Camp Bullis Range Grounds Maintenance
Amendment #0001 15 June 2018
This amendment provides the government’s response to questions submitted by contractors relating to the above referenced Request for Proposal.
Contractor questions and government responses are below.
1. Appendix A indicates there are 111.42 acres of both Improved and Semi-Improved grounds. The pricing CLIN structure indicates that Improved grounds consist of 111.42 acres and the Semi-Improved grounds consist 16.2 acres. Please verify which figures are correct.
Government Response: The correct figures are reflected in the following updated Appendix A Table:
ITEM
NAME
ESTIMATED TOTAL
ACREAGE
1 Improved Grounds (2”-4”) 216.1
2 Semi-Improved Grounds (4”-10”) (Helicopter/Air Strip on Camp Bullis)
554.4
3 Un-Improved Grounds (10”-14”) 17.2
4 Unscheduled Requirements As Requested
These estimates will be updated in the CLIN structure via Amendment 0001 to FA3016-18-R-0056.
2. Is there a storage facility onsite for the contractor’s equipment, tools, and consumable supplies?
Government Response: There is a storage building that is roughly 15 feet X 10 feet.
3. Is there onsite office space for the contractor’s Project Manager?
Government Response: See answer to question 2.
4. Please defined what areas under this contract at Camp Bullis are considered improved, semi-improved, and un-improved grounds.
Government Response: Those areas are annotated on the Camp Bullis maps which have been uploaded to FBO.
5. Is this procurement considered FFP or by cycle? The pricing appears to be 12 months of firm fixed pricing and the standards are established for grass height.
Government Response: This will be a Firm Fixed Price contract.
6. Will it be up to the contractor to
a) ensure grass heights are maintained or
b) establish a regular repeated schedule for mowing?
Government Response: The contractor will be responsible to maintain grass heights.
6. Who is the incumbent service provider and / or contract number?
Government Response: Ace.Co – FA3047-15-D-0030
7. What is the current contract value?
Government Response: $2,546,309.40
8. Do requirements of this procurement vary from the incumbent operation?
Government Response: No.
9. Is there an irrigation system layout plan available for contractor review?
Government Response: An irrigation system does not exist in the areas covered by this contract
10. Who polices brass?
Government Response: Not the contractor on this requirement.
11. Please provide information regarding allowable herbicide types.
Government Response: Herbicides will NOT be used on Camp Bullis. Please see Amendment 0001 and updated PWS.
12. Are the dumpsters government-provided?
Government Response: Yes.
13. The PWS states “Camp Bullis does not provide a facility to dispense fuel for the contractor’s use.” May the bid-winner store fuels at the storage shed just north of the Multipurpose Machine Gun Range (e.g. diesel, oil, gasoline)?
Government Response: No.
14. What is the corrected linear road distance of maintained roads for this opportunity? (e.g.
will this be provided in corrected appendices?)
Government Response: Yes, the linear road distance is included in Improved Grounds (2” to 4”) acreage.
15. The Edwards Aquifer Guidelines describes the appropriate use of potassium salts, citrus aromatics, and other inerts that may be used in the recharge zone. May the bid-winner use these biological controls or botanical controls to maintain grounds if done so in accordance with the Edwards Aquifer Guidelines? (Reference: page 8, “Complying with the Edwards Aquifer:
Technical Guidance on Best Management Practices”.
Government Response: No.
16. Will the Government describe grounds maintenance response requirements and timelines?
Will response times of less than 48 hours be required or anticipated?
Government Response: Please refer to paragraph 1.7.2. UNSCHEDULED REQUIREMENTS.
However, on extremely rare occasions, a more expedient response may be needed.
17. Are we required to maintain around all the training houses and villages at the MOUT site?
Government Response: Contractor is only required to maintain areas that are indicated on the map.
18. Are we required to weed-eat around guard rails?
Government Response: Yes, weed-eating is required around the guard rails on paved roads.
19. We understand the airfield is to be maintained at a height from 4” – 10.” We saw that the cutting height was at approximately 2.” A comment was made that the current contractor is mowing it that low to minimize the quantity of mows they must perform. Is that the new mowing height standard?
Government Response: Contractor needs to follow the height requirements on the map, cut height is not to go higher than height limits.
20. At the airfield, it appears new base material was spread. In those areas, there is quite a bit of weeds/grass growing through. Will the contractor be allowed to use nonresidual herbicides to control the grass or will the government require weed-eating?
Government Response: Herbicide will NOT be used on Camp Bullis. Contractor decides how he wants to trim it.
21. Will the government allow non-residual herbicides along the Blanco Road. Fenceline?
Government Response: No.
22. Will the government allow the contractor to erect a temporary fence to secure equipment?
Government Response: Since the contractor is already on a secured Post, no. Fencing has not been allowed before.
23. Will the government provide electricity and internet connection at the grounds maintenance building?
Government Response: Electricity is the only utility provided. The building does not have water, phone, or internet. Contractor needs to provide their own pad lock.
