Questions for Solicitation FA3016-18-B-0008 HVAC Repair B431, Gunsmith
Question 1. Does the Combined Synopsis/Solicitation posted as solicitation number FA301618B0008 on FBO contain requirements similar to a existing contract or will this be a new requirement?
Answer: New Requirement
Question 2. In the scope of work specification 01 11 00 In paragraph 1.2.1.2 New Work Item H states “Hot water shall be generated using natural gas fired… condensing boiler”. Item N states Electric Boilers for a preheat coil… Electric is the only option since gas is not available at the facility.” Please clarify if natural gas is available at the building.
Answer: Natural Gas is not available at the building.
Question 3. The scope of work states that the VAV AHU should have a hot water coil and a chilled water coil. The scope of work also states a boiler shall be installed. There may be significant cost savings if a DX AHU and Electric Heat Strips at AHU and VAV Boxes are utilized. With the new technology and infinite staging DX AHUs and Dedicated Outside Air Units humidity and temperature can be controlled very well. If a DX and electric heater system is proposed, would it be considered acceptable?
Answer: Electric reheat is acceptable. VAV typically doesn’t work well with DX so DX will not be acceptable. Chilled water is the way to go with VAV. It would be best to condition the outside air at the air handler instead of using a Dedicated Outdoor Air Unit. The DOAS would be used if there were multiple AHUs or fan coil units, but there will probably only be one AHU per bay.
Question 4. Will as-builts be provided prior to bid date?
Answer: Yes.
Question 5. What is the width and length of the interior space (i.e. front door to back double doors)? Room dimension not needed.
Answer: 431M is about 142’ back, 73’ at widest point. For total area subtract 22’ by 57’ and 25’ by 54’. 431E is about121’ long by 40’. For total area subtract 22’ by 12’ (Note that this is an estimate).
Question 6. How deep is the dirt and grass located above the structure?
Answer: On the top of the bunker the dirt may range from 4 to 5 feet thick. Near the bottom of the building the thickness of the dirt may be more.
Question 7. Please confirm that the corridor connecting the two buildings is to remain unconditioned.
Answer: The “breezeway” between bays 431M and 431E are to remain unconditioned.
Question 8. In the scope of work specification 01 11 00 In paragraph 1.2.1.2 New Work Item U, is it acceptable to place the equipment pad on the grass area (near location of old cooling tower)?
