STATEMENT OF WORK
FACILITY 2502 WARHAWK POOL
REPLACE & INSTALL 1 & 3 METER DIVING BOARDS AND
FRAMES LACKLAND AFB, TX
25 April 2018
PROJECT INFORMATION: Applicable provisions of the contract clauses will govern work under each section of the Statement of Work.
PROJECT SCOPE: The contractor shall furnish all supervision; labor, transportation materials, tools, incidentals, equipment, and Quality Assurance to replace and install the 1 and
3 meter diving boards and frames. Replace the concrete stands and construct metal stands for the boards.
PROJECT DESCRIPTION: The requirements of this project are but not limited to the following: This building is an operating facility used by War Hawk Swimming pool. The pool will be unoccupied by Lackland AFB while the work required by this contract is performed.
The contractor shall provide barriers and signs to prevent unauthorized personnel from entering the construction areas while the Contractor is removing and installing the anchored stands for the 1 and 3 meter diving boards, railing for both boards and purchasing and installing the one and three meter diving boards.
GENERAL: The War Hawk Swimming pool area will be released to the contractor by the
Facility Manager, Contracting and CE Project Manager before the actual work is to commence so to minimize mission impact or deficiencies that may occur during the normal work week. All required tools, parts, materials and supplies should be on hand before beginning work. The War Hawk Swimming pool area shall be able to be secured at the end of every working day.
DEMOLITION: Remove diving boards, the diving board's bases and the existing concrete for anchoring the bases of the stands.
INSTALLATION: Furnish and install:
• 1 ea. One Meter Diving Board and Frame
• 1ea. Three Meter Diving Board and Frame
• Construct l ea. 36" Tall, 10" Diameter Metal Stand For The One Meter Diving Board
• Construct l ea 8' 10" Tall, l0" Diameter Metal Stand For The Three Meter Diving Board
• Anchor The Base Plates Of Both Stands Into Cement Using Stainless Bolts, Washers and Nuts
• Primer And Paint Diving Board Stands To Match The Pool's Life Guard Stands
GENERAL INFORMATION
GOVERNMENT FURNISHED SERVICES: The government will provide utilities
(water and electricity) and emergency, fire and security police response.
POLICE PROTECTION: The 502D Security Forces Squadron shall provide security and law enforcement response and services to the contractor.
FIRE PROTECTION: The Lackland Fire Departments shall provide initial response, EMS, and fire protection services to the Contractor.
TRAFFIC REGULATIONS: Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor's personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installations in

HAZARDOUS AND/OR TOXIC MATERIALS:
A hazardous material (HAZMAT) is one that poses a risk to the health and safety of the public, and/or the environment if not properly controlled during the handling, storage, manufacture, processing, packaging, use, disposal, or transportation. Hazardous materials may be elements or compounds, and can be found as gases, solids, liquids, or a hazardous material (HAZMAT) is one that poses a risk to the health and safety of the public, and/or the environment. Hazardous chemical are defined under Sec. 1910.1200(c) of Title 29 of the
Code of Federal Regulation Contractor shall identify and report HAZMAT usage to the
HAZMAT Pharmacy according to local procedures. All HAZMAT brought to the job site shall require the contractor to fill out an AF Form 3952 for each item for submission to the
Hazardous Material Pharmacy. Additionally the contractor is required to submit Material
Safety Data Sheets (MSDS) as directed by the clause entitled Hazardous Material
Identification and Material Safety Data (FAR 52.223-3). The Contractor shall submit a monthly actual usage report of all hazardous/toxic materials brought onto the base during the preceding month to the HAZMAT Pharmacy (IAW AFI 32-7086, Hazardous Material
Management). The phone for the Lackland AFB Hazardous Material Pharmacy is 671-

CONTRACTOR QUALIFICATIONS: The contractor is licensed, and properly insured and shall provide proof to the Government upon request.
SITE CONDITIONS: The Contractor shall furnish and maintain adequate barricades, and warning signs, on the job site. The contractor shall clean up debris on a daily basis.
CODES AND REGULATIONS: All work shall be accomplished in accordance with the
Contract Specifications, applicable Uniform Building Codes, Air Force Base Regulations, and OSHA Requirements.
INSPECTION AND ACCEPTANCE: A representative from 502 CES will conduct inspections of work progress. A final inspection of completed work will be conducted by the project manager, contractor and designated 502 CES personnel. All discrepancies identified during inspections shall be corrected prior to final payment.
CONTRACTOR'S WARRANTY: The contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship. Correction of all defects under this warranty shall be at the expense of the contractor.
HOURS OF WORK: Normal duty hours, Monday thru Friday, except on government holidays. Contractor should coordinate work with 502d CES Project Manager Bryan

PERFORMANCE TIME: 14 calendar days from NTP date for Project to be complete.
CLEAN-UP: All contractor generated refuse and waste shall be hauled off and disposed of at an off base landfill site by the contractor at no expense to the government.
CONTRACTOR: All Contractor generated refuse and waste shall be stored in a waste container provided by the Contractor and hauled from the construction site to a disposal area to be selected by the Contractor and shall be located outside the physical boundaries of the installation. Refuse disposal shall comply with the current disposal environmental requirements. The construction site shall be kept neat, orderly and safe for workmen at all times. On-site dumpsters, if furnished by the Contractor, shall be coordinated with CE Project Manager.
