Solicitation Questions and Answers

FA3016-16-N-0006

Q 1.) Section 1.1.1.1 Non-Gas Fired SFTF’s: The reference on the last line is 6.2.7 of NFPA

1403 which relates to “Gas Fueled” not “Non-Gas Fueled”. Shouldn’t it reference 7.2.6 of

NFPA 1403 instead of 6.2.7?

A 1.)Yes, this needs change to reference 7.2.6.

6.2.7 and 7.2.6 state the exact same thing except the gas fired room shall be inspected every 10 years at RND, but the Class A burn room will require every 5 years (also).

6.2.7* The structural integrity of the live fire training structure shall be evaluated and documented by a licensed professional engineer with live fire training structure experience and expertise, or by another competent professional as determined by the AHJ, at least once every 10 years, or more frequently if determined to be required by the evaluator.

7.2.6* The structural integrity of the live fire training structure shall be evaluated and documented by a licensed professional engineer with live fire training structure experience and expertise or by another competent professional as determined by the AHJ at least once every 5 years or more frequently if determined to be required by the evaluator.

Q 2.) Section 1.1.2 Gas Fired SFTF’s: ……..

This reference pertains to Gas Fueled structures but since all of these structures contain Non-Gas

Fuels the frequency is over-ridden by 7.2.6 making this requirement moot. The ten year maximum frequency should reduce to five years as in 1.1.1.1 shouldn’t it?

A 2.) Correct the structures will all be tested every 5 years by an engineer.

Q 3.) Section 1.1.2.1 IAW NFPA 1403: 6.2.6 relates to the requirement for annual evaluations with documentation and assigns this responsibility to the AHJ (JBSA-Fire Emergency Services

Flight). The corresponding section to 6.2.6 for Non-Gas Fueled structures is 7.2.5. Shouldn’t both sections be referenced since all structures are Non-Gas Fueled but only one is Gas-Fuele

A 3.) 1.1.2.1 This can be completed by AHJ with an annual visual inspection. We elect to have the contractor perform this task, not due until April 2016.

Under 1.1.2.2, the gas SFTF burn room and system is to be inspected and tested every 6 months.

Q 4.) NFPA 1403 in Sections 7.2.5.1 and 6.2.6.1 addresses follow-up evaluations when the annual evaluation uncovers structural damage. There is no mention of those requirements in this

RFQ. Was that intentional or an oversight?

A 4.) Intentional, SFTF’s are not required to be inspected for another 5 yrs. The annual inspection is due in April 2017.

Q 5.) What are the respective ages of the three SFTFs? Lackland AFB? Randolph AFB? Fort

Sam Houston?

A 5.) The facilities were just tested April 2015, age is no longer a factor, since the requirement is to be inspected every 5 years.

Q 6.) If these structures; one, two or all three are at over five years of age then the provisions of

NFPA 1403 7.2.8 would apply requiring the removal of a portion of the thermal linings to inspect conditions hidden behind the linings. The fact that this RFQ requires that the evaluation be conducted by a licensed professional engineer would imply that section 7.2.8 applies. Does it?

Should the successful bidder plan to remove and reinstall a portion of the linings in each burn room as required in NFPA 1403?

A 6.) The 5 yr. and 10yr Inspections were completed Apr 2015 and not due again for another 5 years

Q 7.) In PWS (2) SERVICE DELIVERY SUMMARY, page 7 under performance objective shouldn’t the heading in box three read: “Maintain and Inspect the Gas Fire SFTF” instead of

Maintain and Inspect the Non-Gas Fire SFTF?

A 7.) Correct, this is an error under the third section: “Maintain and Inspect the Gas Fire SFTS”

(PWS will be modified to add correction)

Q 8.) Section 1.1 Description of Service of the PWS the section states; In the interest of safety, all persons employed in handling LP-Gases shall be trained in proper handling and operating procedures, which the employer shall document. What documentation is required to support this requirement?

A 8.) Vendor shall certify employee is trained and certified based on NFPA Standards. NFPA 58

Liquified Petroleum Gas Code requires the following:

14.3.1.2 Persons who perform maintenance on LP-Gas systems shall be trained in the hazards of the system and in themaintenance and testing procedures applicable to the installation.

14.3.1.3 Any maintenance contractor shall ensure that each contract maintenance employee is so trained or under the immediate supervision of such a trained person to perform the maintenance procedures.

Q 9.) Section 2. Service Delivery Summary of the PWS under the Performance Objective box 4, Repairs for the Gas Fire SFTF states; Proper Certification to make repairs. What certification is required to support this requirement?

A 9.) Service delivery summary has been corrected, see revised PWS dated 16 November 2015.

Proper certification statement has been removed.
