About this file
This document is a Questions and Answers (Q&A) file for Keesler Air Force Base Telecommunication Services solicitation FA301027Q0001, Version 2, issued October 14, 2026.
The contract is for local and long-distance carrier telecommunications services with a firm fixed price structure. The period of performance runs from December 1, 2026 through November 30, 2031 (base year plus four option periods). The contractor must deliver 150 concurrent calls capacity via 9 T1-PRI circuits handed to Government personnel, deliver 3 CAMA trunks and 2 ALI circuits to the base PSAP for E911 services, and port all 20,000 active Direct Inbound Dial (DID) numbers from current provider CenturyLink Communications. Services must include local and long-distance usage within a firm fixed monthly price with usage charges included; no separate billing for long-distance, international, operator, or directory assistance. The contractor must achieve full cutover and operational status by December 1, 2026, with service requirements including 100% availability (zero degradation), catastrophic outage updates every 4 hours, and emergency/serious/routine outage restoration within 8 hours, 24 hours, and 2 calendar days respectively. One-time costs for contractor-provided equipment, installation, and number porting are captured under CLIN 0002. Contractor responsibilities are limited to carrier service delivery and SIP-to-PRI conversion at Building 2801; the Government maintains all CUCM cluster operations, E911 database management, ISR maintenance, and related infrastructure. CMMC Level 1 is acceptable as the contractor processes only analog voice traffic with no CUI data handling. The 7 October site visit was not mandatory for proposal submission.
