FA3016-18-R-0019 LAK WASHER/DRYER

QUESTIONS AND ANSWERS 1-15

1) "All of the other DoD washer and dryer solicitations that have come out in the past several years, including the past Lackland solicitations, have specifically listed the requirement for frontload or top load washers.”

Response: the past Lackland solicitation (current contract) did not specify front or top load washers.

2) The Lackland solicitation we have seen which does not provide a specific requirement. This determination is dramatic in determining a lease price for the washers and dryers. A frontload washer costs nearly twice as much as a top load washer. A dryer which was energy star compliant in 2017 was nearly $100 more than the dryer now being used at other DoD installations. To further complicate matters, stack tumblers have no energy rating whatsoever.

Response: the contractor must comply with the specifications in the revised PWS as applicable.

3) The referenced government orders, regulations and laws concern how the government is to operate facilities for energy efficiency and goals for various energy and pollution standards. How are we to determine which machine(s) will comply with Lackland's operations and energy efficiency goals without knowing what they are? In addition, requirements within these orders, regulations and laws are now, in some cases, outdated. For example as of January 1, 2018, there is no longer an energy star rating for commercial washers and dryers as is mentioned in Executive Order 13693.

Response: As there is no energy star rating for commercial washers and dryers, and we require commercial machines (residential are too small), the rating would not be applicable. The contractor shall provide the most energy, cost efficient commercial machines available to meet the needs IAW the PWS.

4) Also would like to ask if you are having a site visit?

There is not a site visit scheduled for this requirement.
