SOLICITATION FA3016-16-R-0028

QUESTIONS AND ANSWERS # 1

Q1. Can the government provide details on the nature of the workload increase/decrease and their causes (e.g., is this a long-term trend or a temporary situation)?

A1. Mail volume fluctuates day to day. There is no way we can project the unit workload requirements.

PSC mail is based on number of classes and or students assigned. OMC mail Is based on unit workload requirements.

Q2. What customers and services are driving the workload increases/decreases?

A2. Each customer has a requirement that changes from year to year. Holidays.

Q3. Are there are any anticipated workload increases or decreases over the life of the upcoming contract?

A3. Yes. Adding or deleting of military units and or student population will change the workload. Unit consolidations.

Q4. Will the USAF be providing sponsorship for the facilities clearance for companies that don't have one?

A4. No

Q5. Does the Prime contractor have to hold the “Secret” Facility Clearance? We will be bidding with a Sub-contractor who holds the needed facility clearance and can support the DD Form 254 requirement.

A5. Yes

Q6. After visiting the site(s) are each site independently staffed or does the main location house the employees with time allotted to work at the additional PSC sites?

A6. Yes each site is independently staffed to support the customer availability.

Q7. According to Sub-Factor#3 – Security Clearance. You will require a personnel listing that includes sensitive information. Can this information be provided once a selection or award has been made? We can provide redacted resumes but for security purposes we would recommend not releasing personal and private information without being awarded the contract.

A7. No

Q8. Page Limitations – If question resumes are required will those resumes count toward the 10 page technical limit?

A8. Resumes of employees are not required.

Q9. We understand the contract performance period begins on 1 Jun 2016. Will there be a phase-in period for 30 days prior to contract start?

A9. No

Q10. During phase-in period, will the successful contractor have the opportunity to conduct an inventory of Government property being turned over from the incumbent contractor?

A10. The Government will conduct an inventory.

Q11. Would the Government consider adding a phase-in CLIN in the solicitation?

A11. No

Q12. Are there any former U.S. Government employees, or other employees, on the incumbent workforce who are protected and entitled to a right of first refusal for any position for which they are qualified under the new contract? If so, what are the hourly pay rates, benefits and vacation entitlements for these employees?

A12. Yes, the Government cannot provide this information. The current contract is FA3047-11-D-0010, vendor is Logmet, LLC, (512) 637-1040.

Q13. When is the anticipated contract award date?

A13. 1 June 2016

Q14. Are any functions of the Official Mail Center operated by the USPS?

A14. No

Q15. Who sets up the mail (ready for distribution) at the OMC?

A15. The contractor.

Q16. Does the contractor have the authority to change dispatch times?

A16. No.

Q17. Are there a minimum number of supervisory/management personnel required?

A17. This would be a decision of the contractor.

Q18. Does the contractor control entry to the OMC/PSC’s and CMR?

A18. All visitors must sign in and be escorted.

Q19. How are OMC supplies and ready post obtained?

A19. The 502 Communications Squadron and the United States Postal Service will supply all mailing and office supplies. The 502 Communications Squadron loads postal funds into mailing account and the Contracting Officer Representatives (CORs) or Official Mail Manager loads the funds onto the meters.

Q20. What is the historical foot traffic at OMC counters?

A20. There are approximately 60 units authorized to pick up and drop off mail. Not all units do mail call daily.

Q21. What time is dispatch from OMC in the PM?

A21. 1400 hrs.

Q22. Can the proposal due date be extended a week?

A22. No

Q23. Is this a new requirement or is there an incumbent in place?

A23. There is an existing contract currently in place.
