QUESTION # 1 - Will the government consider removing the requirement under section (c) Technical Evaluation Subfactor #3, “The proposed personnel listing must include each individual: name, residential address, date of birth, driver’s license number, or state ID number with the state of issue and social security number”, and provide additional clarification to offerors as to the requirement to provide proof of a facility clearance.
Answer # 1. The Government requirement has not changed. We must ensure that the risk to the Government is minimized due to a lapse in service. The Government does not have the capacity to cover this service. All services must be able to be performed on day one of the contract. We will reduce the items required to Name and Social Security Number only and will validate clearances through our security personnel. Additionally, we understand the information requested is PII and will treat it accordingly and appropriately.
QUESTION # 2 – In 4.1.1 Tab 2, there is reference to an “electronic Pricing Schedule spreadsheet” of which I am unable to identify as part of the solicitation documents (files) on FBO. Can you tell me if this file is required, and if so where I can obtain a copy of the file? Is it okay to create one on their own?
Answer # 2 - The electronic pricing schedule was not attached. It is up to each offeror to create one and submit it with their proposal.
QUESTION #3 - We kindly request the Government reconsider adding a phase in period prior to contract performance start in order to allow bidders the opportunity to perform well on the contract. .
Answer # 3 – A CLIN will not be added for a phase in period. Our goal is to award a minimum of two weeks before the start date.
QUESTION # 4 - We are requesting a two week extension, an increase in the page limit and to have the requirement to provide a list of personnel with current security clearances removed from the requirement.
Answer # 4 – The due date of the proposal submission will be extended to April 28, 2016, 4:00 p.m. Central Standard Time. The page limit has increased to 15 pages. The requirement for Security clearances is valid and will not be removed. The Government views this deadline as reasonable and nothing new needs to be added to your proposal that should not have been contained in your original submission.
QUESTION # 5 - Please confirm that the Government requires a full transitioning plan, to include a timeline with rationale addressing the start and completion of staffing, training, and equipment/supplies acquisition and you are not allowing for a transition period considering the contract award and performance start dates are stated in the solicitation to be the same, 1 June 2016? Please clarify that the requirement is not to be provided with the proposal, but within 3 days of notice of award as outlined in the PWS page 108?
Answer # 5 – There is no “transition plan” mentioned in the solicitation. However a “Management Plan” is listed as Sub-Factor # 1 on page 146 of the solicitation. Please address all items listed under the Management Plan in your proposal.
Cannot find the item you are referencing on page 108 of the PWS.
QUESTION # 6 – Paragraph 1.5.3.1. Listing of Employees. ……..
Please explain the rational for the Government restating as a part of the proposal requirement "a proposed personnel listing to include for each individual: name, residential address (not P.O.
Box), date of birth, driver’s license number or state ID number with state of issue, and social security number?”
Answer # 6 - This requirement is necessary to ensure personnel have the appropriate security clearance of SECRET at all times and is required to be submitted within three days of Contract Award.
QUESTION # 7 - Please provide us with the proper Government classification for the Personal Identifiable Information (PII) the Government has specifically written as a requirement to Solicitation FA301616R0028?
Answer # 7 - This information is FOR OFFICIAL USE ONLY and covered under Privacy Act of 1974.
QUESTION # 8 - Does the evaluation team expect to see actual samples of “all inspection forms, records, reports, and any other internal quality control methods tailored to the specific requirements under this PWS? If so will these count against the 10 page limit?
Answer # 8 – Yes, page limit has been increased, see answer # 4.
QUESTION # 9 - Will the government provide the Wage Determination Labor Codes/Categories for the FTEs currently working on the effort?
Answer # 9 - Refer to page 77 of the solicitation, FAR 52.222-42.
QUESTION # 10. Will the government please tell us how many total contractor hours are required for each year?
Answer # 10 – The specifics of the contractor proposal is a matter of business judgment and not for the government to direct. This is a performance based service that is paid on a monthly basis.
QUESTION # 11 Does the Government provide fuel and office supplies or reimbursement for these items?
Answer # 11 - Fuel is not provided or reimbursed, it should be calculated in your proposed price.
All office supplies are provided by the Government.
QUESTION # 12. What is the annual (broken down monthly) mail pieces for the Permanent Party? BCT? CMR?
Answer # 12 - CMR is official mail. What is BCT???
All mail to include OMC, PSC and CMR are delivered to the OMC by the USPS. All PSC and OMC mail is counted as one.

QUESTION # 13. What locations (by CLINS) receive mail pieces by third parties? How often daily? What are the monthly totals that the Government receive from each third party?
Answer # 13 - All PSCs receive packages from third party small postal carriers daily. If a carrier has no packages for delivery then there would be no delivery that day.
QUESTION # 14. Who determines when and how often the CMR provide briefings?
Answer # 14 - Briefings are provided to the customer on "How to properly address official “Outgoing mail". Briefing are normally one on one as requested/needed.
QUESTION # 15. Will the government please tell us how many contractor FTEs that are currently servicing this effort?
Answer # 15. The specifics of the contractor proposal is a matter of business judgment and not for the government to direct. We cannot disclose the current contractor’s staffing plan.
QUESTION # 16 - How many FTEs does the government desire to serve on the effort?
Answer # 16 - It is up to the contractor to determine how to service this effort based on the Performance Work Statement. This is performance based.
QUESTION # 17 - We reviewed in detail the PWS requirements and could not find the CLIN xxx8 series description of the tasks to be performed under this CLIN. Please provide the workload, frequency, scope and responsibilities of CLIN xxx8 entitled “Operate Air Force Drug Testing Lab Delivery IAW with PWS.
CLINS 0008, 1008, 2008, 3008, and 4008 has a description of “Operate Air Force Drug Testing Lab Delivery in accordance with Performance Work Statement.” Can the government please provide the PWS paragraph where this requirement is located? Also will the government be able to provide the workload data in order to man and price the requirement correctly?
Answer # 17 - Distribute/Deliver all Official Mail to and from the ADO for Wilford Hall 59 MDG daily. This entails all postal classes of official mail to include accountable mail. Duties are the same as other ADOs, see Appendix 5.
