About this file
This is a Questions and Answers (Q&A) document for a federal contract opportunity to repair the HVAC system at Holbrook Manor, Building B7320, located at Keesler Air Force Base, Mississippi. The document contains 52 questions submitted by potential contractors during the pre-bid phase, with corresponding answers provided by the government.
The project involves replacing Variable Air Volume (VAV) boxes throughout a dormitory building, installing new Air Handling Unit (AHU) systems with motorized dampers, upgrading HVAC controls including a new Energy Management Control System (EMCS), and performing related work such as ceiling tile replacement (5% stock or 15 tiles, whichever is less) and return air grille relocation. Key personnel requirements specify that the Quality Control Manager must be a separate, independent person from the project superintendent and cannot be combined with other roles. The superintendent may not simultaneously serve as QC Manager or Safety and Site Health Officer (SSHO). A contract-specific QA/QC Plan and Safety Plan are required, with submission deadlines of 10 calendar days and 30 calendar days respectively after Notice to Proceed. The project is not tax-exempt. Work will be phased by wing with only one wing available at a time for active construction, though attic areas are interconnected and may be worked independently of phasing. The building will remain occupied during work, with only the active wing unoccupied during its construction phase. Commissioning must be performed by a third-party CX firm. The NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) applies based on the project's primary scope, not dollar value. Various permits are required including dig, burn, hot work, confined space entry, and crane permits per specification sections. The elevator (3'-0"×7'-0" opening, 3500 LBS capacity) will operate during the project and may be used for equipment movement with safety precautions. Delivery personnel require day passes and cannot be escorted without base credentials. RFI submissions are accepted throughout project execution.

17 Is it a requirement that the prime contractor hold their Cybersecurity Maturity Model Certification (CMMC)? A
During the site visit there were some discussions about water damaged ceilings that needed additional repair beyond paint.
Some of these areas were within the living area of the dorm rooms. Drawing A100 Typical Dorm Room Keyed Note 2 states "Paint edge to edge in the restroom area." This area is approximately 58 sqft per dorm room, and the drawing indicates this area with hash marks. Please indicate the areas where additional paint and/or drywall repairs need to be included.

How many rooms will we have access to at one time? Will those rooms be adjacent to each other and in the same wing? A

NAICS codes are assigned based on the primary scope of work, not the dollar value of the project. This requirement is predominantly mechanical plumbing, HVAC, and related work which aligns with NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors.)
Therefore, the originally assigned NAICS 238220 remains appropriate for this contract.
QC manager is to be separate independent person to monitor the quality execution of the work without the subordination to the superintendent.
Must be funtional and no leak. The pipes are combination of steel, and copper for small diameters at VAV.
Only the return air grille need to be adjusted.

Drawing M001 has a note that states “THE CONTRACTOR

Is the intent of the scope for the contractor to have a 3rd party certified cybersecurity firm to meet cybersecurity requirements? If so please provide a DIV 25 spec, or please clarify that that the contractor is only responsible to provide normal product submittal data for the DDC system for government review.
