are properly labeled with the appropriate type of refrigerant and provide a current Safety Data Sheet for each refrigerant recycled.

6. UNRECOVERABLE REFRIGERANT: Any refrigerant that cannot be recovered shall be disposed of in accordance with EPA standards. The contractor shall utilize an official report to document unrecoverable refrigerant. Report shall be on the contractor’s company letterhead and identify the following information:

a. Type of Refrigerant

b. Weight

c. Reason Why Refrigerant Not Recycled

d. Disposal Method

Official reports shall be delivered to the JBSA Medina Refrigerant Shop when recycled refrigerant is delivered.

Each unit of disposed refrigerant shall be labeled with a completed Environmental Protection Agency Refrigerant Recovery or Recycling Device Acquisition Certification Form (OMB No. 2060-0256) which shall be provided by the government. Contractor shall provide the PM with a copy of each form and label each unit with same copy once recovery to all chiller units is complete.

7. HOURS OF WORK: Normal duty hours are from Monday - Friday from 7:00 a.m. to 4:15 p.m. (except on federal holidays). Contractor should coordinate work with the 502d CES Project Manager Dennis Guerrero 210-671-6019 or Gabriel Garza 210-671-4756.

8. GOVERNMENT FURNISHED SERVICES: The government will provide utilities (water and electricity) and emergency, fire and security forces response.

9. POLICE PROTECTION: The 502d Security Forces Squadron will provide security and law enforcement response and services to the contractor.

10. FIRE PROTECTION: The JBSA Lackland Fire Departments shall provide initial response, EMS, and fire protection services to the Contractor.

11. TRAFFIC REGULATIONS: Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks and vehicle searches when entering or exiting the installation. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installations in San Antonio, TX.

12. HAZARDOUS AND/OR TOXIC MATERIALS: A hazardous material (HAZMAT) is one that poses a risk to the health and safety of the public, and/or the environment if not properly controlled during the handling, storage, manufacture, processing, packaging, use, disposal, or transportation. Hazardous materials may be elements or compounds, and can be found as gases, solids, liquids, or a hazardous material (HAZMAT) is one that poses a risk to the health and safety of the public, and/or the environment. Hazardous chemical are defined under Sec. 1910.1200(c) of Title 29 of the Code of Federal Regulation Contractor shall identify and report HAZMAT usage to the HAZMAT Pharmacy according to local procedures. All HAZMAT brought to the job site shall require the contractor to fill out an AF Form 3952 for each item for submission to the Hazardous Material Pharmacy. Additionally the contractor is required to submit Material Safety Data Sheets (MSDS) as directed by the clause entitled Hazardous Material Identification and Material Safety Data (FAR 52.223-3). The Contractor shall submit a monthly actual usage report of all hazardous/toxic materials brought onto the base during the preceding month to the HAZMAT Pharmacy (IAW AFI 32-7086, Hazardous Material Management). Any spills will be cleaned and reported by contractor to the government representatives in compliance with JBSA Environmental section.

13. CONTRACTOR QUALIFICATIONS: The contractor shall be bonded, licensed, and properly insured and shall provide proof to the Government upon request.

14. CODES AND REGULATIONS: All work shall be accomplished in accordance with the contract specifications, applicable Uniform Building Codes, Air Force Base Regulations, and OSHA Requirements.

15. INSPECTION AND ACCEPTANCE: The Project Manager from 502d CES will verify the completion of services to the cooling units and tanks. A final inspection of completed work will be conducted by the project manager, contractor, and designated 502 CES personnel. All discrepancies identified during inspections shall be corrected prior to final payment.

ACQUISITION CERTIFICATION FORM

EPA regulations require establishments that service or dispose of refrigeration or air-conditioning equipment to certify that they have acquired recovery or recycling devices that meet EPA standards for such devices. To certify that you have acquired equipment, please complete this form according to the instructions and mail it to the appropriate EPA Regional Office. REVERSE SIDE OF THIS FORM.

INSTRUCTIONS

Part 1: Please provide the name, address, and telephone number of the establishment where the refrigerant recovery or recycling device(s) is (are) located. Please complete one form for each location.

State the number of vehicles based at this location that are used to transport technicians and equipment to and from service sites.

Part 2: Check the appropriate boxes for the type of work performed by technicians who are employees of the establishment. The term “small appliance” refers to any of the following products tat are fully manufactured, charged, and hermetically sealed in a factory with five pounds or less of refrigerant:

refrigerators, and freezers designed for home use, room air conditioners (including window air conditioners and packaged terminal air conditioners), packaged terminal heat pumps, dehumidifiers, under-the-counter ice makers, vending machines, and drinking water coolers.

Part 3: For each recovery or recycling device acquired, please list the name of the manufacturer of the device, and (if applicable) its model number and serial number.

If more that seven devices have been acquired, please fill out an additional form and attach it to this one. Recovery devices that are self-contained should be listed first and should be identified by checking the box in the last column on the right. Self-contained recovery equipment means refrigerant recovery or recycling equipment that is capable of removing the refrigerant from an appliance without the assistance of components contained in the appliance. On the other hand, system-dependent recovery equipment means refrigerant recovery equipment that requires the assistance of components contained in an appliance to remove the refrigerant from the appliance.

If the establishment has been listed as Type B and/or Type D in Part 2, then the first device listed in Part # must be a self-contained device and identifies as such by checking the box in the last column on the right.

If any of the devices are homemade, they should be identified by writing “homemade” in the column provided for listing the name of the device manufacturer. Type A or Type B establishments can use homemade devices manufactured before November 15, 1993. Type C or Type D establishments can use homemade manufactured anytime. If, however, a Type C or Type D establishment is using homemade equipment manufactured after November 15, 1993, then it must not use these devices for service jobs.

The purpose and need of this renewed collection request is to facilitate compliance with and enforcement of Section 608 of the Act by reducing emissions of class I and class II ozone-depleting refrigerants to the lowest achievable level during the service, maintenance, repair, and disposal of appliances. EPA has used and will continue to use these records and reports to ensure that refrigerant releases are minimized during the recovery and recycling of ozone-depleting refrigerants during the service, maintenance, repair, and disposal of appliances. Collection of this information is mandated by EPA regulations, in accordance with 40 CFR 82.162. This information is not shared with parties outside of the Federal government. EPA's confidentiality regulations (40 CFR 2.201 et seq.) assure computer data security, disclosure prevention, proper handling, proper storage, and proper disposal of the submitted information.

The public reporting and recordkeeping burden for this collection of information is estimated to average one (1) hour per response per respondent annually. Burden means the total time, effort, or financial resources expended by persons to generate, maintain, retain, or disclose or provide information to or for a Federal agency. This includes the time needed to review instructions; develop, acquire, install, and utilize technology and systems for the purposes of collecting, validating, and verifying information, processing and maintaining information, and disclosing and providing information; adjust the existing ways to comply with any previously applicable instructions and requirements; train personnel to be able to respond to a collection of information; search data sources; complete and review the collection of information; and transmit or otherwise disclose the information. An agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number.
