RFP FA301618R0023, Amendment 1
Q1: What is the job title of the key personnel?
A1: Refer to Appendix A of the Performance Work Statement (PWS) attachment and the Contract
Line Item Number (CLIN) titles in the Price Schedule of the RFP.
Q2: How many resumes are to be submitted?
Q2: Would the Government please confirm that no resumes are required?
Q2: Are resumes required for the technical proposal?
Q2: Are resumes required as part of the technical?
Q2: If resumes are required, are they excluded from the page count?
Q2: Page 62 of the Solicitation (Technical Proposal) #1 Hiring and Staffing plan states: “The plan shall indicate any personnel identified to fill the required positions at the time of proposal and shall discuss the offeror’s approach to fill any remaining positions prior to and throughout contract performance”. Is it the Government intention for offerors to submit resume of candidates identified to fill these position at time of proposal?
A2: The following answer pertains to all comparably numbered questions listed above:
Resumes are not required or prohibited as part of contractor proposal. Refer to the Addenda to
FAR 52.212-1 and 52.212-2 for instructions and evaluation factors applicable to the technical proposal, respectively.
Q3: What is the working hour of the key personnel?
A3: Refer to Hours of Operation in the Performance Work Statement (PWS) attachment.
Q4: Page 26 of 73: Representations and Certifications - Is SAM.gov registration verification sufficient, or do Offerors have to complete and submit Reps & Certs as contained within the solicitation?
A4: Refer to FAR 52.212-1 Addendum, section (b), Submission of offers.
Q5: PWS 1.3.3.4 states: “In the event of an emergency base closure due to weather or other contingency situation the COR will notify the CP of any changes in performance requirements.
Under no circumstances will the contractor be paid for services not delivered/rendered.” Would the Government confirm that contract personnel will not be paid for Government directed closure or delay start due to weather or other contingency situation?
A5: In accordance with PWS 1.3.3.4, contract personnel will not be paid for Government directed closure or delay start due to weather or other contingency situation.
Q6: Page 62 of 73: ‘Page limit and page format’ – Is the 25 page limit for the Technical Proposal only? Are Price Proposal documents to be included within that page limit?
Q6: Is the entire proposal limited to 25 pages, to include the Pricing Volume?
Q6: Page 59 of the solicitation states that proposals are strictly limited to 25 pages. On the same page there are separate specific instructions for the Technical Proposal and the Price Proposal.
Does this mean that the technical and price proposals are considered separate, i.e. with up to 25 pages each for a total of up to 50 pages combined?

Page limit instructions do not state which part of the proposal the instruction applies to. Does the page limit stated in paragraph 5 (25 pages) apply only to the Technical Proposal?
Q6: Is there a separate page limit for the Price Proposal?
A6: The following answer pertains to all comparably numbered questions listed above:
RFP Amendment 1 updates the FAR 52.212-1 Addendum to clarify that the 25 page limit pertains to the technical proposal only and does NOT include the Price Proposal.
Q7: Page 64 of 73: ‘Area Wage Determination – WD 15-5254, Rev.-3’: Upon review, the US
Department of Labor has issued an updated Revision 5 to the referenced AWD. Will the
Government update the solicitation to include that Revision 5? Or will Offerors price to the
Revision 3 contained in current solicitation documents?
A7: RFP Amendment 1 completely replaces WD 2015-5254, Rev. 3 with WD 2015-5254, Rev. 5.
WD 2015-5254, Rev. 3 is superseded in its entirety. Offerors shall build the price proposal based on WD 2015-5254, Rev. 5.

Q8: Is the contractor required to have a Facility Clearance at the time of award?
A8: No. Refer to PWS para 1.3.13.6.
Q9: Is this a new requirement? If not, who is the incumbent? What is the contract number? What is the current contract value?
A9: This is not a new requirement. Refer to the incumbent contract listed on the Federal Business

Q10: PWS Appendix A (page 14). Appendix A provides position descriptions for labor categories associated with this solicitation. Solicitation Clause 52.222-42 (page 50 of 73) provided the
Statement of Equivalent Rates for Federal Hires. Are all of the positions described in Appendix
A included in the incumbent contract?
A10: Most, but not all, required positions were included in the incumbent contract.
Q11: The RFP mentions that this is a follow on contract. Are there incumbents in place? Who is the current contractor? What is the current contract value?

Q12: Is the current staffing level on the current contract the same FTE labor categories and hours as reflected in the RFP FA1618R0023?
A12: This is the final RFP FA301618R0023. A DRAFT RFP by the same number was previously posted in December 2017. It is the offeror’s responsibility to verify what has changed between the DRAFT and final RFPs. Refer also to the incumbent contract listed on the Federal Business

Q13: Would the Government consider an extention to Monday, February 5, 2018? There is a large, national 8(a) conference from January 30 to February 1st that many 8(a) firms will be attending.

Q16: Re: Pages, 25, 26, 58, 59: The RFP includes a potential clauses with a fill-in (52.209-2), further instructions in 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (JAN
2017) ADDENDUM, including a requirement for a possible copy of a completed representations and certifications, and/or at least a cover letter with the required statements included, and yet, no instructions are provided as to where the Government would like us to incorporate this information in our submission.
A16: See FAR 52.212-1 Addendum, section (b), Submission of offers. The proposal must be submitted in accordance with the Addendum to 52.212-1.
Q17: Reference Instruction to Offerors, Additional Instructions, General, paragraph 5. Page limit and page format (page 62), line 2 states “not smaller than Times New Roman size 10 font”. Can tables be 8 font?
A17: RFP specifically states “not smaller than Times New Roman size 10 font” and applies to all.
Q18: Reference Evaluation, Technical, paragraph 1. Hiring and Staffing Plan, (page 63) lines 6-8 refers to “seamless continuity of service without interruption or degradation of service.” Is there a transition period, ensuring continuity of service?

The Government intends to enable a 30-day phase-in period upon award and prior to the commencement of performance. However, regardless of award date, contract performance shall commence 1 May 2018.

Q22: Solicitation, Additional Instructions, Paragraph 4. Proposal Format (page 61 of 73). Paragraph states “The technical proposal and price proposal shall not cross-reference each other and shall be stand-alone documents regardless whether they are part of the same or separate electronic file(s). When the government refers to “electronic file(s)” is it referring to e-mails?
A22: No. The Government is referring to file(s).

Paragraph provides font sizes for text. Does the font size (TNR, 10pt or higher) also apply to graphics, tables, and/or exhibits?
A23: Yes. Font applies to all portions of the proposal.
Q24: Can graphics be placed on 11X17 size paper? If so, will the 11X17 page count as one page?
A24: RFP specically states 8.5 X 11 and size applies to all.
Q25: We notice that there is a list of required immunizations. Should the contractor use their own immunizations form to satisfy this requirement?

Instructions direct the Offeror provide a Technical Proposal and Price Proposal. Are there
Volume numbers for each of these Proposals, e.g., Volume I: Technical Proposal, Volume II:

Q27: PWS Para 3.7 (page 13). The government references a decision authority “FRED”. Request the government decode the acronym “FRED”.
A27: PWS Para 1.3.11 reflects Functional Requirement Evaluator Designee (FRED).
Q28: Solicitation, Delivery Information, Item 2004 (page 3 of 73). POP referenced in Item 2004 states 01-Apr-2020 to 30-Apr-2021. Should read 1-May-2020 to 30-Apr-2021. Request the government correct the POP for Item 2004.
A28: RFP Amendment 0001 corrects the Period of Performance on CLIN 2004 from 01-Apr-2020 to
30-Apr-2021 to 01-May-2020 to 30-Apr-2021.
Q29: Is it the government’s desire that the technical proposal and price proposal be sent in one email transmission?
A29: Yes, provided the complete proposal is timely received by the closing date and time.
