13.3. The AE shall provide a construction cost estimate for the design following the format described in paragraph 10, for each submittal.
13.4. The DB Contractor shall generate a Specification package as part of the Construction Documents that uses the Unified Facilities Guide Specifications (UFGS) appropriately edited for each aspect of the project. The UFGS can be retrieved at: http://www.wbdg.org/ccb/browse_org.php?o=70. Unless noted otherwise, material specifications, equipment efficiencies, equipment listing (i.e., UL, ANSI, NEMA, etc.), testing requirements, execution, and similar requirements shall not be changed unless dictated by more stringent requirements referenced in this RFP.
13.5. The DB Contractor is responsible for field verifying all information contained in this RFP and on any As-Built drawings provided or acquired. The DB contractor is also responsible for obtaining all information necessary to properly design and install all work. Gathering information during design shall be coordinated through the Contracting Officer. The DB Contractor shall be responsible for coordination of project work activities with the Contracting Officer that would interrupt or limit the on- going daily activities and/or functions of the facility. Any survey required to provide utility locations, manhole inverts, verification of existing features, etc., shall be the responsibility of the DB Contractor.
13.6. The DB contractor shall use all current and applicable Unified Facility Criteria (UFC) design guides, Air Force Instruction (AFIs) manuals and all current building codes and standards for design and renovation of the facility. All specifications shall be in sufficient detail to fully describe and demonstrate the quality of materials, the installation and performance of equipment, and the quality of workmanship. For specifications not available in UFGS, the Contractor shall create the specifications so that all of the submittal, quality control and testing requirements given in all of the UFGS are included. In addition, the quality control procedures used shall include the testing and quality control requirements given in the Quality Assurance/Quality Control found in Section 01 45 01 – USACE QUALITY CONTROL. These shall be submitted verbatim with the Final, Corrected Final, and Construction Set specifications.
14.2. SpecsIntact: UFGS shall be edited in SpecsIntact. The SpecsIntact software is a Government specification editing system and is available without charge at http://specsintact.ksc.nasa.gov/. SpecsIntact shall be utilized for all review submittals, both hard copy and electronic. Marked-up specifications shall be printed directly from SpecsIntact with tags off and notes and editing shown. Handwritten marked-ups of the specifications will not be accepted.
14.3. Unified Facilities Guide Specifications (UFGS): The Contractor shall obtain Unified Facilities Guide Specifications from the Fort Worth District office. Do not use UFGS from other sources.
15. COST ESTIMATE:
Prepare the construction cost estimate based upon projected construction costs at the mid-point of the anticipated construction period. Develop estimates separated CSI Divisions with a summary for each Division and a project summary sheet identifying costs by division. Indicate line item costs broken down into labor, material, equipment and total costs by line item and clearly indicate unit of measure and quantity. For projects containing new construction and repair or maintenance; separate and identify costs as Construction and Repair and Maintenance. Prepare summaries for each category and a summary of Construction and Repair and Maintenance costs for the entire project. Costs estimates shall be separate from the Design Analysis and shall be bound. The front and rear covers of the Cost Estimate will clearly identify the project number and title, delivery order number, and date and shall be stamped ‘FOR OFFICIAL USE ONLY’. Each sheet of the cost estimate will be stamped top and bottom with ‘FOR OFFICIAL USE ONLY’.
16. DELIVERABLES:
16.1. Deliverables shall be submitted and distributed as shown in the table below. Table shows major milestones and is not exclusive of all other submittals as necessary per Contract.
The schedule for delivery of documents (four (4) each) to the Contracting Officer is in calendar days. Calendar days for each requirement extends from the date of the Notice to Proceed (NTP) or approval of the previous milestone, except as otherwise noted.

17. PHASING REQUIREMENTS: Phasing may be required.
18. FEDERAL HOLIDAYS:
Any of the above holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday.
19. HISTORIC PROPERTIES:
19.1. The Randolph military installation contains numerous buildings and building/occupancy types which are either listed on the National Register of Historic Places or are located within the Installation’s Historic Conservation District and are eligible for inclusion into the National Register. As such, project undertakings on these facilities must be coordinated with the State Historic Preservation Officer (SHPO), the Advisory Council on Historic Preservation (ACHP) or be addressed through the Army Alternate Procedures program (AAP) to identify and mitigate any “Adverse Effects” the undertaking may have on any historic facility. In some cases, the Installation must also provide the general public with an opportunity to respond and provide comments. It will be the Installation’s responsibility to initiate any discussions or coordination with the SHPO, ACHP or the general public, however, the A-E may be asked to assist the Government with representation as required.
19.2. Both the SHPO and the ACHP have, by statute, thirty (30) days in which to review the scope of the project’s undertakings and to provide comments. The Government will provide these comments to the A-E and these comments shall be included in the Design Analysis.
19.3. The Government’s timeframe to review design submissions and return review comments to the A-E is normally fourteen (14) calendar days; however, due to the thirty (30) day statutory review period afforded the SHPO/ACHP, the A-E may not receive a complete set of all design review comments at a given design submission stage. When the Government receives the SHPO/ACHP comments, they will be provided to the A-E in a timely manner and those comments will be considered as part of the design stage that was submitted (i.e., 30%, 95%).
19.4. In reviewing design submissions, particularly in the early stages, questions may arise that will affect the making of a determination if a project’s undertaking will have an “adverse effect” on a historic property. It is in the Government’s and the A-E’s best interest that any possible “adverse effects” issues be addressed early on in the design process so that these issues may be mitigated and lost design time avoided. This may require the A-E to provide a more substantial level of attention to detailing those elements, character defining features or building components that may be affected at an early design stage. The A-E shall coordinate the level of attention required with the Government Project Manager prior to submitting a design submission.
